      10 Ways to Improve Your Pre-Visit Access Information

      We have been working with VocalEyes [Alliance member] to share their important guidance on ten ways to encourage deaf, disabled and neurodivergent visitors to your heritage site across our social media channels.

      This guidance was developed for the National Lottery Heritage Fund’s Heritage Access 2022 programme by VocalEyes, Stage Text, Centre for Accessible Environments and Autism in Museums. It would be beneficial for individuals and organisations in the sector to share this useful resource.

      Our New Home!

      We are delighted to have moved into our new office space, which sits over the church of St Martin within Ludgate. This building was reconstructed by Sir Christopher Wren between 1677 and 1684, after the previous medieval church was destroyed by the Great Fire. It sustained the least damage of all City churches during World War II and with its tall, leaded spire stands in deliberate contrast to the massive, rounded dome of St Paul’s Cathedral.

      Barker Langham Roundtable

      This month’s special roundtable for Alliance Members explored the challenges and opportunities of engaging with audiences across the heritage, museum and cultural sector. Led by Freya el Baz, Head of Audiences and Learning at Barker Langham [Alliance member], this was an opportunity for our members to unpack challenges, share hopes and air frustrations on this sector-wide issue.

      Policy Updates

      • We are continuing to collate evidence on how the current cost of living and the energy crisis are impacting heritage organisations. Many thanks to those of you who have been in touch already with your data and anecdotal information, it is invaluable.
      • We ask that you please send us your evidence – whether your organisation is a member of the Alliance or not – so that we can make a nuanced, informed case to DCMS for further support for the sector. Please get in touch by emailing our Head of Policy & Communications Polly: policy@theheritagealliance.org.uk.
      • We are also beginning to draw together guidance and details of support from Government on how organisations can benefit from measures to reduce their energy bills. For an initial picture, please read our ‘Cost of Living’ section below.
      • The team is in the process of writing to newly appointed Government Ministers working in key areas for heritage. Further junior appointments have recently been made - see a list of the latest below under Government News.

      The upcoming all-day conference from Heritage Digital Academy - Heritage Digital Academy LIVE: Building Digital Sustainability – will be taking place on 18 October, online (9am – 6pm). This conference will help heritage professionals gain the digital knowledge and skills needed to build more resilient organisations. During sessions throughout the day, you’ll hear from digital experts, be inspired by your peers and connect with others on the digital journey.

      Heritage Digital is a Heritage Alliance partnership project funded by DCMS through the Heritage Fund’s Digital Skills for Heritage initiative.

       

      #HeritageChat Week – Learning Legacies for Young People & Educators

      #HeritageChat will run all next week from Monday 26 – Friday 30 September on Twitter.

      This is the first week-long chat run by the Historic Environment Forum (HEF) team under the usual handle @HeritageChat. They’ll be posting a series of engaging questions under the topic ‘Learning Legacies for Young People & Educators’ each day and you can share your thoughts to the questions at any time during the week using the hashtag #HeritageChat.

      September’s chat will be co-facilitated by Oxford Archaeology, who have recently launched The Archaeology Legacy Project with National Highways. All are welcome to join in and we especially encourage those with an interest in heritage education to take part.       Emergency Mini Budget

       

      Government has announced that the Chancellor will present a mini-budget tomorrow, 23 September. In the emergency statement, the Government is expected to confirm plans to reverse the recent rise in national insurance and the planned rise in corporation tax. The Chancellor’s team has also spoken to business groups about changes to business rates and cuts to VAT to help with the energy crisis, as well as a longer-term review of these taxes.

      We'll be covering the key details in this post on our website once the announcements have been made.

      Th Chancellor has announced today that the 1.25 percentage point rise in National Insurance will be reversed from 6 November, and the Health and Social Care Levy will be cancelled through The Health and Social Care Levy (Repeal) Bill, which has been introduced into the House today. As part of the cancellation of the Levy, The Chancellor is also set to confirm that the increases to dividend tax rates (introduced in April 2022) will be scrapped from April 2023 in his Growth Plan tomorrow.

      Ministerial Appointments – by department

       

      Following the Cabinet appointments made after Liz Truss MP took over as Prime Minister, further ministerial appointments have been made. Here’s a breakdown of those in departments most pertinent to our heritage advocacy work with Government. Where portfolios have been announced, we have put these in brackets.

