Marlborough Roads Recovery Update

Daytime construction closures remain in place at multiple locations across Marlborough. Please refer to each area's section for further information. Changes to planned road closures will be sent via Antenno. Sign up to Antenno here

Kenepuru: 

  • Island Point, from Onahau Road to Tara Bay
  • Portage Heights, from Portage Resort
  • Moetapu Bay Road
  • Titirangi Road - residents access only

Northbank: 

  • Northbank Road 2km from the start of the road

Port Underwood:

  • Port Underwood Road, the Waikawa side of Whatamango Bay.

All work is subject to weather and other unforeseen circumstances. In the event of unsuitable conditions, work will be rescheduled to the next suitable workday.

New road closures are scheduled to begin this month on Kenepuru Road, Pelorus and in French Pass. Please refer to the new road closures section below for more information. 

Construction continues throughout French Pass, on Croisilles Road and Croisilles-French Pass Road. Closures on Tennyson Inlet Road are now complete. 

On Queen Charlotte Drive pavement sealing and finishing works have been undertaken this week. 

Closures remain in place on Port Underwood Road due to weather event damage and for planned construction closures. 

Please plan ahead for delays of up to 10 minutes at each site in these areas.

New road closures

 
 

Please refer to each area's section for information on existing road closures on Kenepuru Road, Moetapu Bay Road and Port Underwood. 

During all planned road closures, emergency services will be accommodated at all times.

French Pass - Culvert Installation

From Monday 18 to Friday 22 August, closures will be in place on Croisilles-French Pass Road, approximately 4.5km past the Bill Bryant turn off. These closures will be in place between the hours of 8am to 12pm and 12.30pm to 4pm. 

The road closure is required for a culvert replacement as part of drainage improvement and road reinstatement works.

French Pass - Drilling

From Monday 18 to Thursday 21 August, closures will be in place on Croisilles-French Pass Road, prior to the French Pass township for investigative drilling. These closures will be in place between the hours of 8am to 5pm

Due to the narrowness of the road and the size of the drilling unit, the road is needed to be closed to establish set up and complete drilling investigations.

  • Monday 18 and Tuesday 19 August 8am to 5pm
    On Croisilles-French Pass Road, prior to the lighthouse, approximately 600m prior to the French Pass township for 100m.
  • Wednesday 20 to Thursday 21 August 8am to 5pm
    On Croisilles-French Pass Road, after the lighthouse, approximately 300m prior to the French Pass township for 100m.

French Pass - Shoulder Repairs

From Monday 25 August to Friday 12 September, closures will be in place on Croisilles-French Pass Road at two locations near Elaine Bay Road. These closures will be in place Monday to Friday, between the hours of 9.00am - 12.00am and 12:30pm - 3:00pm.

The closures schedule is as follows:

  • Monday 25 August to Thursday 4 September approximately 2km past the Elaine Bay Road turnoff when travelling north.
  • Thursday 4 to Friday 12 September approximately 1.5km prior to the Elaine Bay Road turnoff when travelling north.

The road closure is required for shoulder repairs, drainage improvements and road reinstatement works.

Kenepuru Road - Night Closures

On Monday 25 and Tuesday 26 of August, closures will be in place on Kenepuru Road, between Te Mahia Road and Onahau Road for investigative drilling. These closures will be in place between the hours of 6pm to 7am. (Work to finish 7am on Wednesday 27 August).

Please be aware that on Monday 25 and Tuesday 26 August there will be an hour opening from 5pm to 6pm between Island Point and these closures. This will also occur on the mornings of Tuesday 26 and Wednesday 27 August with an hour opening between 7am and 8am.  

Due to the narrowness of the road and the size of the drilling unit, the road is needed to be closed to establish set up and complete the drilling investigations.

Te Hoiere Road - Pelorus

Daytime construction closures are scheduled to begin on Te Hoiere Road, Pelorus from Tuesday 19 until Friday 22 August. 

The closures will be in place 8am to 12pm and 12.30pm to 5pm, Monday to Fridays.

Outside of the closure days and times, works will be carried out under stop/go traffic management with up to 10 minute delays. If you have any concerns, please contact recovery@marlboroughroads.com.

