Marlborough Roads Recovery Update

Kenepuru Road from Onahau Road to the Heads, and its side roads remain restricted to residents, emergency and essential services.

This week resident only restrictions lifted for the first 20km of Kenepuru Road and some side roads, for further information please review the CDEM map.

Daytime closures continue on Kenepuru Road, 20km from the start of the road from Onahau Road, where work on a retaining wall at the Water Tank Slip site is underway. Closures are planned on week days from 8am to 12pm and 12.30pm to 5pm, with a 3.30pm finish on Fridays. Please see the road closure section for more detail.

Work also continues at multiple sites on Kenepuru Road between Onahau Road and The Heads.

Work on Queen Charlotte Drive continues this week at three sites between Governors Bay and the Grove Jetty. Please factor more time into your travel plans and expect delays. 

Progress on a new bridge, upstream of the current temporary bailey bridge on Waihopai Valley Road continues with work on the abutments.

Please ensure you keep to the reduced temporary speed limits when travelling through worksites to ensure the safety of our crews and road users. We thank you for your patience.

Resident access restriction on Kenepuru Road

 
 

Kenepuru Road as far as Onahau Road, and some side roads are now open to public access after the resident only restrictions were lifted on Monday 23 September.

The resident only restrictions will remain on Kenepuru Road from Onahau Road to the Kenepuru Heads, and side roads including Moetapu Bay and Te Mahia Roads until further work is completed and safety audits are undertaken.

Daytime closures remain in place on Kenepuru Road from Onahau Road for the construction of a 98m retaining wall at the Water Tank slip site. Please refer to the road closure section below for more information.

New speed limits have been implemented on Kenepuru Road, which reduces the speed from 100km/hr to 60km/hr as part of the Marlborough Speed Management Plan. There are further reductions in speed limits around the more populated areas along the road.

There will still be temporary speed limits of 30km/hr at road work sites. This is to keep both our road workers and the public safe.

Works and traffic management will continue on the section of Kenepuru Road open to public access, which may cause delays.

 

 

Council transport subsidies

 
 

Water and air transport subsidies

With the removal of the resident only restriction for the first 20km of Kenepuru Road and some side roads, the water taxi subsidy no longer applies to people visiting properties on this section of Kenepuru Road.

The $25 subsidy continues for non-resident and non-emergency road users accessing properties on Kenepuru Road beyond the Onahau Road turn off.

Barge subsidies

The barge subsidy will continue for residents, workers and visitors to areas in the Marlborough Sounds that were previously accessible by road.

Road closures

 
 

Kenepuru Road - Water Tank slip

Kenepuru Road from the Onahau Road intersection is closed to all traffic from 8am to 12pm and 12.30pm to 5pm Monday to Thursday. On Friday the closure will be in place from 8am to 12pm and 12.30pm to 3.30pm.

The closures are for the construction of a 98m retaining wall at the Water Tank slip site, along with drainage upgrades and road reinstatement. The road closure timings will be reviewed after the first stage of works are completed. Works will be undertaken outside of these days and times under stop/go traffic management with up to 15 minute delays. If you have any concerns, please contact recovery@marlboroughroads.com.

 

 

Kenepuru Road Restrictions

 
 

Kenepuru Road from Onahau Road to the Heads, and its side roads, Moetapu Bay Road and Te Mahia Road continue to be restricted to residents, emergency and essential services.

These roads have severe storm damage and entry into this section of Kenepuru Road is at resident and emergency or essential service drivers' discretion.

Residents only are permitted to walk and cycle on roads which are restricted to residents.

The following vehicle restrictions remain on Kenepuru Road from Linkwater to the Heads:

Vehicle Restrictions

Vehicles up to 12.6m in length, and 6 tonne in weight can travel on Kenepuru Road and the following side roads; Mahau Road, Torea Road and Moetapu Bay Road as far as Double Bay Reserve.

This allows residents access to boat launching areas at Double Bay Reserve, Torea and Portage.

On all other side roads, between Kenepuru Road to the Heads no vehicles over 8m in length or 3.5 tonne in weight are permitted.

The following restrictions also apply on Kenepuru Road and it's side roads including Moetapu Bay Road;

  • No campervans, vans or buses.
  • Only 4WD and light vehicles.

There are the following hazards on this section of Kenepuru Road and its side roads including Moetapu Bay Road;

  • Slips
  • Drop outs
  • Single lane in places
  • Increased hazard during rain
  • Uneven surfaces and gravel sections

Extreme care should be exercised and daylight driving only is strongly recommended.

Resident Definition:

The definition of a resident, in terms of who is able to access roads restricted to resident and emergency services is;

A permanent resident, owner of a holiday home/bach, or the owner of a commercial interest.

It does not include visitors who are hiring or renting a holiday home or bach, where rental arrangements have been made through either a property letting agency or directly with the owner.

Other Road Restrictions

 
 

Anakiwa Road is open to vehicles less than 12.6m. Beyond Tirimoana Jetty, only light vehicles weighing less than 3.5 tonnes are allowed, unless by prior arrangement.

French Pass and Tennyson Inlet are accessible, but drivers should be aware that the road is narrower than usual in some sections.

