Removal of right hand turn at Hebden Crescent/SH2 intersection

Construction of the safety improvements at two Hebden Crescent/State Highway 2 (SH2) intersections started in late April. We expect construction to take around three months, weather dependent.

Local residents and businesses were informed in March that construction would be starting.

Most of our work will take place at night, but you may see some short-term lane closures and temporary speed limits to keep everyone safe.

If you use these intersections, these permanent changes could impact your journeys, so please read the information in this newsletter, and on our website, to ensure you’re in the loop about what’s changing, and what it might mean for you.

Hebden Crescent by Liverton Road works:

The Hebden Crescent intersection by Liverton Road will be converted to allow left-hand turns in and out, only. The ability to turn right will be removed and the median barrier extended to make it continuous.  The right hand turn will be permanently removed from 12 May (weather dependent).

Hebden Crescent near Owen Street works:

The intersection at Hebden Crescent near Owen Street will be closed and road users will be diverted to use Hebden Crescent by Liverton Road, or the Haywards Interchange for access.

What this means:

These safety improvements, once complete, will impact some people’s journeys, particularly those who live and work in the roads that connect with these intersections.They have been prioritised for improvement as they have unsafe design and layouts, and poor safety records. In particular, the intersection by Liverton Road is one of the last Hutt Valley intersections with uncontrolled right-hand turns across multi-lane, 100km/h sections of SH2.

The improvements we’re making have been identified as the best way to reduce the risk of fatal and serious crashes on this section of SH2, while maintaining efficient and reliable journeys for all road users.

Moonshine Hill Road/SH2 intersection safety improvements

We’d also like to update you on where things are at with the safety improvements to the Moonshine Hill Rd/SH2 intersection.

We have paused our work on any changes to the Moonshine Hill Road/SH2 intersection and some other intersections on SH2, while we consider the implications of the Draft 2024 Government Policy Statement on Land Transport, and confirmation of the new Speed Management Rule. This means we are unable to make any decisions or announcements on next steps for the Moonshine Hill Road intersection and some other parts of this corridor. We will provide another update and confirm next steps as soon as we’re able to.

Remutaka Hill safety improvements

Construction of the new infrastructure improvements to make SH2 over the Remutaka Hill safer, is well underway and scheduled to be completed in June.

We’re installing new side barriers at high-risk locations along the hill, as well as installing further motorcycle under-barriers, to improve safety for motorcyclists. Safety improvements also include the replacement of passing lanes with slow vehicle bays, and improved road signage and markings.

These new improvements will help make the Remutaka Hill safer for the people who use it.

To help minimise disruption to people travelling over the hill, the installation of the safety improvements has been timed to coincide with planned maintenance work, such as road resurfacing and vegetation clearance.