 

 

French Pass

 
 

Progress continues on Croisilles Road approximately 2km before the Hope Drive/Wharf Road intersection where crews have installed subsoil drains and completed a culvert replacement. 

Minor works continue on Croisilles-French Pass Road towards the French Pass township, for culvert and drainage improvements. From Monday 18 to Friday 22 August, a road closure is required for a large culvert replacement, approximately 4.5km past the Bryant Road turn off.

A closure will also be in place on Croisilles-French Pass Road, prior to the French Pass township for investigative drilling from Monday 18 to Thursday 21 August. For more information on both closures, please refer to the new road closure section above.  

Pavement sealing has been completed on Croisilles-French Pass Road at the gully fill and road retreat site with minor finishing works to be undertaken. Pavement reinstatement works have also been completed on Goat Hill.

New drainage works have been established on Croisilles-French Pass Road in preparation for shoulder repairs. Further works will then be completed under road closure from Monday 25 August for three weeks. Please refer to the new road closure section for more information.

Kenepuru Road

 
 

Investigative drilling is scheduled to be undertaken on Kenepuru Road from Monday 25 August. Please refer to the new road closure section of this newsletter for more information. 

Works continue on Kenepuru Road, prior to the Mahau Road intersection. Crews have started excavation for a road retreat along with preparation of drainage works. These works are being completed under stop/go traffic management. Please plan ahead to allow for delays of up to 15 minutes at this site.

Drainage improvements and culvert installations continue on Titirangi Road, Monday to Friday between the hours of 8am to 5pm. These works are scheduled to continue until September under residents’ access only. The crew are working from Titirangi Beach back towards the Heads. Residents should expect delays of up to 15 minutes.

Daytime construction closures scheduled on Kenepuru Road at Portage Heights and Island Point continue.

The road closure at Portage Heights is located from Portage Resort for approximately 1km towards the Heads. Progress continues on the retaining walls at this site. Whaler installation and backfilling is complete on one of the walls. At a second wall H-pile installation is complete and installation of timber lagging on the face of the wall is underway. Closures are in place at the following times: 

  • Monday to Thursday 8am to 12pm and 12.30pm to 5pm
  • Friday 8am to 12pm and 12.30pm to 3.30pm

The Island Point road closure is located from Onahau Road to Tara Bay. The construction of a retaining wall continues with the wall being backfilled and culvert installation. Closures are in place at the following times:

  • Monday 10am to 12pm and 12.30pm to 5pm
  • Tuesday to Thursday 8am to 12pm and 12.30pm to 5pm
  • Friday 8am to 12pm and 12.30pm to 3.30pm

Outside of the closures, works will be carried out under stop/go traffic management with up to 15 minute delays.

Temporary traffic lights remain in place at Portage Heights and approximately 500m beyond Nikau Cove (when travelling from Portage). Both sites have a 30km temporary speed limit in place. Please expect minor delays and follow all traffic management signage.

Moetapu Bay Road

 
 

Construction closures are in place on Moetapu Bay Road for drainage improvements, retaining wall construction and road reinstatement, under road closure. The closure is in place Monday to Friday from 9am to 3pm, with openings on the hour every hour.

Progress continues on the first retaining wall, approximately 1km from the start of the road. H-pile placement is now complete, with timber lagging installation underway in co-ordination with backfilling the wall in sections.

This week, the crew have mobilised to a second site within this closure section where excavation for a road retreat began. Works at this location will continue until early September. 

Crews were scheduled to move to a second location, 4.5km from the start of the road to undertake works. This has been rescheduled to be completed in warmer weather due to wet ground conditions not being suitable to undertake the work safely. Notification will be sent once a start date is confirmed.

Northbank

 
 

Crews continue to work on Northbank Road, 2km from the start of the road to clear the large slip that is blocking the road. 

Planned construction closures will continue in August at the below days and times:  

  • Monday to Saturday: Closed 9am to 4pm
  • Wednesday and Saturday: Lunchtime opening 12pm to 1pm
  • Sunday and overnight each day: Open

The slip will continue to be monitored and if it is deemed unsafe, the road will be closed and an update sent via the Marlborough District Council's Facebook Page and Antenno.

Marlborough Roads engineers estimate over 20,000m3 of material will need to be removed from this site. 

