    Happy New Year to all our readers! We hope you all managed to have some rest over the Christmas break.

    Towards the end of December, we published our Year In Review for 2021 - outlining all the successes we've been able to achieve thanks to our members, partners and sector colleagues over the past 12 months in support of England's independent heritage sector.

    Policy Updates

    • We've submitted our response to the DCMS Committee Inquiry on Promoting Britain Abroad, and will be preparing a response to the new consultation from the DCMS Select Committee on cultural placemaking and the levelling up agenda, which closes on 18 February. As with all our consultation responses, where we are able, we will upload these to the Publications Page on our website.

     
     

    #HeritageChat

    December’s #HeritageChat provided an occasion to celebrate what the sector has achieved in 2021 and share wishes for 2022. It was wonderful to see the many positive achievements of the sector over the past year, notwithstanding the challenges caused by the pandemic. You can read a summary of the chat here.

    January’s #HeritageChat (18 January, 1-2pm) will discuss ‘The role of innovation in building the resilience of heritage organisations’ and will be facilitated by the brilliant Rebuilding Heritage team.     Two Weeks Left to Nominate Your Heritage Heroes! 

    There are only two weeks to go for you to nominate a volunteer or group of volunteers who you think made an outstanding contribution to heritage in 2021!

    Ecclesiastical’s Heritage Heroes Awards 2021 celebrate the incredible contribution of volunteers across the sector. In addition to our yearly Heritage Hero award, there is also a special category for a Digital Heritage Hero to celebrate volunteers who have used digital resources to make a positive impact.

    Heritage Digital Academy - Cohorts 3 & 4 Open to Applications!

    This year Heritage Digital Academy will be running a further three rounds of Cohorts in order to support as many heritage organisations as possible with implementing digital.

    Cohorts 3 and 4 are now both open to applications! Cohort 3 equips heritage leaders with tools to make effective use of digital within strategic and operational planning, and Cohort 4 helps pioneers of the sector improve or create services using digital. Applications for Cohort 3 close on 16 January and for Cohort 4 on 23 January.

    Heritage Professionals Recognised with New Year Honours

    The Queen's New Years Honours List 2022 was published on New Year's Eve, and includes the recognition of achievements from various colleagues from across the heritage sector.

    Special congratulations to Kate Mavor (CEO, English Heritage Trust [Alliance member]), Sally Embree (Head of Technical Conservation Team, Historic England), Alexis Page (Head of Safety and Risk, English Heritage), Andrew Lovett (Chair, Association of Independent Museums [Alliance member]) and Sir Laurence Magnus (Chair, Historic England).

    Congratulations also to all those recognised across the arts, heritage and cultural sectors- we've unpacked a fuller list of them here on our website, so do take a look.

     

    Platinum Jubilee Celebrations

    On 6 February, The Queen will become the first British Monarch to celebrate a Platinum Jubilee. To celebrate Her Majesty's 70 years of service, The Royal Family has announced plans for The Queen's Platinum Jubilee Central Weekend 2022, as well as year-long celebrations throughout the UK and abroad.

    As part of the celebrations, over 60,000 trees have been planted in the UK as part of The Queen's Green Canopy initiative, and The Platinum Jubilee Pageant will see a festival of creativity as people will unite to tell the story of The Queen's 70-year reign and three special displays marking significant occasions in Her Majesty's reign will be staged at the official royal residences from July 2022.

     

    COVID-19

    New Measures & Guidance

    On 8 December, in the first Prime Minister’s Questions of 2022, Boris Johnson confirmed that Plan B restrictions will be continued in England. In a more recent update to MPs, the Prime Minister said the measures will be reviewed again by 26 January, but no tighter restrictions are anticipated for the time being.

    Latest Restrictions

    People in England with a positive lateral flow test but no Covid symptoms now no longer have to take a PCR test to confirm their results. The self-isolation period has been reduced to 7 days (down from 10).

    Arrivals will not need to take a PCR test and isolate before a negative result. Instead, one lateral flow test will need to be taken after arrival (with no isolation while waiting for results). If the test is positive, a PCR test needs to be taken to identify any new variants entering the country.

