Making Woodend safer

Kia ora,

We are emailing to update you on our work to make Woodend safer and more accessible for all road users.

Thanks again to those of you who took the time to share your ideas and speak with the team in October and November last year.  A report on that engagement is available on our website here.

Your feedback is being used alongside our investigations to draft a number of options to improve State Highway 1 (SH1).

There will be a further opportunity to receive your views before we finalise our plan and apply for funding (see 'What happens next').

Our main focus areas are: access, safety and speed.
Working with our partners including the Waimakariri District Council (the Council), we are considering how best to connect the key areas around Woodend. This includes looking at ease of walking and cycling, integration with bus stops and where best to route traffic.

We have summarised the options we are considering below. There will be further work to refine these.

ACCESS

Problem
You told us it was difficult for pedestrians to cross SH1, particularly at the school and near bus stops and shops.

Treatment
Provide better access across the highway, in particular:-

  • Improve access across and beside SH1 north of Woodend Road for cyclists and pedestrians.
     
  • Connect with Council's existing and future pathways and cycle routes.
     
  • Improve Woodend School’s crossing (currently a kea crossing), potentially with signals that could also accommodate a safe cycle crossing route.

Problem
You said there was limited ability to turn right on to SH1 from the west side of town and this was increasing traffic on side roads. Residents are also finding it harder to access SH1 from driveways and a number of side roads.

Treatment
We are looking at a number of options to create breaks in the traffic on SH1. Each option has advantages and disadvantages. Examples we are looking at include:

  • A roundabout or traffic lights at the SH1/Rangiora Woodend Road/Woodend Beach Road intersection.
     
  • Traffic lights at the SH1/Woodend Road intersection.

We are undertaking further work to understand what might work best.

SAFETY

Problem
You told us cyclists found the SH1/Rangiora Woodend Road/Woodend Beach Road intersection unsafe.

Treatment
We are looking at alternative locations for safe access across SH1 and considering how these might best link with Council's current and future cycle routes.

Improving the school crossing could also provide for safe cycle access.

Problem
You told us motorists had safety concerns with the SH1/Rangiora Woodend Road/Woodend Beach Road intersection.

Treatment
We are looking at a number of options. 

  • One option is to place a roundabout at the southern entrance into Woodend that helps to lower speeds, this would likely to result in some movements needing to be restricted at the Rangiora Woodend Road intersection.
     
  • Another option is to use traffic signals at this intersection.

Problem
You told us that vehicles parked along SH1 sometimes affected visibility for motorists entering the highway and affected traffic flow when motorists turn right off the State Highway. 

Treatment
We are looking at addressing parking where it may affect visibility.


We are also looking to engage with people parking for long periods beside the highway to see what other solutions may be available.

SPEED

Problem
You told us speed was a concern, especially entering the township.

Treatment
We are considering the impacts of changing the location of speed limit signs at the northern and southern ends of Woodend. 

Another important investigation is being conducted by the Transport Agency's Safe Roads team, who are investigating safety options either side of Woodend village. We are working with this team to be sure our recommendations fit together for the benefit of the community.

What happens next

These options are not final. We will continue to work with our partners, such as the Waimakariri District Council, to confirm the benefits and likely impacts of the proposals before we come back to you towards the middle of the year to seek feedback on the refined options. We will then finalise our plan and apply for funding.

If funding is approved, we will update the community with construction timings and staging.