When travelling near or past our work sites, please ensure you keep outside any fences or barriers for your safety. Please adhere to, and do not move any traffic or safety management in place (i.e. gated closures/cones/signs/traffic lights/barricades) for your own safety.

Pelorus

 
 

Construction on Te Hoiere Road to complete drainage improvements and road reinstatement is scheduled to begin on Tuesday 19 to Friday 29 August.

Drainage improvements and road reinstatement are to be completed under daytime construction closures. The closures will be in place from 8am to 12pm and 12.30pm to 5pm, Monday to Friday.

 

 

Port Underwood

 
 

Following the June/July weather events, just over 200 new faults have been identified in the Port Underwood area. Crews continue to work on the section of Port Underwood Road from Oyster Bay to Rarangi that remains closed to regain access. 

Temporary repairs were undertaken on Port Underwood Road near Oyster Bay to widen the road. Following specialist inspections the road is now open to heavy truck and trailer access from Waikawa to Oyster Bay.

Crews are currently working on repairing scours on the Rarangi end of the road. 

Once access is restored  the Port Underwood area will move to the recovery phase, in which just under 50 sites will require a permanent solution to reinstate the road. 

Planned construction closures continue on the Waikawa side of Whatamango Bay, for the construction of a road retreat.

Bulk excavation works are underway, with the crews progressing with drainage improvement including culvert replacements. Preparation for a new concrete dish channel are also underway. Closures will continue to operate from Monday to Friday, from 9.30am to 2.30pm, until late August.

Works will be undertaken on weekdays at this site from 7am to 9.30am and 2.30pm to 5pm, under stop/go traffic management with delays of up to 15 minutes.

Queen Charlotte Drive

 
 

Construction at multiple sites on Queen Charlotte Drive for retaining walls, drainage improvements and road reinstatement works are now complete. 

This week crews have completed pavement repairs and bollard replacement following road sealing. Hydroseeding has been completed to reinstate grass areas affected by construction, before demobilising from site. 

Sealing is scheduled to take place late-August from Whenuanui (Becks) Bay towards Picton. 

 

 

Tennyson Inlet

 
 

Construction of a second retaining wall and associated drainage improvements on Tennyson Inlet Road, prior to the Opouri Saddle which required daytime construction closures is complete.

Sealing on one section will be undertaken in the coming weeks. Two further sites have been stabilised, with sealing to take place later in the year once the road can reach the required temperature. These works will be completed under stop/go traffic management.

When crews disestablish from the site, speed restrictions will remain in place. Road users are urged to follow speed restrictions and all traffic management at this site. This is for drivers' safety, to maintain the integrity of the base course and limit the requirement for further works prior to sealing.

Waikakaho

 
 

Due to recent flood damage the drop out approximately 6km from the start of the road has deteriorated. Road users are urged to drive with extreme caution and to the conditions.

This week unmanned aerial vehicle (UAV) surveying has been completed above this site. The UAV surveys topographical features of the road and surrounding slopes/slips to inform designs. Remedial works are planned to be undertaken while a design is finalised. 

 

 

Kenepuru Road restrictions

 
 

Kenepuru Road is open to the public, with overweight and overlength vehicle restrictions in place. 

Reduced speed limit signage and temporary traffic lights are in place at Portage Heights and approximately 500m beyond Nikau Cove (when travelling from Portage). Both sites have a 30km temporary speed limit in place. Please expect minor delays and follow all traffic management signage.

Vehicle restrictions remain on Kenepuru Road from Linkwater to the Heads as follows:

Vehicle Restrictions

Vehicles up to 12.6m in length, and 6 tonne in weight can travel on Kenepuru Road and side roads.

To apply for a permit for an over dimension vehicle to travel on Kenepuru Road, email recovery@marlboroughroads.com or call 0800 213 213. 

There are the following hazards on this section of Kenepuru Road and its side roads including Moetapu Bay Road:

  • Slips
  • Drop outs
  • Single lane in places
  • Increased hazard during rain
  • Uneven surfaces and gravel sections

Other recovery roads

Please be aware that on all roads, works may be in progress and/or traffic management in place. Please expect delays and follow all signage and traffic management.

Heavy rain may lead to roads being closed at short notice. Regardless of the status of the road, please drive to the conditions.
