Click here September 25, 2023 The Provincial Attachment System is liveThe new Provincial Attachment System’s Panel Registry and Clinic and Provider Registry have officially launched for providers. With the launch of the PAS, we are working to better coordinate the attachment of patients with family doctors who have capacity to expand their panels, and to understand capacity in the system and measure our progress. We want to make it easier for patients who don’t have a family doctor to connect to one, for doctors to bring new patients into their practices, and for communities and the wider system to better understand capacity and plan more effectively. Training materials and resourcesOur intent is to have a system that is intuitive and easy to use. To fully support you with the new PAS, the Ministry of Health has produced a range of training materials and supports that are now available. Training and Technical Support:Quick Start User Guides (12 Guides are 2–4-minute reading time) found in the PAS Knowledge Base: Easy to read and quick to access, the User Guides will get you up and running on the PAS. Short, Topic-Focused Videos (< 2 minutes) found in the PAS Knowledge Base: Designed to reinforce key steps covered in the User Guides, these bite-sized videos offer quick reminders for various PAS functions. One-Hour Virtual Instructor-Led Training Sessions: Join your peers for interactive online sessions, to accommodate your busy schedule. These sessions, held on Tuesdays, Wednesdays, and Thursdays, before and after clinic hours, and during lunchtime, will guide you through PAS usage. Register for these Zoom sessions here. Open Office Hours: For quick guidance and targeted training, drop in during Open Office Hours on Monday and Friday mornings from 8:00 AM to 9:00 AM PST. Please use this link to access the sessions. We’ll continue to update this page with the latest information in the coming days and weeks. PAS information for physicians enrolled in the LFP Payment ModelThe PAS information is slightly different for physicians billing under the LFP Payment Model and other payment models. If you are not enrolled in the LFP Payment Model, please refer to the section on other payment models below. As part of the PAS, physicians billing under the LFP Payment Model have committed to submitting a list of empanelled patients to MSP Teleplan by October 31, 2023 or within three months of enrolment, whichever is later. Providers who submitted their panels before late August will see them in the Panel Registry in the PAS. PAS information for longitudinal family physicians that are not enrolled in the LFP Payment Model (i.e., Fee-for-Service, AP)Longitudinal family physicians on Fee-for-Service or AP (alternative payments) models are being asked to participate in the new Provincial Attachment System (PAS). Longitudinal family physicians who are not enrolled in the LFP Payment Model will need to submit their list of empanelled patients to MSP Teleplan by December 31, 2023, to be eligible for the Panel Registry Payment. There are supports available to assist family physicians in cleaning up their panel, preparing for panel submission, and submitting their panel. More details will be communicated soon. Participation in the PAS will be part of the eligibility requirements for the Community Longitudinal Family Physician (CLFP) Payment this year. In the future, CLFP Payments (for Fee-For-Service physicians and eligible AP physicians) will be calculated based on panel data in the PAS. It is important that physicians populate their panel data into the PAS for accurate calculation of future CLFP Payments. More information about the details of the claims process will be shared soon.