      Department for Culture, Media & Sport (DCMS)

      It has been announced that Nigel Huddleston MP will leave DMCS and become a Government Whip. Stuart Andrew MP and Lord Kamall have both been appointed Parliamentary Under Secretaries of State at the Department for DCMS. We also know that Julia Lopez MP and Damian Collins MP have both been reappointed as Minister of State and Parliamentary Under Secretary of State DCMS respectively.

      Until details of their portfolios are announced, we will not know who has replaced Nigel as Minster for Heritage. Once the announcements are made, we will be writing to welcome our new Minister and their colleagues.

      Department for Environment, Food & Rural Affairs (DEFRA)

      • Trudy Harrison MP has been appointed Parliamentary Under Secretary of State
      • Lord Benyon remains Parliamentary Under Secretary of State (Minister for Rural Affairs, access to nature and Biosecurity)

      Department for Levelling Up, Housing & Communities (DLUHC)

      • Baroness Scott of Bybrook has been appointed Parliamentary Under Secretary of State (responsibilities include integration, communities and faith, planning casework and COVID-19 inquiry)
      • Dehenna Davison MP has been appointed Parliamentary Under Secretary of State (responsible for Local growth funding delivery - UK Shared Prosperity Fund (UKSPF), Levelling Up Fund (LUF), Community Ownership Fund (COF), etc.)
      • Lee Rowley MP has been appointed Parliamentary Under Secretary of State (Overarching responsibility for housing strategy, including supply and home ownership)

      Cost of Living

       

      Energy Price Guarantee

      On 8 September, the Government announced the Energy Price Guarantee, which will limit the price suppliers can charge domestic customers for units of gas. Government estimates this will save the average household £1,000 a year based on current energy prices from October.

      Energy Bill Relief Scheme

      The Energy Bill Relief Scheme is a new six-month scheme through which the Government aims to provide a discount on wholesale gas and electricity prices for all non-domestic customers (including all UK businesses, the voluntary sector and the public sector).

      The discount will apply to fixed contracts agreed on or after 1 April 2022, as well as to deemed, variable and flexible tariffs and contracts. It will apply to energy usage from 1 October 2022 to 31 March 2023, running for an initial 6-month period for all non-domestic energy users. The savings will be first seen in October bills, which are typically received in November.

      Organisations do not need to take action or apply to the scheme to access the support. Support (in the form of a p/kWh discount) will automatically be applied to bills. The Government has set a Supported Wholesale Price – expected to be £211 per MWh for electricity and £75 per MWh for gas – less than half the wholesale prices anticipated this winter. 

      We are in conversations with DCMS about the need for support for businesses’ energy bills beyond this initial six-month period.

       'Warm Banks'

      Ahead of Liz Truss’ appointment as Prime Minister, it was reported that some councils in England are making plans to open public spaces, including community centres, churches, libraries and museums, as ‘warm banks’ or ‘warm spaces’ for people to use if they cannot afford to hear their homes.

      In response, professionals from the sector said that museums would struggle to provide ‘warm banks’ to people without sustainable funding - with the cost of living crisis at risk of being “a bigger blow to the sector than the pandemic”.

      Improving Energy Efficiency

      60 organisations, including Alliance members CPRE, the National Trust and RIBA have joined together to highlight the importance of improving energy efficiency to reduce bills, improve energy security and boost growth ahead of the Government’s upcoming fiscal event tomorrow.

      A new study by Cambridge Econometrics, commissioned by Greenpeace (one of the 60 aforementioned organisations), has revealed that energy-efficient green home upgrades, such as improved insulation and installing heat pumps, could boost the UK economy by £7bn a year. The researchers emphasised that uptake of these energy-saving measures will depend heavily on government policy.

      Know Your Neighbourhood Fund: Invitation for Intermediary Grant Makers

      In line with missions to improve pride in place and wellbeing in the Levelling Up White Paper, the Government has announced that up to £14 million will be made available through the Know Your Neighbourhood (KYN) Fund for activities enabling volunteering and tackling loneliness in targeted high deprivation local authority areas in England.

      Applications are open to nonprofit grant making organisations. The deadline for applications is now 4 October 2022.

