LFP Panel Payment updates

Doctors of BC and BC Family Doctors continue to work with the Ministry of Health to refine and improve the Longitudinal Family Physician (LFP) Payment Model. We continue to listen to your feedback and adjust the payment model to address your concerns. To submit questions or feedback, please email FP.Billing@doctorsofbc.ca.

LFP Panel Payments and ongoing panel updates in the PAS

Currently, LFP Panel Payments continue to be calculated with an interim methodology based on past MSP billing records to identify the family physician providing the majority of care to each patient. To learn more about the panel payment and the interim methodology, please see BC Family Doctors’ website (member login required).

Work is underway to review the interim methodology and eventually transition the panel payment to be based on family physicians’ panel data that is uploaded into the Provincial Attachment System’s (PAS) Panel Registry. More details about the transition will be shared as they are available.

Family physicians should continue to keep their panel information updated in the PAS. Updated panels help everyone involved in primary care have a better picture of attachment in BC, as we work together to ensure people have access to a primary care provider.

It is recommended that physicians review their panel list in the PAS regularly, and no less than on a quarterly basis, to ensure it is up to date and to correct any possible errors. PAS passwords will expire after 90 days from logging into the system, so a quarterly check-in will ensure no password updates are needed. To assist physicians with this work, improvements such as the ability to transfer panels and an override function for attachment have been recently implemented in the PAS. As a reminder, doctors also can delegate responsibilities in the PAS to someone in their clinic by completing the endorsement process in OneHealthID. Reminder to submit your 2025 LFP Panel Payment claim form

If you have not yet submitted the “2025 LFP Panel Payment” claim form on the Doctors of BC website (member login required), eligible physicians must do so by July 18, 2025 to receive the first and second quarter installments by August 31, 2025.

Eligible physicians enrolled in the Longitudinal Family Physician (LFP) Payment Model must submit an online claim form once per calendar year to claim the panel payment installments for the calendar year. If you have already submitted your 2025 claim form, you do not need to submit the claim form again.

The LFP Panel Payment is not payable to physicians working under a New-to-Practice (NTP) contract. If you are working under a NTP contract and the LFP Payment Model at the same time, please contact FP.Billing@doctorsofbc.ca. The LFP Billing Support team will help determine your eligibility and appropriate payment amount based on your situation.

If you enrolled in the LFP Payment Model in 2024 and were eligible to receive panel payments, but did not submit the 2024 Panel Payment claim form, or if you have questions, please contact FP.Billing@doctorsofbc.ca. The submission of the 2025 LFP Panel Payment claim form will be used solely for processing 2025 panel payments.

Billing tips

Submitting LFP time codes across midnight

MSP/Teleplan does not accept LFP claims that cross calendar days. This means that when providing care across midnight, you will need to separate any time code submissions by calendar day. While this is most common for physicians providing pregnancy & newborn care and inpatient care, it applies to all time codes. In many circumstances, you will need to bill using two different patient PHNs to reflect the “first patient of the day.” (See Section 32c of the LFP Payment Schedule - How to submit time codes.)

To bill time codes across midnight:

Use 2400 hours as the end time for the first calendar day, and 0001 hours as the start time for the following calendar day.
Since time codes must be billed in 15-minute units, physicians may need to adjust the end time accordingly.

As an example:

Sunday, September 21: 2300 to 2400 hours billed using the PHN of the first patient interaction code of Sept 21 in that setting.
Monday, September 22: 0001 to 0331 hours billed using the PHN of the first patient interaction code of Sept 22 in that setting.

New billing tip videos on LFP facility-based pregnancy & newborn care

Reminder to submit your claim for FPSC network payment (previously 14086 and 14010)

As previously communicated, beginning April 2025, the process for claiming the FPSC Assigned Inpatient Care Network and Maternity Care Network Payments was updated. The eligibility criteria remains unchanged. Both payments continue to be payable to physicians who meet the eligibility requirements at $8,400 per year and will be remitted directly to physicians on a quarterly basis ($2,100 per quarter) upon submission of an annual claim form.

In early April, eligible physicians received an invitation from FP.Billing@doctorsofbc.ca with instructions for claiming the payment. If you have already submitted a claim form this year, you do not need to submit it again. Payment for the April - June quarter was remitted by June 13, 2025.

To receive network payments by September 15, 2025, eligible physicians must submit the annual claim form by August 1, 2025.

Update to the PAS support platform

On June 23, 2025, the Provincial Health Services Authority (PHSA) Zoom Video Call Drop-in platform for Provincial Attachment System (PAS) support was updated from Zoom to Microsoft Teams.

The information in the “Training and technical support” section of the Doctors of BC PAS webpage was updated with a new video link and dial-in numbers on this date. The available support hours will remain the same.
