July 8, 2024LFP Payment Model billing supportDoctors of BC and BC Family Doctors continue to work with the Ministry of Health to refine and improve the Longitudinal Family Physician (LFP) Payment Model. We continue to listen to your feedback and adjust the payment model to address your concerns. To submit questions or feedback, please email FP.Billing@doctorsofbc.ca. It’s now been two weeks since the launch of billing for facility-based care in the LFP Payment Model. We’ve heard positive feedback from many of you, as well as some concerns. Your input and feedback resulted in countless improvements to the clinic-based model, and we also want to hear your feedback about facility-based care. Please continue to submit your questions or thoughts to the FPSC Billing Support team at FP.Billing@doctorsofbc.ca. In this newsletter, we are providing information on the following:
Submitting your setting registration codesPhysicians have the flexibility to choose whether to bill under the LFP Payment Model, fee-for-service, or an alternative payment model for each setting. You need to submit a setting registration code to register for each type of setting that you want to bill under the LFP Payment Model. Clinic-based careAll physicians billing clinic-based care under the LFP Payment Model must submit the LFP Clinic-based Services Registration Code (98002) in addition to their annual enrolment. This is a new requirement of the updated LFP Payment Schedule (effective June 24, 2024). Submitting a clinic-based services registration code indicates that you are choosing to bill under the LFP Payment Model for clinic-based care. Currently, billing facility-based care under the LFP Payment Model is limited to physicians billing the LFP Payment Model for clinic-based care. Longitudinal physicians who are remunerated under other payment models for clinic-based care will soon be eligible to bill LFP facility-based codes. Facility-based carePhysicians who wish to bill facility-based care under the LFP Payment Model must submit a Clinic-based Services Registration Code (98002) as well as a setting registration code for any facility-based areas:
Use the facility number associated with your longitudinal clinic when submitting your setting registration code(s). Locums should use a facility number associated with the longitudinal clinic of any of your host physicians. To learn more about setting registration, please review the billing FAQs in the BC Family Doctors Billing Question Library (login required). Examples include: Facility-based services for non-panel patientsThe 30% limit for non-panel patients does not apply to facility-based services. That’s why it’s now termed “Clinic Non-panel Services” in the latest LFP Payment Schedule. Providing care to both unattached patients and those who are attached to other physicians is a key element of how physicians work together to provide facility-based services in their communities. To learn more about Clinic Non-panel Services, please review the billing FAQs in the BC Family Doctors Billing Question Library (login required). Examples include: FPSC network payments for LFP physiciansPhysicians who choose to bill inpatient care and/or facility-based pregnancy & newborn care under the LFP Payment Model can bill FPSC network payments:
These network payments are “Excluded Services” under the LFP Payment Model, meaning that you can bill them using the fee codes identified. (Learn more about Excluded Services.) Please review the details of these payments in the FPSC’s Maternity Care Billing Guide and Inpatient Care Billing Guide. Billing support for facility-based billing and changes to clinic-based billingWith facility-based billing recently included in the LFP Payment Model, physicians and billing staff are all learning the new facility-based care billing codes and details. The latest LFP Payment Schedule also had significant changes for clinic-based billing. Remember that you don’t have to do this alone. There are many supports available to help you. BC Family Doctors’ billing tools have been improved and updated.