       

      Uniformed Youth New Groups Fund Grant Competition

      DCMS is providing £1.5 million of grant funding for Uniformed Youth Organisations to establish new groups/units in deprived areas in England, currently underserved by uniformed youth organisations,  through the Youth New Groups Fund Grant Competition.

      Organisations eligible are those who are a recognised body within the Youth United Network and this grant will provide resource funding only, to be utilised in the Financial Year 2022/23. The deadline for applications is 2 October 2022.

      Planning

       

      Changing Places Toilet Programme Round 2

      DCMS is providing £1.5 million of grant funding for Uniformed Youth Organisations to establish new groups/units in deprived areas in England, currently underserved by uniformed youth organisations,  through the Youth New Groups Fund Grant Competition.

      Organisations eligible are those who are a recognised body within the Youth United Network and this grant will provide resource funding only, to be utilised in the Financial Year 2022/23. The deadline for applications is 2 October 2022.

      Parliamentary & Other Government News

       

      It is coming up to conference season, where political parties meet for a series of events and key speeches open to attendance by party members, the press and lobbying organisations.

      We know that some heritage sector organisations will be hosting events at one or both of the conferences this year. We hope that your events are a success, and thank you for raising the profile of the heritage sector. Following the emergency statement tomorrow in the Commons, the Houses of Parliament will be on recess until 11 October.

      • The Conservative Party Conference is scheduled to take place in Birmingham between 2 and 5 October.

      • The Labour Party Conference is set to take place in Liverpool between 25 and 28 September.

      • The Liberal Democrats Party Conference was cancelled, as it fell in the period of National Mourning following the death of The Queen.

      Sector Pays Tribute to Queen Elizabeth II

      Organisations across the sector shared tributes to The Queen, including the many organisations in receipt of Her Majesty’s royal patronage. Some of these tributes were covered in this article from Museums Association.

      Historic Royal Palaces [Alliance member] closed its six sites to visitors on 9 September to mark her passing, and the Tower of London had a ceremonial role during the National Mourning Period.

       

      ALVA Forecasting & Insights Research

      New research commissioned by ALVA [Alliance Member] has been published on the Outlook for Domestic and Inbound Tourism in 2023. The report, outlining predictions for tourism next year, includes details on the consequences of the cost of living crisis.

       

      UNESCO Guidance & Toolkit for Impact Assessments in a World Heritage Context

      Historic England have developed a new briefing note, outlining the new UNESCO [Alliance member] guidance and toolkit for Impact Assessments in a World Heritage Context.

       

      Radiocarbon Daring & Chronological Modelling - Guidance

      Historic England has published new guidance on how to employ radiocarbon dating and chronological modelling. A free PDF of the guidance is available, or the guidance can be purchased in paperback.

       

      Museum Journal – Climate Justice Special

      Museums Association has published a Climate Justice special issue of Museum Journal, which sets out their call to the museum sector “to take bold action at this time of crisis” through their Museums for Climate Justice campaign.

      The ‘in practice’ section includes articles covering practical steps organisations can take, including accessible steps organisations can take towards a more environmentally sustainable way of working, virtual couriering, sustainable retail.

       

      ACE Plans to Reduce Emissions by 25%

      Arts Council England has outlined plans to reduce their organisational office energy use and business travel emissions by 25% by 2024, compared to 2019/20. Their updated Environmental Responsibility Action Plan 2022-24 details its goal of establishing a clearly defined pathway to net zero emissions by 2024, in line with the UK’s long-term Net Zero Strategy.

       

      V&A Likely to Return Asante Objects to Ghana

      It has been reported that the V&A is likely to return Asante gold regalia in its collections to Ghana, following a recent visit there by its Director Tristram Hunt. These objects, which entered the collection following the looting of Kumasi in 1874, would be offered on long-term loan to enable the artefacts to be displayed in Ghana through a new form of partnership with the V&A. Hunt has also expressed a desire for restrictions incorporated in the 1983 National Heritage Act to be loosened and a debate over deaccessioning to take place.

      Correction: Nymans Garden in the Ruins

      Please note that we made an error when we covered the story of the newly opened ‘Garden in the Ruins’ at Nymans - a renowned National Trust [Alliance member] garden in West Sussex. The new ‘Garden in the Ruins’ has been created within the remains of the Great Hall, which was lost in a catastrophic fire in 1947 and has been inaccessible since. The plant choices celebrate the horticultural legacy of the Messel family and their head gardeners.

