Updates from The Heritage AllianceHeritage Heroes Awards 2021As part of Heritage Day 2022 we announced the winners of Ecclesiastical’s Heritage Heroes Awards 2021. Huge congratulations to this year’s Heritage Hero Richard Johnson, volunteer at the Restoration Trust [Alliance member], and to our 2021 Digital Heritage Hero Steve Ash, who volunteers at Wentworth Woodhouse Preservation Trust [Alliance member]. Commendations for the Heritage Hero award went to the Coldharbour Mill Steam Team for their work on Rising from the Ashes and Ian Thompson from The Milestone Society [Alliance member], for his extensive restoration of historic milestones; and commendations for the Digital Heritage Hero Award went to Ann Kilbey for her digitisation work for the Pennine Horizons Digital Archive, and to the YHA Digital Volunteers [Alliance member]. Spring Statement 2022The Chancellor of the Exchequer delivered his Spring Statement to Parliament yesterday. The Spring Statement is not the same as the Autumn Budget, which usually outlines the key government spending and revenue gathering; this announcement focused on some key tax policies, as well as an economic forecast from the Office for Budget Responsibility. Announcements of particular relevance to the sector include:
As a result of the reduction of income tax to 19% from 2024, there will also be a knock-on effect for Gift Aid. There will be a three year transition period to the new rate, to maintain the income tax basic rate relief at 20% until April 2027. The government said a three-year transition period would effectively maintain what charities can claim from the tax relief at similar levels in the short term. The Charity Tax Group (CTG) estimates that without the transition support the move would have cost the sector £250m over three years. It is also worth noting that a VAT rate of 0% will be applied to energy-saving materials materials, such as solar panels or heat pumps, and that there will be an increases in the National Insurance Primary Threshold and Lower Profits Limit, for employees and the self-employed respectively and from April, Employment Allowance will be increased from £4,000 to £5,000. Government has produced a fact sheet for businesses, and a personal tax fact sheet, for those who are self-employed. We will produce a briefing for members, which will be available on our website shortly. Homes for UkraineThe Government scheme ‘Homes for Ukraine’ is now open. The scheme is offering a route to those who want to come to the UK who have someone here able to provide them with a home. Individuals, charities, community groups and businesses can volunteer accommodation for Ukrainians and their immediate family members. Sponsors must be able to provide accommodation for a minimum of 6 months. UNESCO is scaling up the delivery of emergency support to people across Ukraine in its fields of competencies. It has announced the UNESCO Decision on Ukraine, in which the UNESCO Executive Board has stated that it "Deplores in the strongest terms the aggression by the Russian Federation, with the support of Belarus, against Ukraine in violation of Article 2 (4) of the United Nations Charter". It is demanding the “immediate cessation” by Russia of any attack or further harm to “to civilians, children, youth, teachers, education workers or schools, colleges and universities, and the upholding of the right to education” and also demands “the immediate end of the offensive against Ukraine so as to guarantee the protection from further damage and harm to Ukrainian natural, built and movable cultural heritage in all of its forms”. The UK is Chair of the Friends of Ukraine Group at UNESCO, but is not currently a member of the UNESCO Executive Board, who voted on the Decision. A list of the UNESCO actions can be found here. Europa Nostra and Global Heritage Fund have launched a joint crowdfunding campaign to support the defenders of Ukraine’s endangered heritage. Outdoor Civil Weddings & Civil Partnerships Made PermanentThe Government has announced that outdoor weddings at licensed venues in England and Wales will be legalised permanently following “overwhelming support” from respondents to the Government’s recent consultation. Temporary legislation allowing for this has been in place since last summer. Glover Review Consultation - deadline approachingA reminder that DEFRA is seeking views on the government response to Julian Glover’s review of England’s protected landscapes report, which was published on 14 January. This consultation considers the next steps for National Parks and Areas of Outstanding Natural Beauty (AONBs) in England with the implementation of the review - and the deadline for responses is 9 April. It is important that the importance of heritage in our landscapes is fully understood; please do consider responding to the consultation, or feeding in to The Heritage Alliance’s response via Polly (policy@theheritagealliance.org.uk). COVID-19Planned Lifting of Remaining RestrictionsThe Covid provisions within Statutory Sick Pay and Employment and Support Allowance regulations have now ended (as of 24 March), and from 1 April the Government will continue implementing its Living with Covid Plan, which will include new public health guidance. We continue to collate relevant guidance for the sector in our COVID-19 Hub. Social & Sector ImpactsThe initial findings from round 1 of UK Heritage Pulse from the National Lottery Heritage Fund [Alliance member] have now been shared. Among the key findings:
