Marlborough Roads Recovery Update

Multiple roads have been affected in recovery zones following the June July weather events. There continues to be flooding and damage across Marlborough’s roads, drivers are advised to avoid affected areas and if travel is necessary drive with caution and to the conditions.

Marlborough Roads' crews continue inspecting roads, clearing slips and debris as it is safe to do so.

Due to current weather conditions, planned works may be postponed at short notice. Changes to planned road closures will be sent via Antenno. 

Daytime construction closures remain in place at multiple locations across the Marlborough Sounds. Please refer to each area's section for further information.

Kenepuru: 

  • Island Point, from Onahau Road to Tara Bay
  • Portage Heights, from Portage Resort
  • Moetapu Bay Road

Pelorus:

  • Dalton's Bridge

Port Underwood:

  • Port Underwood Road, the Waikawa side of Whatamango Bay.

Queen Charlotte Drive: 

  • Above Whenuanui (Becks) Bay

Tennyson Inlet:

  • Tennyson Inlet Road, prior to the Opouri Saddle.

All work is subject to weather and other unforeseen circumstances. In the event of unsuitable conditions, work will be rescheduled to the next suitable workday.

New road closures are scheduled to begin in August at two locations. Please refer to the new road closures section below for more information. 

There are sites under construction in French Pass, on Croisilles Road and Croisilles-French Pass Road, either side of Okiwi Bay.

On Queen Charlotte Drive there are multiple construction sites between Momorangi Bay and Whenuanui (Becks) Bay. 

Please plan ahead for delays of up to 10 minutes at each site in these areas.

New road closures

 
 

Please refer to each area's section for information on existing road closures on Kenepuru Road, Moetapu Bay Road, Tennyson Inlet, Queen Charlotte Drive and Port Underwood. 

During all planned road closures, emergency services will be accommodated at all times.

Daltons Bridge - Pelorus

Tomorrow, Friday 18 July Daltons Bridge will be closed to all traffic from 9am to 11am for pavement repair works. 

Alternative access to Kaiuma Bay Road will be available via Te Hoiere Road.

French Pass 

From Monday 18 to Thursday 21 August, closures will be in place on Croisilles-French Pass Road, prior to French Pass township for investigative drilling. These closures will be in place between the hours of 8am to 5pm

Due to the narrowness of the road and the size of the drilling unit, the road is needed to be closed to establish set up and complete the drilling investigations.

  • Monday 18 and Tuesday 19 August 8am to 5pm
    On Croisilles-French Pass Road, prior to the lighthouse, approximately 600m prior to French Pass township for 100m.
  • Wednesday 20 to Thursday 21 August 8am to 5pm
    On Croisilles-French Pass Road, after the lighthouse, approximately 300m prior to French Pass township for 100m.

Kenepuru Road - Night Closure

On Monday 25 and Tuesday 26 of August, closures will be in place on Kenepuru Road, between Te Mahia Road and Onahau Road for investigative drilling. These closures will be in place between the hours of 6pm to 7am. (Work to finish 7am on Wednesday 27 August).

French Pass

 
 

The gully fill site on Croisilles-French Pass Road continues to take shape this week. Following a culvert installation the headwall and scour protection have been completed. At the road retreat a culvert has been installed and preparation works are underway for a concrete channel to be poured. This is planned for next week prior to pavement preparation for road reinstatement. 

Minor works including drainage improvements and culvert replacement are underway on Croisilles-French Pass Road under stop/go traffic management. 

A new site on Croisilles Road will establish at the end of July for drainage improvements and road reinstatement, when weather conditions allow.

Kenepuru Road

 
 

Further geotechnical inspections on Kenepuru Road have been completed following the recent weather events and the road is now open for the length of the road. 4wd is recommended and heavy vehicles can travel by permit only. 

Crews continue to work from Linkwater to Kenepuru Heads clearing slips, please travel with caution. Assessments continue to be undertaken throughout the Sounds following the weather event.

Daytime construction closures scheduled on Kenepuru Road at Portage Heights and Island Point continue.

The road closure at Portage Heights is located from Portage Resort for approximately 1km towards the Heads. Crews continue to backfill the wall in sections as anchors are drilled. Closures are in place at the following times: 

  • Monday to Thursday 8am to 12pm and 12.30pm to 5pm
  • Friday 8am to 12pm and 12.30pm to 3.30pm

The Island Point road closure is located from Onahau Road to Tara Bay. This week anchor installation has been undertaken on the second wall at this site. Closures at Island Point are in place at the following times: 

  • Monday 10am to 12pm and 12.30pm to 5pm
  • Tuesday to Thursday 8am to 12pm and 12.30pm to 5pm
  • Friday 8am to 12pm and 12.30pm to 3.30pm

Outside of the closures, works will be carried out under stop/go traffic management with up to 15 minute delays.

Road users wanting to travel through both road closures at Island Point and Portage Heights during the lunch time opening will need to be at their nearest closure point between 12pm and 12.30pm. Recovery crews will ensure vehicles can pass through both sites without getting stuck between the closure points.

Construction is complete on Akerbloms Road, Punga Cove. Minor finishing works are to be completed as weather allows.

Drainage improvements and culvert installation continue on Titirangi Road under resident access only. These works are scheduled to continue until September. The crew are working from Titirangi Beach back towards the Heads. Residents should expect delays of up to 15 minutes.

Temporary traffic lights remain in place at Portage Heights and approximately 500m beyond Nikau Cove (when travelling from Portage). Both sites have a 30km temporary speed limit in place. Please expect minor delays and follow all traffic management signage.

Moetapu Bay Road

 
 

Construction closures started today on Moetapu Bay Road. 

