Penlink newsletter for July 2021

Kia ora koutou,

The Government’s decision on the full delivery of Penlink in early June supports the ongoing development of the new transport connection to provide greater capacity and resilience for travel to and from the Whangaparaoa Peninsula.

Penlink is a vital connection for north Auckland, supporting planned growth in Silverdale, Dairy Flat and the Hibiscus Coast in the decades to come. The two-lane transport corridor will also be one of the important first steps to providing people in north Auckland with real choice in the way they travel and help improve climate outcomes by providing for public transport capacity and for people to travel on foot or by bike.

Penlink supports a more co-ordinated transport network in north Auckland along with more transport initiatives to come.

In the past few months, Waka Kotahi has been developing design principles and requirements for Penlink.

Penlink has a complex and authentic landscape and needs a careful approach to design.

Penlink will be located in a unique landscape with a wide range of highly valued flora and fauna. We have been developing the Penlink design requirements to protect the authentic quality of the landscape and natural features that include Archers Block and a series of shell cheniers in the Weiti River while creating a safe and efficient transport corridor.

We have also been developing design principles for Penlink that reflect our commitment to protecting and preserving the environment, creating a green corridor through the peninsula. 

The project is currently in the planning stage with construction due to start in late 2022. This updated timeline better reflects the impacts of Covid-19, the time needed to properly develop plans for delivery, detailed design work and to allow for public feedback on the final draft design.

Ground and water investigations will provide more insights on the landcape for detailed design.

From Monday 9 August 2021 we will be testing and monitoring the ground and water conditions in the Penlink corridor. The monitoring will be completed by December 2021. The findings from the investigations will help us better understand the land conditions, the strength of the ground and the water quality.

You may find us out and about from late July preparing for the investigations.

The physical investigations will involve heavy machinery such as machine drilling rigs (photo), machine bore holes and flight augers. This means that on some roads in Stillwater and the Whangaparaoa Peninsula you will see our contractors for traffic management during the investigations.

These roads include State Highway 1 and East Coast Road close to Redvale, Ara Weiti Road, Duck Creek Road, Cedar Terrace and Whangaparaoa Road.

We will also use a helicopter to move machinery to the areas with no road access. More information on this operation will follow in the next couple of months. 

The investigations will have minimal disruption for day-time traffic and traffic flow will be maintained at all times. You can find more information on the investigations at www.nzta.govt.nz/penlink

As one of the project managers for Penlink, Cherry identifies key project risks and develops management plans.

Introducing Cherry Chadha

Cherry is one of the Waka Kotahi project managers working on the Penlink project. Her daily tasks involve identifying and managing project risks while building relationships with the contractors. 

“Risk management is one of the crucial features in infrastructure development,” says Cherry. “Identifying potential issues and managing the risks at an early stage provides more confidence in the project.”

Cherry has a degree in Civil Engineering and joined Waka Kotahi in 2020. She has previously worked on several roading projects for other government agencies.

“I really enjoy being part of the Penlink team and contributing to one of the most awaited projects in Auckland. Sure, we will have challenges ahead. But in the last several months, the team has looked into potential risks and challenges and developed our approaches and plans. We are now getting ready for the delivery of this project.”
