Marlborough Roads Recovery Update

This Weeks Summary

 
 

Kenepuru Road from Onahau Road to the Heads, and its side roads remains restricted to residents, emergency and essential services. Work continues at several sites along this stretch of road. 

Daytime closures continue on Kenepuru Road, 20km from the start of the road from Onahau Road.

On Wednesday 27 and Thursday 28 of November the closures will be in place from 8am to 5pm, with no openings. 

Oustide of the above, the Kenepuru closures are planned on weekdays from 8am to 12pm and 12.30pm to 5pm, with a 3.30pm finish on Fridays

Moetapu Bay Road remains closed to all traffic from 9am to 3pm, with openings on the hour until Friday 13 December, for work to be undertaken at two sites. 

Construction closures on Moenui Road, 150m from the start of the road, remain in place until Tuesday 19 November for drainage improvements.

Tepuia Heights has daytime construction closures planned from Friday 22 November

Work continues on multiple construction sites in the French Pass. 

The new bridge upstream of the current temporary bailey bridge on Waihopai Valley Road is progressing with the bridge deck now complete.

Please ensure you keep to the reduced temporary speed limits when travelling through worksites to ensure the safety of our crews and road users. We thank you for your patience.

Road closures

 
 

Kenepuru Road - Water Tank slip

Planned construction closures are in place on Kenepuru Road from the Onahau Road intersection. 

On Wednesday 27 and Thursday 28 of November the closure will be in place from 8am to 5pm, with no opening. These full day closures are for the installation of a culvert that traverses the road. The road can not be opened except for emergency services. Please plan ahead for these full day closures. 

On Friday 15 November there will be no road closure. Planned closures will resume from 12.30pm on Monday 18 November.

From Tuesday 19 November planned closures will return to their usual times from 8am to 12pm and 12.30pm to 5pm Monday to Thursday. On Friday the closure will be in place from 8am to 12pm and 12.30pm to 3.30pm.

The closures are for the construction of a 98m retaining wall at the Water Tank slip site, along with drainage upgrades and road reinstatement. Outside of the closure days and times, works will be carried out under stop/go traffic management with up to 15 minute delays. If you have any concerns, please contact recovery@marlboroughroads.com.

Moenui Road - Queen Charlotte Drive

Moenui Road, 150m from the start the road for approximately 250m will be closed to all traffic for culvert installation and drainage improvements, at the following dates and times:

  • Thursday 14 to Friday 15 November, from 9am to 3pm
  • Monday 18 to Tuesday 19 November, from 9am to 3pm

Outside of these times, work will be carried out under stop/go traffic management, please expect delays.

Moetapu Bay Road 

Moetapu Bay Road, 1.6km from the start of the road is closed to all traffic, on weekdays from 9am to 3pm with hourly openings.

These closures are planned to be in place until mid December, for a second site to be completed. Outside of the closure dates and times outlined above, work will be carried out under stop/go traffic management. Please expect delays.

Port Underwood Road

Port Underwood Road, between the Port Underwood Lookout and Tumbledown Bay Road intersection, will be closed from Monday 18 to Friday 22 November, 8am to 12pm and 12.30pm to 4pm. 

These works are for the installation of a culvert, drainage improvements and pavement reinstatement.

Tepuia Heights - Queen Charlotte Drive

From Friday 22 November to Friday 13 December, daytime construction closures will be in place on Tepuia Heights on weekdays between 10am to 12pm and 12.30pm to 4pm. These closures are for the upgrade of culverts, other stormwater upgrades and road reinstatement works.

Work will be completed outside of these times under stop/go traffic management, please expect delays.

 

 

Kenepuru Road Restrictions

 
 

Kenepuru Road from Onahau Road to the Heads, and its side roads, Moetapu Bay Road and Te Mahia Road continue to be restricted to residents, emergency and essential services.

These roads have severe storm damage and entry into this section of Kenepuru Road is at resident and emergency or essential service drivers' discretion.

Residents only are permitted to walk and cycle on roads which are restricted to residents.

The following vehicle restrictions remain on Kenepuru Road from Linkwater to the Heads:

Vehicle Restrictions

Vehicles up to 12.6m in length, and 6 tonne in weight can travel on Kenepuru Road and the following side roads; Mahau Road, Torea Road and Moetapu Bay Road as far as Double Bay Reserve.

This allows residents access to boat launching areas at Double Bay Reserve, Torea and Portage.

On all other side roads, between Kenepuru Road to the Heads no vehicles over 8m in length or 3.5 tonne in weight are permitted.

The following restrictions also apply on Kenepuru Road and it's side roads including Moetapu Bay Road;

  • No campervans, vans or buses.
  • Only 4WD and light vehicles.

