Ethiopia has one of Africa’s most ambitious mass housing programmes. Launched 17 years ago, the government initiative sells housing units to low-income first-time buyers. The units are distributed to applicants through a lottery system. While the programme has improved living conditions for Ethiopians who previously lived in dense, slum-like conditions, it’s been plagued by several challenges. Hone Mandefro explains.
