Marlborough Roads Recovery Update

This Weeks Summary

 
 

Daytime construction closures are in place at multiple locations across Marlborough. Please refer to each area's section for further information.

Kenepuru: 

  • Te Mahia Road.
  • Kenepuru Road, prior to Portage Bay.
  • Torea Road
  • Titirangi Road

Tennyson Inlet:

  • Archers Road, 2km from the start of the road.

All work is subject to weather and other unforeseen circumstances. In the event of unsuitable conditions, work will be rescheduled to the next suitable workday.

In the French Pass, work continues on retaining wall and drainage improvements at two sites on Croisilles Road. On Croisilles-French Pass Road, approximately 2km past Okiwi Bay, the H-Pile wall construction is nearing completion. 

Work continues on a retaining wall on Archers Road in Tennyson Inlet under a construction closure. 

Construction closures are in place on Kenepuru Road, near  Portage Bay for a retaining wall and culvert installation. Crews will ensure vehicles do not get stuck between closure points during the midday openings. 

Work on Torea and Te Mahia Road continues under a construction closure. 

The Waitaria Bay gravel boat ramp is closed to all users until January 2026, while a new jetty is being constructed.

Minor works have recommenced on Titirangi Road under residents' access only. 

Crews are nearing completion of work approximately 2km from the start of Northbank Road. This site continues to be under stop/go traffic management, Monday to Saturday, 7am to 6pm. Outside of worktimes, the site is open to two lanes under 30km speed limit.

Please plan ahead and allow for delays in these areas.

New road closures

 
 

Please refer to each area's section for information on existing road closures on Kenepuru Road, Te Mahia Road, Torea Road,  Tititangi Road and Archers Road. 

During all planned road closures, emergency services will always be accommodated.

Kenepuru Road - between property numbers 955 and 2067

A construction closure incorporating several work sites will be in place from Monday 17 November until Friday 19 December 2025. Please note this closure allows multiple road improvements to be completed concurrently and safely.  

The closures will be in place on the below days/times:

Monday to Thursday from 8am to 12pm and 12.30pm to 5pm.
Friday from 8am to 12pm and 12.30pm to 3.30pm.

Access will be given to pre-arranged school traffic for school drop offs and pickups.

Please note that residents between the closure points will not be permitted through closure gates until the lunchtime opening. This is an important safety measure due to the multiple work sites in operation and truck deliveries between these sites throughout the day. During the midday opening crews will ensure traffic does not get stuck between closure points.

Work may be undertaken outside of these days and times, under stop/go traffic management with delays of up to 15 minutes.

Port Underwood Road - 1.5km past McCormicks Road

From Tuesday 18 November until Friday 5 December 2025, a construction closure will be in place on Port Underwood Road, approximately 1.5km past McCormicks Road, Whatamango Bay when travelling East. 

Work will be carried out, Monday to Friday, from 8am to 5pm, with openings on the hour. 

Work may be undertaken outside of these days and times, under stop/go traffic management with delays of up to 15 minutes.

French Pass

 
 

Work continues on Croisilles Road, at two sites approximately 1.6km before the Hope Drive/Wharf Road intersection. This week crews, are installing the first culvert and headwall, and finishing excavation for a Mechanically Stabilised Earth (MSE) wall, before commencing backfill.

On Croisilles-French Pass Road at approximately 2km past Okiwi Bay, crews have installed permanent anchors on the H-Pile wall, and will recommence work once test results for these anchors have been received.

Crews have disestablished from the site approximately 1.5km prior to the Elaine Bay turn-off. Road sealing will be completed next Thursday 20 November, weather dependent.

Crews are now carrying out minor works including channel repairs and culvert replacement from 2km past Okiwi Bay for 11km northwards.

All sites in the French Pass are currently under stop/go traffic management, with delays of up to 15 minutes at each site. 

 

 

MSE wall progress on Croisilles Road

 

 

Kenepuru

 
 

Work continues at several sites on Kenepuru Road between Linkwater and the Heads. 

At three adjacent sites approximately 3km before the Mahau Road turn-off crews have completed retaining wall construction and drainage improvements. This week pavement construction is underway and chip seal is scheduled for next week. 

These sites are under stop/go traffic management with up to 15-minute delays.

On Kenepuru Road, near Broughton Bay crews have completed a road retreat and are progressing a MSE wall construction. No closure is currently in place.