There are the following hazards on this section of Kenepuru Road and its side roads including Moetapu Bay Road;

  • Slips
  • Drop outs
  • Single lane in places
  • Increased hazard during rain
  • Uneven surfaces and gravel sections

Extreme care should be exercised and daylight driving only is strongly recommended.

Resident Definition:

The definition of a resident, in terms of who is able to access roads restricted to resident and emergency services is;

A permanent resident, owner of a holiday home/bach, or the owner of a commercial interest.

It does not include visitors who are hiring or renting a holiday home or bach, where rental arrangements have been made through either a property letting agency or directly with the owner.

Other Recovery Roads

Please be aware that on all roads, including those with public access, there may be areas of works and traffic management in place. Please expect delays and follow all signage and traffic management.

Heavy rain may lead to roads needing to be closed urgently. No matter the status of the road, drive to the conditions.

Awatere

 
 

Crews have repaired and graded the road approximately 4km prior to Muller station on the Molesworth Road, after heavy rain scoured the road.

French Pass

 
 

The new retaining wall, 5km from Okiwi Bay on the Croisilles-French Pass Road is nearing completion. With the face of the retaining wall complete, sight rails have been installed and the crew have been backfilling the wall. Progress continues on the reno mattress installation (wire basket similar to a gabion used for structural support) for the culvert outlet. The culvert is to be installed next week. The traffic lights at this site will be removed once the remedial works have been completed.

Work to install a box culvert and MSE (mechanically stablised earth) wall on Ronga Road, 10km from the start of the road continues this week. This week the installation of the box culvert sections were completed under night closures.

Work at this site will continue under day time stop/go, please expect up to 20 minute delays at this site.

Kenepuru Road

 
 

Daytime closures remain on Kenepuru Road, from Onahau Road, Monday to Thursday from 8am to 12pm and 12.30pm to 5pm. On Fridays the closure will be in place from 8am to 12pm and 12.30pm to 3.30pm. These closures are for the construction of a retaining wall, drainage improvements and road reinstatement, 20km from the start of the road at the Water Tank slip site. 

On Wednesday 27 and Thursday 28 of November there will be no lunch time opening, due to culvert installation works the road will be closed to all traffic from 8am - 5pm. Please refer to the road closure section for further information.

Progress continues on the new retaining wall at Water Tank slip. The face of the retaining wall is taking shape as the crew continue to install the timber lagging. All piles along the face of the wall have been installed. This week the team have drilled the final anchors at the end of the retaining wall.

The main construction of a new retaining wall near Torea, prior to Portage on Kenepuru Road is complete. Minor works at this site are to be completed over the next few weeks before the crew disestablish from site. Pavement preparations will be completed prior to sealing, which is scheduled for the end of November.

This week the team have cleared slip material off Kenepuru Road between Kenepuru Heads and Onahau Road. Next week they will be working from Onahau Road to Linkwater.

Moetapu Bay

 
 

Daytime construction closures on Moetapu Bay Road, 1.6km from the start of the road are in place on weekdays from 9am to 3pm with hourly openings.

Work is nearing completion on the road retreat at Driftwood Corner on Moetapu Bay Road. Kerb and channel works have been completed. Pavement preparations are underway for sealing, which will be followed by sight rail installation next week.

Work is scheduled to begin at a second site, approximately 200m along the road at Elephant Point from Monday 18 November. Please refer to the road closure section for further information.

Work at both sites will be undertaken outside of the closure times, under stop/go traffic management. Please expect delays.

 

 

Road retreat on Driftwood Corner, Moetapu Bay Road

 

 

Queen Charlotte Drive

 
 

Drainage and road reinstatement work began last week on Moenui Road, 150m from the start of the road for approximately 250m.

These works will require daily construction closures at the following dates and times. 

  • Thursday 14 to Friday 15 November, from 9am to 3pm 
  • Monday 18 to Tuesday 19 November, from 9am to 3pm

The installation of a willow brush wall has been completed on Tepuia Heights at the Queen Charlotte Drive end.

From Tuesday 19 November drainage improvement including multiple culvert installations and road reinstatement, is planned to start on Tepuia Heights. This work will require construction closures for culvert installations on weekdays from Friday 22 November to Friday 13 December, from 10am to 4pm with a lunchtime opening.

Work started this week on rock revetment at Dalton's Bridge. These works are expected to take four weeks.

Please expect increased truck movements in the area.

 

 

Waihopai Valley

 
 

All seven spans of the new Waihopai Valley Road bridge have been laid, a big milestone for the project. Progress continues on the finishing stages of the bridge superstructure with upper abutments and pile cap installation.

The road alignment connecting the existing road with the new bridge is underway, with the bulk fill of the new approach nearing completion. As a part of these works the crew will continue carting gravel across the temporary bailey bridge increasing road traffic over the coming weeks.

The current bailey bridge will continue to operate as crews build the new bridge. Please expect increased activity around this area.