The closures will be in place Mondays to Fridays from 9am to 3pm, with openings on the hour every hour. Works to be undertaken during the closures are the construction of retaining walls, drainage improvements and road reinstatement.

Scheduled works will be undertaken at two locations. Closures for the first site will be in place from till mid-August, approximately 1km from the start of the road. Once completed, the closure will move to a second site, 4.5km from the start of the road, where works will continue until the late September.

 

 

Northbank

 
 

Crews continue to work on Northbank Road, 2km from the start of the road to clear the large slip that is blocking the road.

Next week openings for residents' access for essential travel remain scheduled Monday to Friday from 7.30am to 9am and 4pm to 5.30pm. On Saturday and Sunday the site will be open from 7.30am to 5.30pm.

There will be an additional opening on Wednesdays from 12pm to 1pm, starting on Wednesday 23 July. At this stage, we are unable to have a lunchtime opening every day due to the additional time this would add to the timeline of works. We want to get as much clearance works completed on the slip as we can while the weather is more stable.

Due to the hazardous nature of the slip and the heightened risk of continued rock fall, it will be inspected prior to and monitored throughout the openings. If it is deemed unsafe, the road will be closed and an update sent via the Marlborough District Council's Facebook Page and Antenno.

Marlborough Roads engineers estimate around 3,000m3 of earth has come down at this location, with large rocks causing projectile hazards. The slip is still on the move and any rain is likely to exacerbate its movement.

The openings will continue to be reviewed and if there is an opportunity to increase them safely, this will be done.

When travelling near or past our work sites, please ensure you keep outside any fences or barriers for your safety. Please adhere to, and do not move any traffic or safety management in place (i.e. gated closures/cones/signs/traffic lights/barricades) for your own safety.

This week, the crews have been working to clear a second major slip 17km from the start of the road. This section of the road is now open to one lane and will remain under stop/go traffic light management.

Works continue to be undertaken on Noel’s Bridge, further down Northbank Road for repairs, these will continue to re-establish access across the bridge.

Pelorus

 
 

Construction on Te Hoiere Road to complete drainage improvements and road reinstatement have been postponed. The crew working at this site has been diverted to prioritise weather response works. The planned construction closures will be notified once a new start date is scheduled. 

Tomorrow, Friday 18 July works will be undertaken on Daltons Bridge. The bridge will be closed to all traffic from 9am to 11am for pavement repairs. Alternative access to Kaiuma Bay Road will be available via Te Hoiere Road. 

 

 

Port Underwood

 
 

Crews continue to clear slips and debris on Port Underwood Road. The road from Waikawa to Oyster Bay is currently open. Between Tumbledown Bay Road and Oyster Bay, the road is open to light vehicles only. The road remains closed from Oyster Bay to Rarangi. Please drive with caution and to the conditions.

Planned construction closures are in place on the Waikawa side of Whatamango Bay, for excavation and construction of a road retreat, drainage improvements and pavement reinstatement works. 

Closures will continue to operate from Monday to Friday, from 9.30am to 2.30pm, until late August.

Works will be undertaken on weekdays from 7am to 9.30am and 2.30pm to 5pm, under stop/go traffic management with delays of up to 15 minutes.

Queen Charlotte Drive

 
 

This week our team continued to clear a large slip approximately 800m before Momorangi on Queen Charlotte Drive, when travelling from Picton. Minor slips and other debris have also been cleared that came down over the weekend. 

This week work resumed at two sites above Governors Bay. Crews have started work in the north bound lanes at both sites, working on drainage improvements.  24/7 stop/go traffic management is in place at this site.

Planned construction closures on Queen Charlotte Drive above Whenuanui (Becks) Bay recommenced today. The closures will remain in place tomorrow Friday 18 July, and on Monday 21 and Tuesday 22 July. The closures will be in place from 9am to 4pm with openings on the hour, every hour to allow the line of traffic to clear. The closures are in place for the construction of three retaining walls requiring ground anchors.

Tennyson Inlet

 
 

Progress continues on Tennyson Inlet Road, prior to the Opouri Saddle.

With the first retaining wall now complete, the crew have demobilised from this site and moved approximately 1km along the road. Works at the new site include the construction of a rail iron wall, scour protection and drainage improvements, as well as road shoulder widening works.

An extension of this closure has been needed due to weather delays and ground conditions changing the methodology for the original scope of works.

These works are being completed under daytime construction closures. Closures are currently in place Monday to Friday from 8am to 12pm and 12.30pm to 5pm until mid-August. 

Two openings have been added at 10am and 2pm. Vehicles must be waiting at the closure point at these times to guarantee access through site.

Kenepuru Road restrictions

 
 

Kenepuru Road is open to the public, with overweight and overlength vehicle restrictions in place. 

Reduced speed limit signage and temporary traffic lights are in place at Portage Heights and approximately 500m beyond Nikau Cove (when travelling from Portage). Both sites have a 30km temporary speed limit in place. Please expect minor delays and follow all traffic management signage.

Vehicle Restrictions

Vehicles up to 12.6m in length, and 6 tonne in weight can travel on Kenepuru Road and side roads.

There are the following hazards on this section of Kenepuru Road and its side roads including Moetapu Bay Road:

  • Slips
  • Drop outs
  • Single lane in places
  • Increased hazard during rain
  • Uneven surfaces and gravel sections

Other recovery roads

Please be aware that on all roads, works may be in progress and/or traffic management in place. Please expect delays and follow all signage and traffic management.

Heavy rain may lead to roads being closed at short notice. Regardless of the status of the road, please drive to the conditions.