Indicators from the latest ONS Opinions and Lifestyle Survey (covering 3 March to 13 March 2022) show that six in ten working adults exclusively travelled to work during this period - the highest proportion since this measure was first recorded in May 2020. By contrast, an increasingly low proportion of adults reported always/ often maintaining social distancing or wearing a face covering when outside their home. Unease around the pandemic seems to have decreased, but people are increasingly concerned about the cost of living. The ONS has also published a release on changes in public behaviour, revealing that with restrictions lifted, almost a third of people in Great Britain felt it would take more than a year for life to return to normal following the coronavirus (COVID-19) pandemic. It also found that disabled people are more likely to feel life will never return to normal. DCMS & CultureMuseum Estate & Development (MEND) FundThrough the Museum Estate and Development Fund (MEND) with DCMS, Arts Council is investing over £18 million so that 31 museums across the country can develop their infrastructure and undertake urgent maintenance projects. DCMS has shared that as a result, the sector will see £48 million distributed to 63 organisations to safeguard England’s cultural heritage as part of the Government’s Cultural Investment Fund, which was first unveiled in 2019. The Funding is allocated through three streams: £24 million through the Cultural Development Fund, £18.8 million through the Museums Estate and Development Fund, and £5 million through the Libraries Improvement Fund. DCMS/Wolfson Fund for Museums & GalleriesIn further funding news, the DCMS/Wolfson Museums and Galleries Improvement Fund has launched a new round of funding. Museums and galleries across England are being encouraged to apply for a share of £4 million in this round to improve displays, protect collections and make exhibitions more accessible to visitors. The fund will be open from 9 May and the guidance can be found here. National Lottery WildlifeThe National Lottery Heritage Fund [Alliance member] is partnering with The Wildlife Trusts to deliver Nextdoor Nature - a joint initiative which aims to bring nature to the heart of communities across the UK. As part of the Fund’s Platinum Jubilee legacy investment, the project will see £5million to improve access to nature and combat climate change. UK City of Culture 2025 ShortlistDCMS has announced the four places that have been shortlisted for UK City of Culture 2025. The shortlist, approved by the Culture Secretary, is: Bradford, County Durham, Southampton and Wrexham County Borough. The winner will be announced by the Culture Secretary in May. Platinum Jubilee Events & ActivitiesOver 1000 events and activities have now been added to DCMS’ Platinum Jubilee interactive map. Organisations and individuals are encouraged to submit the details of their own public events over the bank holiday to be uploaded to the platform. Tourism & HospitalityEnglish Tourism WeekOur CEO Lizzie Glithero-West joined the Tourism Alliance and heritage colleagues at a parliamentary reception for English Tourism Week, with key speeches from The Baroness Doocey OBE and Chair of the APPG for Hospitality and Tourism, Simon Jupp. Many Alliance Members are at the heart of heritage tourism in England and represent and support a wide range of visitor attractions, including the Tourism Alliance and ALVA, AIM, the National Trust, English Heritage, Historic Houses - and many more within our network of over 170 independent heritage organisations. At the reception, Kurt Janson, Director of the Tourism Alliance received an award for exceptional contribution to tourism. Planned Restoration to Hammersmith BridgeThe Government has announced an increase in funding for the project to restore Hammersmith Bridge. A third of the costs will be used to stabilise the structure, and almost £3 million will be injected into the project by ministers, so it remains permanently open to pedestrians, cyclists and river traffic. EnvironmentDelivering on the Environment ActThe Government has now proposed new long-term environmental targets, which will be the cornerstone of the Environment Act (passed into law in November 2021) and will drive action to protect and enhance the natural environment - including through measures to improve biodiversity, water quality and availability and air quality, and to reduce waste. DEFRA has launched a consultation on the new targets, with a closing date of 11 May 2022. New Tidal Barrier for SomersetThe Environment Minister