Updates from The Heritage Alliance10 Ways to Improve Your Pre-Visit Access InformationWe have been working with VocalEyes [Alliance member] to share their important guidance on ten ways to encourage deaf, disabled and neurodivergent visitors to your heritage site across our social media channels. This guidance was developed for the National Lottery Heritage Fund’s Heritage Access 2022 programme by VocalEyes, Stage Text, Centre for Accessible Environments and Autism in Museums. It would be beneficial for individuals and organisations in the sector to share this useful resource. Our New Home!We are delighted to have moved into our new office space, which sits over the church of St Martin within Ludgate. This building was reconstructed by Sir Christopher Wren between 1677 and 1684, after the previous medieval church was destroyed by the Great Fire. It sustained the least damage of all City churches during World War II and with its tall, leaded spire stands in deliberate contrast to the massive, rounded dome of St Paul’s Cathedral. During sessions throughout the day, you’ll hear from digital experts, be inspired by your peers and connect with others on the digital journey. Heritage Digital is a Heritage Alliance partnership project funded by DCMS through the Heritage Fund’s Digital Skills for Heritage initiative. #HeritageChat Week – Learning Legacies for Young People & Educators#HeritageChat will run all next week from Monday 26 – Friday 30 September on Twitter. This is the first week-long chat run by the Historic Environment Forum (HEF) team under the usual handle @HeritageChat. They’ll be posting a series of engaging questions under the topic ‘Learning Legacies for Young People & Educators’ each day and you can share your thoughts to the questions at any time during the week using the hashtag #HeritageChat. September’s chat will be co-facilitated by Oxford Archaeology, who have recently launched The Archaeology Legacy Project with National Highways. Emergency Mini BudgetGovernment has announced that the Chancellor will present a mini-budget tomorrow, 23 September. In the emergency statement, the Government is expected to confirm plans to reverse the recent rise in national insurance and the planned rise in corporation tax. The Chancellor’s team has also spoken to business groups about changes to business rates and cuts to VAT to help with the energy crisis, as well as a longer-term review of these taxes. We'll be covering the key details in this post on our website once the announcements have been made. Th Chancellor has announced today that the 1.25 percentage point rise in National Insurance will be reversed from 6 November, and the Health and Social Care Levy will be cancelled through The Health and Social Care Levy (Repeal) Bill, which has been introduced into the House today. As part of the cancellation of the Levy, The Chancellor is also set to confirm that the increases to dividend tax rates (introduced in April 2022) will be scrapped from April 2023 in his Growth Plan tomorrow. Ministerial Appointments – by departmentFollowing the Cabinet appointments made after Liz Truss MP took over as Prime Minister, further ministerial appointments have been made. Here’s a breakdown of those in departments most pertinent to our heritage advocacy work with Government. Where portfolios have been announced, we have put these in brackets. Department for Culture, Media & Sport (DCMS) It has been announced that Nigel Huddleston MP will leave DMCS and become a Government Whip. Stuart Andrew MP and Lord Kamall have both been appointed Parliamentary Under Secretaries of State at the Department for DCMS. We also know that Julia Lopez MP and Damian Collins MP have both been reappointed as Minister of State and Parliamentary Under Secretary of State DCMS respectively. Until details of their portfolios are announced, we will not know who has replaced Nigel as Minster for Heritage. Cost of LivingEnergy Price Guarantee On 8 September, the Government announced the Energy Price Guarantee, which will limit the price suppliers can charge domestic customers for units of gas. Government estimates this will save the average household £1,000 a year based on current energy prices from October. Energy Bill Relief Scheme The Energy Bill Relief Scheme is a new six-month scheme through which the Government aims to provide a discount on wholesale gas and electricity prices for all non-domestic customers (including all UK businesses, the voluntary sector and the public sector). The discount will apply to fixed contracts agreed on or after 1 April 2022, as well as to deemed, variable and flexible tariffs and contracts. It will apply to energy usage from 1 October 2022 to 31 March 2023, running for an initial 6-month period for all non-domestic energy users. The savings will be first seen in October bills, which are typically received in November. Organisations do not need to take action or apply to the scheme to access the support. Support (in the form of a p/kWh discount) will automatically be applied to bills. The Government has set a Supported Wholesale Price – expected to be £211 per MWh for electricity and £75 per MWh for gas – less than half the wholesale prices anticipated this winter. We are in conversations with DCMS about the need for support for businesses’ energy bills beyond this initial six-month period. 