Please be aware that on all roads, including those with public access, there may be areas of works and traffic management in place. Please expect delays and follow all signage and traffic management.

Heavy rain may lead to roads needing to be closed urgently. No matter the status of the road, drive to the conditions.

Anakiwa Road

 
 

Two operational sites on Anakiwa Road, 2km and 3km from the start of the road have been completed this week.

Works undertaken included minor road realignment to move the road away from the underslip, and drainage improvements before the road was reinstated and the traffic lights were removed.

 

 

French Pass

 
 

Work on the construction of a new retaining wall, 5km from Okiwi Bay on the Croisilles-French Pass Road continues. With excavation complete, anchors are being drilled to support the new retaining wall. The traffic lights at this site will be removed once the remedial works have been completed.

A new site, 300m prior to the Croisilles Road and Wharf Road intersection, has been established. Culvert installation has been completed, including the installation of a new headwall and outlet. Preparations for a mechanically stabilised earth (MSE) wall at this site have also commenced. 

These works will be carried out under stop/go traffic management, please plan ahead for minor delays.

Kenepuru Road

 
 

On Monday the resident only restriction from Kenepuru Road to Onahau Road was lifted. With this 20km section of road open to public access, new signage has been installed. Please ensure you take note of the new speed restrictions and adhere to any traffic management on the road.

Daytime closures remain on Kenepuru Road, from Onahau Road, Monday to Thursday 8am to 12pm and 12.30pm to 5pm. On Fridays the closure will be in place 8am to 12pm and 12.30pm to 3.30pm. These closures are for the construction of a retaining wall, drainage improvements and road reinstatement, 20km from the start of the road at the Water Tank slip site. This week at the Water Tank slip site vegetation was cleared enabling the crew to begin driving piles along the base of the new retaining wall.

Progress continues at the retaining wall site near Torea, prior to Portage on Kenepuru Road. Timber boarding on the face of the wall is underway, the team will then backfill the retaining wall in stages in coordination with installing the timber support poles.

The Nopera side of the St Omer Hill remains open to one lane where significant overslip material came down in the heavy rain earlier this month. The road will remain open to one lane until the upslope settles and can be reviewed. 

Pavement repair and drainage improvements have begun along Titirangi Road this week.

Last week, overslip material resulting from recent rain, was cleared off Kenepuru Road above Sandy Bay.

Next week the team will begin work clearing a slip, 1km before the Lawrence Road turn off on Kenepuru Road, prior to Portage. Please plan ahead for minor delays while this work is completed.

Please note we are currently undertaking unmanned aerial vehicle (UAV) surveying of Kenepuru Road. The UAV surveys topographical features of the road and surrounding slopes/slips to inform designs.

Northbank

 
 

Sections of Northbank Road remain under traffic management and/or speed restrictions. For your safety, and that of other road users please ensure you adhere to these restrictions.

2.2km from the start of Northbank Road, remains open to one lane with a priority giveway and 30km temporary speed limit in place.

17.5km from the start of Northbank Road traffic lights are in place. The lights are required due to unstable rock on the bluff and slopes at the site. The lights are positioned so that vehicles are stopped in low risk areas. We are regularly monitoring the lights to make sure they are operational. This is a complex site and our design and construction teams are working hard to find the most appropriate solution. Once the preferred option is selected, works will begin and the traffic lights will be removed.

 

 

Okaramio

 
 

Work to upgrade a culvert near the end of Long Valley Road was completed this week. New scour protection has been placed around the culvert to support the road.

Queen Charlotte Drive

 
 

Progress continues on Queen Charlotte Drive, with crews completing work at two sites this week after finishing work was completed. Three operational sites remain under construction between Grove Jetty and Governors Bay.

8km from Picton above Governors Bay, work to construct a rail iron retaining wall is taking shape with excavations complete and rail irons driven for the new wall. This week under night-time road closures, supporting anchors have been installed and the front of the retaining wall completed. Next week pavement sealing and minor finishing works will be completed (weather permitting).

The road retreat site 500m before Aussie Bay is nearing completion. Work to move the road inland, away from the underslip is complete and the new concrete kerb has been poured. The work to improve drainage 350m beyond Aussie Bay, towards Momorangi Bay, has also been completed. Both sites either side of Aussie Bay, have had pavement preparation completed this week ready for sealing next week (weather permitting).

Finishing works, 1.3km prior to Ngakuta Bay when travelling towards Picton are now complete after the road was sealed last week. The team have tidied up on site and demobilised this week. To maximise efficiency, linemarking at this site is scheduled to be undertaken when some of the other sites are ready for linemarking.

Last week upgrades were made to the existing culvert inlet and outlet on the Queen Charlotte Drive side of Okiwa Bay, near Grove Jetty. The new headwall and scour protection, will allow for improved use of the existing culvert.

Waihopai Valley

 
 

Progress continues on the new bridge on Waihopai Valley Road. Work on the abutments on each side of the bridge is now complete. Last week the first span of beams for the new bridge deck arrived on site - a great milestone for the project. 

The current bailey bridge will continue to operate as crews build the new bridge. Please expect increased activity around this area.