George Eustice has authorised the construction of the £100m Bridgwater tidal barrier with a Transport and Works Act, which will aim to better protect 11,300 homes and 1,500 businesses in the town and surrounding areas from flooding. Ivory Legislation to Change from 6 JuneThe Government has updated guidance on buying and hiring and dealing in items containing ivory or made of ivory to reflect the change that from 6 June, you will not be able to deal in items containing or made of elephant ivory under the Ivory Act 2018 unless they are registered or certified as exempt. The guidance on how to apply for an exemption certificate to deal in pre-1918 outstandingly high artistic, cultural or historical value items, can be found here. Put Down Roots - Woodland Creation OfferThe Put Down Roots campaign launched on 25 January sets out to farmers and landowners the benefits of woodland creation in diversifying their land, promoting the financial incentives of woodland creation, with a focus on the flagship England Woodland Creation Offer (EWCO), as the most accessible and widely available grant. PlanningLevelling Up Fund: round two announcedOn 23rd March, Government published the prospectus for the second round of the Levelling Up fund. The second round of the Fund will focus on the same three investment themes as the first round: local transport projects that make a genuine difference to local areas; town centre and high street regeneration; and support for maintaining and expanding the UK’s world-leading portfolio of cultural and heritage assets. This prospectus sets out the approach for the second round of the Fund, open to projects that can demonstrate spend from the Fund in the 2022-23 financial year. Government expects all funding provided from the Fund to be spent by 31 March 2025 and by 2025-26 on an exceptional basis. The full details can be found on the government website. Brexit & ImmigrationChanges to Visa ProcessingThe Home Office has announced that, given the need to prioritise visa processing for Ukrainians, UKVI has temporarily suspended priority and super priority services for new study, work, and family applications. Standard visitor visa applications are now taking an average of six weeks to process. FundingFunding currently available for the sector includes:A reminder that voluntary, community and social enterprise (VCSE) or youth sector organisations are invited to apply to deliver Phase 2 of the Youth Investment Fund, with up to £368 million over three years to eligible places across England. The deadline for submitting applications is 12pm on 29 March. Arts Council England (ACE) has announced that applications to join its list of National Portfolio organisations are now open, with a deadline of 26 April 2022. A recent addendum has been made to the application guidance, which lists the priority places where ACE is now particularly looking to allocate funds. The Social Investment business, a partner of the Architectural Heritage Fund [Alliance member] have launched a Recovery Loan Fund to help organisations impacted by Covid-19 to survive, recover and grow. The application deadline is 20 May 2022. The Government has opened the first round of applications for Landscape Recovery projects. This round will close on 24 May 2022. Historic England Publishes Climate StrategyHistoric England has released its new Climate Change Strategy, which sets out the organisation’s response to the climate crisis. There is a clear recognition that “The climate, energy and biodiversity crisis will affect every aspect of Historic England’s work” and the organisation aims to build on existing knowledge and work on three key areas of mitigation, managing risk and adaptation where heritage can play an important role in limiting the negative impacts of climate change by 2040. ALVA Visitor FiguresJust ahead of #EnglishTourismWeek, ALVA [Alliance member] released its member visitor figures for 2021. The results show that outdoor attractions are recovering most quickly from the pandemic, while indoor attractions and those dependent on overseas visitors are experiencing a slower recovery. We are pleased to see sites associated with our members including Royal Museums Greenwich, the Tower of London, several National Trust properties, members of Historic Houses and museums with the AIM membership [Alliance member] recognised among the top 40 most visited attractions in 2021. Funding opportunity: The Dulverton Trust #iwill FundThrough The Dulverton Trust #iwill Fund, Heritage charities working in England can apply for grants of up to £35,000 to create activities for young people aged 10-20 to make a positive difference in heritage organisations. Aerial Photos of England’s PastHistoric England has launched a new aerial photography explorer that will enable users to search and view more than 400,000 photographs dating from 1919 to the present day. The images are mapped out across sites covering 30% of England. This tool follows the Aerial Archaeology Mapping Explorer which was launched last October.
