Message from the Senior Practitioner – Helping build your capacity

Thank you for your contributions, which have shaped our thinking on behaviour support and the development of the Positive Behaviour Support Capability Framework.  The framework focuses on the knowledge and skills that underpin contemporary evidence-based practice and supports the NDIS Commission’s commitment to working with providers and practitioners to reduce and eliminate restrictive practices.

Join us for two training webinars focussed on using the NDIS Commission
Portal and reporting on restrictive practices

All behaviour support plans and reporting on the use of restrictive practices must now only be lodged via the NDIS Commission Portal. The NDIS Commission is holding two webinars on Thursday, 7 November 2019 to provide behaviour support practitioners with tips on using the NDIS Commission Portal and to help providers who use regulated restrictive practices complete their monthly reporting requirements.

We are keen to help build your capacity so please contact the Behaviour Support team in your state or territory, particularly if you need advice on regulated restrictive practices within your service.  Contact details for the NDIS Commission Behaviour Support teams are at the end of this newsletter.

Q&A for providers

Do providers implementing restrictive practices with NDIS participants have to be registered?

Yes. If you are a provider who uses, or is likely to use, a regulated restrictive practice in your service to a NDIS participant, you must be registered with the NDIS Commission to provide the service.

Does my registration apply in the new jurisdictions?

Yes. If you are registered in one state or territory, you can now provide services in other states or territories, except for Western Australia, which comes under the NDIS Commission from 1 July 2020.

Q&A for practitioners

Have I been considered suitable as a behaviour support practitioner?

Practitioners are considered provisionally suitable pending assessment against the Positive Behaviour Support Capability Framework. The NDIS Commission has emailed you a letter confirming your status as an NDIS behaviour support practitioner. A hard copy has been sent to your provider. If you have not received the letter, please contact the Behaviour Support team via email at behavioursupport@ndiscommission.gov.au

Where can I get resources to help with my practice?

The NDIS Commission website has a Compendium of Resources for Positive Behaviour Support. This provides behaviour support practitioners with a comprehensive list of assessment tools that can be used for behaviour support assessment, planning, intervention, monitoring and review.

How do I get access to the NDIS Commission Portal?

You must work for a registered behaviour support provider to develop behaviour support plans. This is regardless of whether or not you include restrictive practices in the behaviour support plans you develop.

Step 1 – Your behaviour support provider must notify the NDIS Commission of behaviour support practitioner(s) via our online notification form. Please allow 48 hours for us to process your request before proceeding to Step 2.

Step 2 – Obtain a PRODA account.  PRODA is an online authentication system used to securely access government online services. PRODA is managed by the Department of Human Services .

Step 3 – Log into the NDIS Commission Portal. Self-request access for ‘NQSC BSP Practitioner’. Please make sure you select NQSC BSP Practitioner only. If you need to request other roles, please do this separately. Once your access is approved, you will receive an automated email to confirm that you have access to the NDIS Commission Portal.

When using the NDIS Commission Portal for the first time, we recommend following the user guides located on our website.

Quick tips for using the NDIS Commission Portal

Why do implementing providers need to add outlets in the NDIS Commission Portal?

As part of registration, providers are required to specify where they provide services. This is important for behaviour support. When a behaviour support plan is lodged with the NDIS Commission, it must be associated with the outlet or service location where the regulated restrictive practice is being used.

Why does nothing come up when I try to add a service location?

Click on ‘Providers’ from the left hand side and check you have added a registration group. This makes the service locations become available when adding a behaviour of concern and a restrictive practice.

If you have added a registration group but service locations still do not appear, it may be that the implementing provider has not yet entered their service locations.

How do I find a provider in the NDIS Commission Portal?

If you are having trouble searching for a provider in the NDIS Commission Portal, try using the provider’s ABN only in the search fields.

New behaviour support updates coming to the NDIS Commission Portal

Future updates on the NDIS Commission Portal will address identified usability issues such as removing the 5 day reporting rule. You will also be able to remove behaviours of concern and restrictive practices and providers who have been added in error.
