CLP Government proposed container deposit scheme expansion

The Finocchiaro CLP Government is delivering on its commitment to rebuilding the Territory economy and restoring our unique lifestyle by expanding the Container Deposit Scheme (CDS).

The proposed expanded scheme will include any ready-to-drink container of up to three litres including spirits and wine bottles for the first time. 

Minister for Lands, Planning and Environment Joshua Burgoyne said the expansion is a win for Territorians and the environment; more eligible containers to maximise returns and cleaner public spaces.

"Our public spaces are littered with wine and spirit bottles and including them in the scheme will make a real impact on our environment," said Mr Burgoyne. 

“We promised a year of action, certainty, and security, and the expanded and simplified scheme will give Territorians a clear and effective way to recycle more beverage containers.

“Extensive consultation over several years has shown strong support for broadening the scheme. These changes will also boost the waste and recycling industry by encouraging more infrastructure investment and creating jobs, including in remote communities.

“We look forward to advancing the proposed expansion through continued consultation with key industry stakeholders.”

More than 20 commercial collection depots currently operate across the Territory, from Greater Darwin to regional and remote areas, alongside many fundraising drop-off points run by charities, community groups, schools and sporting clubs.

“Since the scheme began in 2012, more than one billion beverage containers have been returned in the NT, putting over $100 million back into the hands of Territorians,” said Mr Burgoyne.  

“The expansion will help to further reduce litter and risk of injury in public places.”

In a second win for Top Enders, Mr Burgoyne also announced the launch of Envirobank’s Clean Recycling Pickup Service which kicks off in Darwin in July 2025.

“Envirobank’s pick up service will make it easier than ever for Darwin residents to participate in the Container Deposit Scheme and earn their refunds,” he said.

Managing Director of Envirobank, Narelle Anderson welcomed both announcements.

“This is a big win for both the environment and the community,” she said.

“Expanding the range of eligible containers means even more materials can be kept out of landfill and given a second life,” she said.

“Starting in July, our new pickup services will make recycling easier, more rewarding and accessible for all.”

The Waste & Recycling Industry Association (NT) Inc. also praised the changes, saying the expanded scheme will deliver real benefits for the waste management industry.

“The diversion of glass containers out of kerbside/commercial collection systems into the Container Deposit Scheme will see not only greater recovery of glass, but improved recovery of other recyclables such as paper and cardboard that are often contaminated by broken glass.”

To enable the expansion, amendments will be made to the Environment Protection (Beverage Containers and Plastic Bags) Act 2011 and Regulations, with legislation to be introduced into Parliament later this year.

The changes will take at least six months after the Bill is passed, allowing time for industry readiness, smooth customer experiences at depots, and the rollout of systems to handle the wider range of containers and increased volumes.