    Culture Recovery Fund

    As part of the Chancellor’s £1 billion support package a further £30 million of funding is being made available for arts, culture and heritage. The Government has extended the application window by a week until January 18, to give more organisations a chance to apply.

    Omicron Hospitality and Leisure Grant

    Guidance has recently been published on the new Omicron Hospitality and Leisure Grant, which provides local councils one-off grant funding to support hospitality, leisure and accommodation businesses, in recognition that the rise of the Omicron variant means that some businesses are likely to struggle. Museums and art galleries, stately homes and historic houses, theatres, wedding venues and events venues are included among the types of businesses that may be eligible for funding under this scheme.

    Additional Restrictions Grant

    Guidance has also been published on the new Additional Restrictions Grant funding. Councils are being encouraged to provide funding for the travel and tourism sector (among others), and there is no restriction on the number of grants a business may receive, subject to subsidy limits. 

    Local authority allocations have now also been added for payments made under the Omicron Hospitality and Leisure Grant and the Additional Restrictions Grant. The new guidance on this can be found here, and a further factsheet is here.

    Alliance members - please feed in your evidence

    We continue to ask Alliance members to share any insights, evidence or concerns on how the new measures are affecting heritage sites and organisations. We have compiled the questions below for consideration, so members please send your answers to Polly Martin via policy@theheritagealliance.org.uk. Our CEO Lizzie has a meeting with DCMS on 24 January, for which this evidence will be invaluable.

    • Has your organisation experienced any disruptions to opening in the last month due to staff shortages?
    • Has your organisation received funding from any of the Culture Recovery Fund rounds?
    • Has your organisation taken advantage of the VAT holiday?
    • What kind of support would you find most useful from Government (if any)?
    • Do you have any further comments on issues related to the pandemic?
     

    Applying to the Live Events Reinsurance Scheme

    The rules for the Live Events Reinsurance Scheme have been updated (under point 7.8). The published guidance on how to apply for the Scheme includes details on how to apply for cover, and recommendations of how applicants that do not have an existing broker can purchase cover. The Scheme will run to 30 September 2022 with a review point in Spring 2022.

     

    Social & Sector Impacts

    Results from the most recent ONS Opinions and Lifestyle Survey (15 December 2021 to 3 January 2022), which follows the move to the Government's Plan B measures for England, suggest that higher proportions of respondents reported wearing face coverings and taking rapid lateral flow tests more frequently than in previous periods.

    Personal wellbeing measures have remained consistent with previous reporting periods, although there is a slight increase in reports of feelings of anxiety than the previous period.

     

    Guidance

    Changes to the guidance have been made in line with the recent announcement that, from 11 January, people in England who receive a positive lateral flow test are required to self-isolate immediately but do not need to take a confirmatory PCR test.

    The latest guidance includes:

    • Working Safely at Restaurants, pubs, bars, nightclubs and takeaway services (Updated 12 January)
    • Claiming financial support under the Test and Trace Support Payment scheme (Updated 20 December)
    • Self-Employment Income Support Guidance (Updated 11 January)
    • Pay Coronavirus Job Retention Scheme grants back (Updated 20 December)
    • Travelling to France from the UK (Updated 7 January)
    • Testing before you travel to England (Updated 7 January)

    DCMS & Culture

     

    UK City of Culture 2025: Full Application Guidance

    DCMS has published new guidance to assist the longlisted places successful in the expression of interest (EOI) phase of the 2025 UK City of Culture competition in completing their full applications. The full application deadline is 2 February.

     

    Platinum Jubilee Civic Honours Competition

    The full list of 38 places that have applied for city status as part of the 2022 Platinum Jubilee Civic Honours Competition has now been announced. Here are some 'myth busting facts' about the Competition. 

    The Cabinet Office has also announced the 12 cities which are vying for Lord Provost or Lord Mayor status, including Newport and Perth who both previously won city status on The Queen’s Golden and Diamond Jubilees.

