Click here Labor Department Proposes Worker Classification Rule On Tuesday, October 11, the Department of Labor released a proposed rule to revise its analysis for determining employee or independent contractor classification under the Fair Labor Standards Act. The rule, among other things, directs the Department to analyze the "totality-of-the-circumstances" for a given worker in determining classification. National Spectrum Strategy May Be Released in 2023 On Tuesday, October 11, a National Telecommunications and Information Administration (NTIA) official said of timing on a national spectrum strategy that “2023 makes sense” for its publication. The official, Derek Khlopin, also said that NTIA must first issue a formal request for comment prior to publication of the strategy. The comments came during the conference hosted by Forum Global. NTIA, Industry to Participate in Spectrum Summit On Wednesday, October 19, the Georgetown University Center for Business & Public Policy will host its first Spectrum Summit in Washington, D.C. Speakers will include Scott Blake Harris, Senior Spectrum Advisor for NTIA and Kate O’Connor, Chief Council at Communications and Technology for the House Energy & Commerce Committee. Wireless Competition Bureau Provides Guidance for Pilot Programs On Tuesday, October 11, the Federal Communications Commission’s (FCC) Wireless Competition Bureau provided guidance via public notice on various pilot programs to expand internet connectivity. The notice specifically provides guidance to assist prospective applicants in preparing to apply for the Your Home, Your Internet Pilot Program and the Affordable Connectivity Program (ACP) Navigator Pilot Program. SBA Announces New Funding to Expand Veterans Business Owner Outreach On Thursday, October 13, the Small Business Administration (SBA) announced a new funding opportunity for entities to provide critical training and counseling to aspiring and existing veteran small business owners. “As the focus on serving underserved communities becomes increasingly important, OVBD expects the demand for [Veterans Business Outreach Centers] will continue to grow,” said Associate Administrator for the SBA’s Office of Veterans Business Development Larry Stubblefield.
