January 18, 2024Latest news on LFP Payment ModelDoctors of BC and BC Family Doctors continue to work with the Ministry of Health to improve, expand, and develop tools and support for the Longitudinal Family Physician (LFP) Payment Model. We continue to listen to your feedback, meeting regularly with the provincial government to address concerns. To submit questions or feedback, please email FP.Billing@doctorsofbc.ca. In this newsletter we are providing information on the following:
Deadline approaching for $6,500 PAS Panel Registry PaymentFamily physicians who provide longitudinal care to a panel of patients, regardless of which payment model you use, have until January 31, 2024 to submit patient panels and complete the PAS Panel Registry in order to claim for payment of $6,500. A reminder that physicians enrolled in the LFP Payment Model are required to submit patient panels and complete the PAS Panel Registry. This is a condition of enrollment in the payment model. The date noted in the LFP Payment Schedule was extended to January 31, 2024 to provide you with more time to do this work. Please e-mail FP.Billing@doctorsofbc.ca for assistance, whether you are just starting out or you are facing challenges. Detailed information, including how to log-in to the PAS Panel Registry, how to submit panel lists, and details about payment, can be found on the Doctors of BC website. LFP physicians and locums: Annual re-enrolmentAll physicians enrolled in the LFP Payment Model need to re-enrol each year to continue billing under this model.
You may also need to re-submit the CLFP Portal Code (14070) or Locum Portal Code (14071) depending on your practice settings and circumstances. More details on re-enrolment are available on the BC Family Doctors website. Contraception ServicesOn April 1, 2023, British Columbia became the first province in Canada to provide free universal coverage of many prescription contraceptives, including IUDs, contraceptive implants, and oral contraceptives. In support of this, there will be an upcoming change in the LFP Payment Schedule to enable more contraceptive care to patients not on your patient panel. After this change is made, contraceptive services will no longer have a 30% limit, similar to maternity services. You can expect to see an updated payment schedule in the next few weeks. Time Codes – Fixing Common ErrorsMSP/HIBC are seeing two common billing errors for time codes: billing with the incorrect ICD-9 code or the incorrect patient. To avoid rejections and improve your billing, please pay attention to the following: Use ICD-9 code L23 When billing Time Codes (98010, 98011, 98012) and Locum Time Codes (98040, 98041, 98042), you must use ICD-9 code L23. This ICD-9 code requirement will be enforced in MSP Teleplan as of Feb 19, 2024. After this time, Time Codes and Locum Time Codes with other ICD-9 codes will be rejected. These rejected claims will appear on your daily rejection report with explanatory code “BI - Fee item and diagnosis do not correspond.” You will need to resubmit these claims with the correct ICD-9 code L23 to receive payment. Use the right patient Time Codes (98010, 98011, 98012) and Locum Time Codes (98040, 98041, 98042) are submitted using the personal health number (PHN) and demographic information of the first patient or last patient of the day. The patient must have been provided care that is billed via the LFP Payment Model. When only clinical administration is done on a particular day, use the information of the last patient for whom you provided direct patient care or indirect patient care. Please submit all of your time codes for the day under a single patient. Where to get more informationDetailed information about billing for time codes is available in Section 17 of the LFP Payment Schedule as well as the BC Family Doctors’ Simplified LFP Guide and Billing Question Library.