     

    Reimagining Where We Live: cultural placemaking & the levelling up agenda

    The DCMS Select Committee is asking for evidence for their enquiry on placemaking and the levelling up agenda. Specifically, they are looking for:

    • How can culture reanimate our public spaces and shopping streets?
    • How can creatives contribute to local decision-making and planning of place?
    • How can the Government support places without established artistic infrastructure to take full advantage of the opportunities that the levelling up agenda provides?
    • How might changes to the UK’s broadcasting landscape affect investment in cultural production outside the capital, and what could the consequences be for artists and communities?
    • How should Government build on existing schemes, such as the UK City of Culture, to level up funding for arts and culture?

    Total Income of DCMS-funded Cultural Institutions 2020/2021

    On 16 December, DCMS released its official statistics on the total income of the 15 DCMS-funded cultural institutions for 2020/2021. The income for this period includes additional Grant-in-Aid for a range of organisations as part of the Culture Recovery Fund.

    Planning

     

    Permitted Development Right for Temporary Structures

    It has been announced that the permitted development right for temporary structures (e.g. marquees and tents) in the grounds of listed buildings has been made permanent. Under Class BB, temporary structures (of up to 50m2 in size) are now permitted for up to 120 days per year in the grounds of listed buildings that are open to public visiting.

    Planning permission is not required but local authority approval must still be sought. Further details can be found here.

     

    New Proposals to Allow Leaseholders to Own Their Own Buildings

    The Government has opened a new consultation, inviting homeowners and the housing industry to give their views on proposals from DLUHC that would allow more leaseholders in mixed-use buildings to take control and ownership of their building. This consultation follows an announcement from the Housing Secretary Michael Gove, who outlined a change in the Government's approach to building safety.

     

    Encouraging Urban & Deprived Areas to Engage in Planning

    11 councils across England have been selected for two pilot schemes, which will see them receive funding to boost engagement and participation in neighbourhood planning among people in urban and deprived areas. Further details and a full list of the areas can be found here.

    Environment

     

    New Proposals for Biodiversity Net Gain

    The Government is consulting on new proposals that aim to ensure wildlife can be better protected and enhanced in new housing and infrastructure developments. According to the proposals, developments must not only help to reduce and restore any biodiversity loss during the building phase, but also deliver a 10% boost to the area’s biodiversity. The consultation closes on 5 April.

    Alongside this, a new funding pot of over £4 million to help Local Planning Authorities and other local authorities with planning oversight, to prepare for Biodiversity Net Gain, which will become mandatory two years after the Environment Act received Royal Assent.

     

    New Schemes to Support Nature Recovery & Climate Action

    The Government has announced two new environmental land management schemes (ELMs), with plans to restore 300,000 hectares of habitat across England. The Local Nature Recovery scheme will pay farmers for locally-targeted actions which make space for nature in the farmed landscape and countryside, and the Landscape Recovery scheme will support more radical changes to land-use change and habitat restoration.

    On the same day as the announcements, DEFRA published the outcomes to the Environmental land management schemes. The document sets out environment and climate ambitions for the new complementary ELMs, which it will, among other things "improve access and heritage".

    Tourism & Hospitality

     

    Countries With Approved Vaccine Programmes

    The Government has published an update on its guidance on approved vaccines, with a list of countries and territories with approved COVID-19 proof of vaccination for travel to England.

    People from Albania, Andorra, Faroe Islands, Gibraltar, Guernsey, Israel, Jersey, Moldova, Monaco, New Zealand, North Macedonia, Panama, Turkey can use the EU Digital COVID Certificate to add proof of vaccination status in the UK passenger locator form.

     

    English Tourism Week: 18 - 27 March

    English Tourism Week will be returning for 2022 from Friday 18 until Sunday 27 March. The campaign aims to celebrate the country's "diverse, exciting and vibrant sector" and showcase the quality, range and value of English tourism to stakeholders.

    Organisations are invited to support the campaign in the lead-up to the event, and throughout the week in March; there will shortly be a toolkit available to help organisations make the most of any events they have during the week. There will also be the announcement of VisitEngland's Tourism Superstar competition for 2022, which recognises the dedication and passion of those working in the tourism industry each year.