       

      National Trust Sees Membership Rise Following Pandemic

      In their 2021/2022 Annual Report, the National Trust [Alliance member] revealed that membership rose to 5.7 million last year, after falling to 5.4 million the previous year. The Trust also welcomed around 20 million visitors to its paying venues, which was up from 13 million the previous year. However, this remains lower than figures from before the start of the pandemic, which the Trust says reflects ongoing caution from people about sharing public spaces.

       

      Archaeological Achievement Awards

      The Council for British Archaeology [Alliance member] has announced that nominations are open for its Archaeological Achievement Awards – closing on 30 September. A new category has been introduced this year – the Engagement and Participation Award – which focuses on broadening participation in archaeology (including virtual and on the ground projects) and applies to a single event or a series of activities. The full details of this year’s criteria and themes are on the CBA website.

       

      AIM – Cost of Living Survey

      AIM [Alliance member] are keen to assess how museums have fared over the summer holiday period and the impact the current cost of living crisis is having on the sector. They are asking organisations to complete this survey, from which they will gather insights to provide governments and funding bodies with robust and specific information about the impact of rising costs (on organisations and visitors), and the level of need. The deadline for responses is 25 September.

       

      CIfA – Inequalities in Archaeology Research

      CIfA [Alliance member] are conducting an inequalities research project and have launched a survey to gather thoughts from the sector on the causes of the inequalities that exist in the archaeological sector workforce. The survey will close at midday on 3 October and all participants will be placed in a draw to win one of three £20 high street vouchers.

       

      New Mentoring Programme – open to all

      Wessex Archaeology, Museum of London Archaeology (MoLA) [Alliance members] and York Archaeology have joined forces to offer an 8-part online mentoring scheme starting in October 2022. This three-month, intensive digital programme is open to anyone involved in archaeology or heritage (professional, volunteer or student) who wants to work with new audiences but isn’t sure where to start. Further details are here, and applications close at midnight on 2 October.

       

      Painting Our Past Exhibition

      The Africa Centre has opened its latest exhibition Painting Our Past - an English Heritage [Alliance member] commissioned series of portraits depicting 6 historic figures from the African diaspora whose stories have contributed to history. The exhibition is open until 28 October.

       

      New Transforming Places Grants

      The Architectural Heritage Fund (AHF) [Alliance member] have announced new grants as part of their DCMS-funded Transforming Places through heritage programme in England. With this latest funding, the AHF has awarded its 300th grant through the programme.

       

      Towards a Better Balance between Heritage & Growth

      This week, the Historic Towns & Villages Forum [Alliance member] have launched a new report, funded by Historic England: Towards a Better Balance between Heritage and Growth. The report addresses widespread public concern that many historic places are being damaged by unsustainable development, exploring 12 case study towns and cities in England. The views of civic societies, local planning authority officers and councillors are brought together to make recommendations about best practice. 

       

      New Tourism Alliance Director Announced

      The Tourism Alliance [Alliance member] has announced that Richard Toomer has been appointed as its new Director. Richard is currently Head of External Affairs at Royal Aeronautical Society and prior to that was Head of Communications and External Communications at British Airline Pilots Assn (BALPA) and a Parliamentary Researcher. He will take over the role from Kurt Janson on 31 October. Kurt has been a great advocate for the sector and received an OBE for services to the tourism industry in the Queen’s Birthday Honours this year.

       

      New Chair Appointed for National Churches Trust

      The National Churches Trust [Alliance member] has announced that Sir Philip Rutnam has been appointed as their new Chair. Sir Philip Rutnam, who served as Permanent Secretary at the Department for Transport from 2012 to 2017 and at the Home Office from 2017 until 2020, is succeeding Luke March, who has served as Chairman of the organisation since 2012.

      HOW TO: Understand the Role of Archaeology Services

      AHI Conference 2021

      AHI (Association for Heritage Interpretation) [Alliance member] will be hosting the AHI Conference 2021 across the three days (12 - 14 October), with speakers and keynotes from the sector, a choice of three site visits on Thursday 13 October, an AHI Open Space session, and plenty of time to network and socialise in the evenings. This year’s theme is connection - in an age of change, how can heritage interpretation adapt, embrace and connect?
