Territory to partner with Timor-Leste on crocodile management

25 July 2025

The Finocchiaro CLP Government will partner with the Timor-Leste Government to develop a region-specific crocodile management program to improve public safety in Timor-Leste.

This key initiative under the 2023–2027 Strategic Partnership Agreement (SPA) builds on our strong bilateral ties and responds to rising crocodile encounters in populated areas of Timor-Leste.

The SPA recognises the strong and longstanding relationship between Timor-Leste and the Northern Territory and provides a framework to progress mutual benefits and co-operation in our region.

Minister for Trade, Business and Asian Relations, Robyn Cahill said the Northern Territory crocodile management program is recognised internationally as best-practice.

“Crocodiles are of shared significance to Timor-Leste and the Northern Territory, and we stand ready to share our experiences and evidence-based practices with our Timorese colleagues.”

“The Northern Territory remains a committed partner and friend of Timor-Leste, and we look forward to continuing to strengthen our relationship under our Strategic Partnership Agreement,” said Ms Cahill.

Vice Prime Minister and Minister for Tourism and Environment of Timor-Leste, Mr Fancisco Kabualdi Lay, said, “The Northern Territory has a lot of experience in managing and controlling crocodile numbers. Timor-Leste is looking forward to developing high levels of expertise in this important area.”

The region-specific crocodile management plan is funded by the Australian Government.

Australian Ambassador to Timor-Leste, Ms Caitlin Wilson, said," “The Australian Government is proud to fund this partnership with the Government of Timor-Leste and the Northern Territory Government to support the effective management of crocodiles in Timor-Leste.” "Effective crocodile management safeguards ecosystems, protects communities, and promotes peaceful coexistence."

“The Northern Territory has a wealth of experience managing crocodiles including in indigenous communities which share a kinship and ancestral connection with crocodiles. Through this partnership we will share our knowledge and experience for shared outcomes.”

Under the program, the Northern Territory Government will provide expertise, personnel and resources, including:

  • Training to support region-specific crocodile population surveys
  • Sharing and adapting Be Crocwise education materials for Timor-Leste
  • Advising on best-practice crocodile management strategies
  • Hosting Timorese officials for internships with NT crocodile management teams

The collaboration will build capacity within Timor-Leste’s Environment Ministry to improve safety, protect biodiversity, and explore sustainable economic opportunities.