     

    DMC and Inbound Tour Operator Amplification & Distribution Fund

    A reminder that VisitBritain has launched a new £300,000 grant scheme for Inbound Tour operators and Destination Management Companies (DMCs). The Fund is open to eligible DMCs and inbound tour operators to enable them to develop and market tourism to Britain, and encourage international tour operators to add Britain to their programme in 2022, supporting the sector's recovery from the pandemic. Applications close on 13 January.

    Brexit & Immigration

     

    Seasonal Worker Visa Route Extended

    The Government has announced that the Seasonal Worker visa route has been extended until end of 2024. The route enables workers from different countries to come to the UK for up to six months to work in the horticulture sector.

    Changes to Customs Controls

    Full customs controls have some into effect from 1 January this year. HMRC has advised that all businesses prepare for the customs changes, which are set out in full here.

    Parliamentary & Other Government News

     

    Also this fortnight:

    • The DWP has reported that just over half of creative job placements under the Government's £2bn Kickstart scheme have been filled (as of 25 November 2021).

    • The Home Office has published the Government's response to the Protect Duty consultation, which closed in July 2021. The majority of respondents agreed that those responsible for publicly accessible locations should take "appropriate and proportionate measures" to protect the public from attacks at these locations, and participants generally agreed that smaller and micro-organisations should not be within the scope of the Duty.

    • Last week, MPs in the House of Lords approved the second reading of the Public Service Pensions and Judicial Offices Bill.

    • The four protesters on trial for criminal damage after participating in toppling the statue of Edward Colston in Bristol have been found not guilty by an 11 to one majority decision from the jury on the case.

     

    Funding

     

    Funding currently available for the sector includes:

    Expressions of Interest for academics are open until 26 January 2022 for the Collaborate fund from the Centre for Cultural Value, for the opportunity to work collaboratively with one of 10 cultural sector research projects. 

    DEFRA has announced that the application period is now open for The Facilitation Fund 2022. This funding is intended to help groups of farmers, foresters and land managers improve the natural environment. All applications should be submitted before 2 February 2022.

    Arts Council England has announced that applications to join its list of National Portfolio organisations will open on Monday 22 February, with an application deadline of Tuesday 26 April 2022.

    The Social Investment business, a partner of the Architectural Heritage Fund [Alliance member] have launched a Recovery Loan Fund to help organisations impacted by Covid-19 to survive, recover and grow. The Fund has been made to make the Government's Recovery Loan Scheme more easily accessible to charities and social enterprises. The application deadline is now 20 May 2022.

    DLUHC has announced that £624 million of loan funding will now be made available for house builders, including SMEs, to support the creation of thousands of new homes.

    Land owners, land managers and public bodies can apply to the England Woodland Creation Offer (EWCO) for support to create new woodland, including through natural colonisation, on areas as small as 1 hectare.

    Cold Weather Risk Management Guidance

    Ecclesiastical Insurance Group [Alliance Corporate Partner] has issued two new pieces of risk management guidance to help prevent property damage and/or injury during the winter months. This includes more general Cold weather advice (including guidance around 'slips and trips', burst pipes and temporary heaters, and more specific Cold weather advice for churches.

     

    Charities Receive £1000 to Support their Work

    Congratulations to all the charities that won £1000 through the 12 Days of Giving campaign from Ecclesiastical Insurance Group. A full list of the winners across all 12 days can be found on the Ecclesiastical website.

     

    National Lottery Open Week (19 - 27 March 2022)

    A reminder that the National Lottery is calling for organisations that they support to register their interest in participating in National Lottery Open Week from Saturday 19 – Sunday 27 March 2022.

    During this week, National Lottery players are invited to visit heritage sites and use their lottery tickets to access a special offer registered by organisations and advertised through the National Lottery listings page. Last year’s Open Week attracted almost 25,000 national lottery players to 650 sites across the UK.

    Organisations are invited to get involved, and also to join in with the Lottery's annual #ThanksToYou Campaign across social media.​

     

    Ensuring Fair & Equal Access to Heritage Lottery Funding

    The National Lottery Heritage Fund [Alliance member] is commissioning independent research to find out what it can do to provide more equitable access and better support. They are encouraging a wide variety of people to contribute to this research and to share their thoughts and experiences. Details on how to take part can be found here, and the deadline to register is 28 January.

