Editorial: From insight to impact

I feel privileged to take the next step on my journey with the REG programme by taking on the Leadership Group Chair role. The two-year term gives me the chance to see success across the many REG initiatives.

During my time in the Evidence and Insights Reference Group (E&I), I saw firsthand how our different skillsets combined can unlock real opportunities for the sector. It’s this co-design ethos that is so important. The REG programme is growing in reach and impact but it’s vital we hold onto this unique strength.


I love the opportunity to feed back into an industry that is so passionate about continuous improvement and adapting to change. REG enables so much of that to happen and being part of a team of amazingly talented and passionate people is so rewarding.

E&I will continue to flourish - it’s full of fantastic people doing fantastic things. I’m looking forward to deepening my understanding of the programme and strengthening connections across REG’s many groups, ensuring we link the people, data and tools to achieve the right outcomes for our industry and especially for our communities.

Consistent Condition Data Collection update

The Consistent Condition Data Collection (CCDC) team met on 6 August for a Lessons Learned session  (photo below). We reviewed Year 1 and developed a plan to ensure more successful delivery for Year 2. 

Year 2

The main objective in Year 2 is to complete the surveys sooner​. CCDC vehicle testing is underway this month and surveying will start in September. The current schedule is below and will be updated regularly on the CCDC webpage The CCDC team will be in contact with RCAs when surveying is scheduled for your area. 

RCAs can request additional surveys using the form below. If your request can be accommodated within the survey programme, we’ll contact you to confirm the cost before any work begins.

CCDC update – roughness and STE recalculation

You may have received an email from the Consistent Condition Data Collection (CCDC) project team regarding roughness and smooth travel exposure (STE) calculation.

The CCDC data collected is correct. The issue identified is in how the data is used in the 100m Rough table in AWM and relates to how smooth travel exposure (STE) is calculated. The calculation issue may impact RCA’s STE figures but likely only by a small amount.

The CCDC team is working as quickly as possible to fully understand these system issues. We plan to share recommendations with the CCDC Technical Reference Group, which includes local government members, regarding recalculating STE as soon as possible.

We will update you when the best approach has been confirmed.  The CCDC team is liaising with Audit NZ and NZTA as well. We will also update the sector through the REG Learning and Development workshops this week and the REG newsletter.

RCA Insights – road maintenance delivery pavement resurfacing

REG has received some great feedback from RCA staff regarding the recently released RCA Insights reports. We will take on board the feedback including who and when we engage with an RCA.

REG is aware that the RCA Insights statements about longer term maintenance expectations have generated a lot of conversations within local government. We are working with NZTA to confirm expectations for the next National Land Transport Programme (NLTP) so the sector has clear direction in time for preparing your next Asset Management Plan (AMP) and NLTP submission.

The next RCA Insights will focus on each RCA's AMP Review. These will be sent out in September - we will confirm the process next month.

Quarterly reporting update

The Q4 results will be available in Transport Insights on 1 September.

These results will be reported to the Minister of Transport through the NZTA quarterly performance report.​

Candidate Selection Algorithm

The Candidate Selection Algorithm (CSA) primary function is to help Road Controlling Authorities (RCAs) identify candidate sites for renewal interventions - such as resurfacing or rehabilitation - over the 3-year planning cycles.

The latest enhancement to the CSA by REG will integrate the Consistent Condition Data Collection (CCDC) surveys for sealed roads and the Asset Management Data Standard data.


Pilot phase

The pilot phase is underway with initial field testing and validation in Hastings, Whangārei, Auckland and Western Bay of Plenty. A user group is testing the algorithm using CCDC data to assess accuracy and trigger level consistency. Insights from the pilot phase will help refine the algorithm to ensure optimal reliability.

The CSA will be available via Transport Insights from early 2026. RCAs will be able to use the CSA to develop their 2027-37 AMPs and 2027-2030 NLTP bids.

Learning and Development programme: October face-to-face F3 workshop series

RCA Temporary Traffic Management Centre

NZTA is making changes to its TTM processes to better balance safety, cost and disruption to road users. These changes will affect contractors and suppliers to NZTA, local councils and third parties.

NZTA has decided that all RCAs, including NZTA, are required to progressively apply the New Zealand guide to temporary traffic management (NZGTTM) to all relevant activities funded out of the National Land Transport Fund (NLTF) – this was communicated by NZTA letter to CEs of all RCAs on 28 July 2025.


NZTA maintenance suppliers are required to transition to the NZGTTM between 1 September and 1 October 2025. NZTA has worked to convert all other contracts to the NZGTTM, however, some capital projects that began before 2025 will apply the Code of Practice to Temporary Traffic Management until they conclude.

From 1 September 2025, NZTA will run a 12-month proof of concept trial to centralise approval and coordination of state highway Traffic Management Plans (TMPs). The RCA Temporary Traffic Management Centre (RTTMC) will be a centre of excellence for the traffic management risk review and approval process for the state highway network.