'Warm Banks' Ahead of Liz Truss’ appointment as Prime Minister, it was reported that some councils in England are making plans to open public spaces, including community centres, churches, libraries and museums, as ‘warm banks’ or ‘warm spaces’ for people to use if they cannot afford to hear their homes. In response, professionals from the sector said that museums would struggle to provide ‘warm banks’ to people without sustainable funding - with the cost of living crisis at risk of being “a bigger blow to the sector than the pandemic”. Improving Energy Efficiency 60 organisations, including Alliance members CPRE, the National Trust and RIBA have joined together to highlight the importance of improving energy efficiency to reduce bills, improve energy security and boost growth ahead of the Government’s upcoming fiscal event tomorrow. A new study by Cambridge Econometrics, commissioned by Greenpeace (one of the 60 aforementioned organisations), has revealed that energy-efficient green home upgrades, such as improved insulation and installing heat pumps, could boost the UK economy by £7bn a year. The researchers emphasised that uptake of these energy-saving measures will depend heavily on government policy. DCMS & CultureKnow Your Neighbourhood Fund: Invitation for Intermediary Grant MakersIn line with missions to improve pride in place and wellbeing in the Levelling Up White Paper, the Government has announced that up to £14 million will be made available through the Know Your Neighbourhood (KYN) Fund for activities enabling volunteering and tackling loneliness in targeted high deprivation local authority areas in England. Applications are open to nonprofit grant making organisations. The deadline for applications is now 4 October 2022. Uniformed Youth New Groups Fund Grant CompetitionDCMS is providing £1.5 million of grant funding for Uniformed Youth Organisations to establish new groups/units in deprived areas in England, currently underserved by uniformed youth organisations, through the Youth New Groups Fund Grant Competition. Organisations eligible are those who are a recognised body within the Youth United Network and this grant will provide resource funding only, to be utilised in the Financial Year 2022/23. The deadline for applications is 2 October 2022. PlanningChanging Places Toilet Programme Round 2DCMS is providing £1.5 million of grant funding for Uniformed Youth Organisations to establish new groups/units in deprived areas in England, currently underserved by uniformed youth organisations, through the Youth New Groups Fund Grant Competition. Parliamentary & Other Government NewsIt is coming up to conference season, where political parties meet for a series of events and key speeches open to attendance by party members, the press and lobbying organisations. We know that some heritage sector organisations will be hosting events at one or both of the conferences this year. We hope that your events are a success, and thank you for raising the profile of the heritage sector. Following the emergency statement tomorrow in the Commons, the Houses of Parliament will be on recess until 11 October.

Sector Pays Tribute to Queen Elizabeth IIOrganisations across the sector shared tributes to The Queen, including the many organisations in receipt of Her Majesty’s royal patronage. Historic Royal Palaces [Alliance member] closed its six sites to visitors on 9 September to mark her passing, and the Tower of London had a ceremonial role during the National Mourning Period. ALVA Forecasting & Insights ResearchNew research commissioned by ALVA [Alliance Member] has been published on the Outlook for Domestic and Inbound Tourism in 2023. The report, outlining predictions for tourism next year, includes details on the consequences of the cost of living crisis. UNESCO Guidance & Toolkit for Impact Assessments in a World Heritage ContextHistoric England have developed a new briefing note, outlining the new UNESCO [Alliance member] guidance and toolkit for Impact Assessments in a World Heritage Context. Radiocarbon Daring & Chronological Modelling - GuidanceHistoric England has published new guidance on how to employ radiocarbon dating and chronological modelling. A free PDF of the guidance is available, or the guidance can be purchased in paperback. Museum Journal – Climate Justice SpecialMuseums Association has published a Climate Justice special issue of Museum Journal, which sets out their call to the museum sector “to take bold action at this time of crisis” through their Museums for Climate Justice campaign. The ‘in practice’ section includes articles covering practical steps organisations can take, including accessible steps organisations can take towards a more environmentally sustainable way of working, virtual couriering, sustainable retail. ACE Plans to Reduce Emissions by 25%Arts Council England has outlined plans to reduce their organisational office energy use and business travel emissions by 25% by 2024, compared to 2019/20. Their updated Environmental Responsibility Action Plan 2022-24 details its goal of establishing a clearly defined pathway to net zero emissions by 2024, in line with the UK’s long-term Net Zero Strategy. V&A Likely to Return Asante Objects to GhanaIt has been reported that the V&A is likely to return Asante gold regalia in its collections to Ghana, following a recent visit there by its Director Tristram Hunt. These objects, which entered the collection following the looting of Kumasi in 1874, would be offered on long-term loan to enable the artefacts to be displayed in Ghana through a new form of partnership with the V&A. Hunt has also expressed a desire for restrictions incorporated in the 1983 National Heritage Act to be loosened and a debate over deaccessioning to take place.