     

    Revealing the Hidden History of Women's Football

    In further news from the Heritage Fund, they have just announced that £500,000 of National Lottery funding will go towards a new project that will reveal the hidden history and voices of women’s football.

    The ‘UEFA Women's EURO 2022 ­­– Women's Football Heritage’ project is being led by Rotherham Council and Milton Keynes Council in partnership with the Football Association (FA).

     

    Art Fund Museum of the Year - Applications Open

    Applications for the Art Fund Museum of the Year​ are now open - with a closing date of 8 February. 

    This year, they are seeking applications from organisations whose achievements "tell the story of the creativity, ingenuity and resilience of the sector – with practice that can be sustained for audiences of today and tomorrow at the forefront of our minds". The winner receives a prize of £100,000, and shortlisted organisations receive £15,000 each.

     

    Double Your Charity Donations Towards Improving the Environment

    Applications for the Big Give’s match funding campaign, Green Match Fund 2022 are open from now until 25 February. The Green Match Fund is a week-long match funding campaign that will launch on World Earth Day 2022, Friday 22nd April.

    Up to £10,000 of match funding is available per charity. Match funding is being provided by The Big Give’s Champions which, last year, include The Reed Foundation, Garfield Weston Foundation and a number of other philanthropists and funders. The Big Give also offers a free suite of resources, training and guidance for all participating charities. 

    Applications for the campaign are now open until midnight on 25 February.

     

    Putting Europe’s Shared Heritage at the Heart of the European Green Deal

    The European Cultural Heritage Green Paper “Putting Europe’s shared heritage at the heart of the European Green Deal”, published in English in March 2021, is now available to reach in French and Spanish.

    This paper has been produced by Europa Nostra in collaboration with ICOMOS and the Climate Heritage Network, with the input of other members of the European Heritage Alliance.

    Call for Papers: Children & Heritage

    TORCH (The Oxford Centre in the Humanities) [Alliance member] is convening a one-day colloquium, between the Centre for the History of Childhood with the National Trust Partnership at the University, which will take place on 1 July.

    They are welcoming papers that consider the theme of ‘Children and Heritage’ from a wide variety of perspectives. Abstracts and a brief bio should be sent in by 12pm on 28 February.

     

    Letter to a Young Archaeologist

    The CBA (Council for British Archaeology) [Alliance member] is publishing a new series of 'Letters to a Young Archaeologist' - written by professional archaeologists, aimed at helping young people participate in the field by offering their advice and life experiences.

    The series is available to read on the CBA website.

     

    NT Director Received Death Threats Over "Culture War"

    Hilary McGrady, Director General of the National Trust [Alliance member] has said that she received anonymous death threats after the announcement from the Trust that the team would be working to learn more about the history of its properties and their connections between colonialism and slavery.

     

    National Trust Calls for Further Climate Action

    Hilary McGrady also appeared on Sky News on 3 January to emphasise the point they made in a letter to the Prime Minister, that investing in the UK's peatlands should be a priority. This forms part of an effort from conservation charities more broadly, with calls for the Prime Minister to drive further action on the climate and nature crisis in 2022.

    An earlier Sky News article also sets out points from the Trust's head of nature and conservation, Ben McCarthy, on the need to mitigate the impact of changing weather patterns on the UK's landscapes, coastlines and wildlife.

     

    Culture Healing Communities Receives Support for its Work

    ​Culture Healing Communities CIC [Alliance member] has announced that The Tudor Trust has offered the organisation a grant for the next two years to support their work with ethnic minorities in the North East, Heritage, Culture and Identity.

    The organisation is based in Durham and actively uses heritage to tackle social exclusion, mental health issues, isolation, loneliness, discrimination, racism, poverty, diversity or disability and help people feel proud about their heritage, art, culture and identity, through stories, oral memories, objects, buildings and traditions.