Work on Te Mahia Road continues under a construction closure from the start of the road. The closure has been extended until mid-December to allow for the construction of an additional 11 metre retaining wall. This week crews are also commencing the pavement preparation.

The closures are scheduled on weekdays at the following times:

  • Monday to Thursday from 8am to 12pm and 12.30pm to 5pm.
  • Friday from 8am to 12pm and 12.30pm to 3.30pm.

Work has commenced on Torea Road under a construction closure, to complete a road retreat, drainage improvements and a retaining wall. The construction closure is in place until Friday 19 December 2025:

  • Monday to Thursday from 8am to 12pm and 1pm to 5pm.
  • Friday from 8am to 12pm and 1pm to 3.30pm.

Beyond these closures times, please expect delays of up to 15 minutes as work continues under stop/go traffic management.

Construction on several retaining walls, drainage improvements, and pavement reinstatement has been completed on Kenepuru Road at Portage Heights. Crews have disestablished from this site.

On Kenepuru Road beyond the Heads, crews have commenced work in Mills Bay on retreat excavation and shoulder repairs. This site is under stop/go traffic management. Please expect delays of up to 15 minutes.

Works on Titirangi Road have recommenced under residents-access only,  until late November 2025. The closure is needed for drainage improvements, culvert installation and road reinstatement work.

The road will be closed to non-residents from 8am to 5pm, Monday to Friday.

Residents should expect delays of up to 15 minutes during the closure times.

Crews are working from the Northern end of the road, closest to Titirangi Beach back to Kenepuru Heads.

Work has commenced to replace the Waitaria Bay jetty. The existing gravel boat ramp is closed to all users until the end of January 2026.

On Thursday 4 December from 2pm to 4pm, a public drop-in session will be held at Portage Resort. This will be an opportunity for the community to discuss work in the Kenepuru with members of the Marlborough Roads Recovery Team.

Moetapu Bay Road

 
 

Work continues on Moetapu Bay Road approximately 4.5km from the start of the road. This week crews are undertaking road sealing. 

This site remains under stop/go traffic management with delays up to 15 minutes.

Northbank

 
 

All concrete for the dish channel has been safely delivered to site via helicopter. Work continues under stop/go traffic management from Monday to Saturday, 7am to 6pm, as crews complete culvert installations and reinstate the road.

Between 9am and 4pm, Monday to Saturday delays of up to 30-minutes may occur. 

Outside of worktimes, the site is open to two lanes under 30km speed limit. 

 

 

Port Underwood

 
 

Crews are continuing maintenance work on Port Underwood Road between Rarangi and Tumbledown Bay under stop/go traffic management.

Work continues on Archers Road, approximately 2km from the start of the road, for the construction of two road retreats and a retaining wall. This week crews are completing the installation of H-Piles.

Closures are in place until Friday 19 December, on the following days and times:

  • Monday to Thursday from 8am to 12pm and 12.30pm to 5pm.
  • Friday from 8am to 12pm and 12.30pm to 3.30pm.

There will be no construction closure in place on Friday 14 November. 

 

 

Kenepuru Road restrictions

 
 

Kenepuru Road is open to the public, with overweight and overlength vehicle restrictions in place. 

Reduced speed limit signage and temporary traffic lights are in place at Portage Heights and approximately 500m beyond Nikau Cove (when travelling from Portage). Both sites have a 30km temporary speed limit in place. Please expect minor delays and follow all traffic management signage.

Vehicle restrictions remain on Kenepuru Road from Linkwater to the Heads as follows:

Vehicle Restrictions

Vehicles up to 12.6m in length, and 6 tonne in weight can travel on Kenepuru Road and side roads.

To apply for a permit for an over dimension vehicle to travel on Kenepuru Road, email recovery@marlboroughroads.com or call 0800 213 213. 

There are the following hazards on this section of Kenepuru Road and its side roads including Moetapu Bay Road:

  • Slips
  • Drop outs
  • Single lane in places
  • Increased hazard during rain
  • Uneven surfaces and gravel sections

Other recovery roads

Please be aware that on all roads, works may be in progress and/or traffic management in place. Please expect delays and follow all signage and traffic management.

Heavy rain may lead to roads being closed at short notice. Regardless of the status of the road, please drive to the conditions.