     

    Society of Antiquaries Appoints New General Secretary

    The Society of Antiquaries of London has announced the appointment of Andrew MacDonald as its new General Secretary in succession to John Lewis FSA, who retires at the end of April.

    Andrew joins the Society from the Museum of the Home where he has been Director of Strategy and Finance since 2018. He has previously held senior roles at the Dulwich Picture Gallery and the Art Fund, following an earlier successful career in television.

     

    CCT CEO Announces Move to The Charterhouse

    It has been announced that Peter Aiers, Chair of the CCT [and a trustee on The Heritage Alliance Board] will be moving on to become the new Master and CEO of The Charterhouse.

     

    AHF Appoints New Trustees

    The AHF [Alliance member] has announced that Esther Robinson Wild and Audrey Carlin have been appointed to join their Board of trustees.

     

    Rare Camellias Discovered at Wentworth Woodhouse

    Some of the world's rarest camellias have been discovered at Wentworth Woodhouse [Alliance member] in Yorkshire.

    New Discovery on the HS2 Line

    A vast Roman settlement has been discovered by the MOLA [Alliance member] team of archaeologists working on the route of the HS2 high-speed railway. The site, known as Blackgrounds after the black soil found there, is near the villages of Edgcote and Chipping Warden in Northamptonshire.

     

    SPAB Heritage Awards

    The Society for the Protection of Ancient Buildings (SPAB) [Alliance member]has announced the newly-launched SPAB Heritage Awards, which have been set up to champion built heritage from across the UK and Ireland. Three new awards – Best Loved Building, Sustainable Heritage and Building Craftsperson of the Year – will join the SPAB’s established awards, the Philip Webb and the John Betjeman Awards.

     

    Sussex Endangered Crafts Fund Grants

    The Sussex Heritage Trust [Alliance member] has a programme of funding and bursary opportunities for people in Sussex in partnership with the Heritage Crafts Association and the Weald and Downland Living Museum [Alliance member]. Sussex Endangered Crafts Fund Grants of up to £2,000 are available to help craftspeople in Sussex working in endangered crafts.

    The deadline for applications is 22 February and funding is available throughout the year.

     

    GEM Case Studies #28 on Young People

    GEM [Alliance member] has published Issue 28 of its twice-yearly Case Studies publication - this time focus on young people. Case Studies allows those working in heritage education to share examples of good practice and challenges so that others may benefit from the lessons learned.

     

    Archaeology on TV

    In recent weeks, the work of many of our members has been highlighted through new television programmes showing archaeological work happening across the UK. These include Mammoth Graveyard - a new  David Attenborough documentary filmed on site with DigVentures [Alliance member], Digging for Britain on BBC2 and The Great British Dig on Channel 4, which feature work from Alliance members including MOLA.

    A Future for Your Church: Becoming Sustainable

    Heritage Trust Network [Alliance member] and Historic Churches Scotland host the fourth event in this series for any group contemplating the future of their church building.

    At this online talk on 3 February, attendees will hear a case study from Dinah McDonald, trustee of Historic Kilmun, who will talk about their journey to taking ownership, building repairs, fundraising and the current focus of becoming sustainable.

     

    Prince Albert, Architect?​

    Many buildings are said to have been ‘designed’ by Prince Albert, from Osborne House and Whippingham church on the Isle of Wight to Balmoral Castle and the royal dairy at Frogmore.

    This online lecture from The Victorian Society [Alliance member] on 9 February will ask how much input the Prince had into these buildings and their decoration and will discuss in particular a much less well-known building that is arguably his masterpiece.

     

    Intertwined Histories Panel Session: International

    The Society of Antiquaries [Alliance member] will be hosting a panel session on 25 February, following on from a session in June discussing intertwined histories from a panel of experts from around the world. 

    This session will focus on an international perspective, discussing the histories of slavery, colonialism, community and representation internationally. The details will be shared here.

     

    Wentworth Woodhouse Preservation Trust, 2022 Lecture Series

    Those interested in learning more about the history and future plans of Wentworth Woodhouse [Alliance member] can join their 2022 Lecture Series, where a group of experts will delve into the chequered past and exciting future of one of the largest houses in Europe.
