Marlborough Roads Recovery Update

Kenepuru Road to the Heads, and its side roads remain restricted to residents, emergency and essential services.

From Monday 23 September, the resident only restrictions for the first 20km of Kenepuru Road, as far as Onahau Road will be lifted, following a final safety review.  

Works requiring a road closure on Taylor Pass Road, 7km from Meadow Bank Road have been completed. Stop/go traffic management will be used to undertake finishing work at this site tomorrow.

Queen Charlote Drive night closures from 6pm to 5am, 8km from Picton (above Governors Bay) will begin on 23 September for three nights, with openings on the hour during this time. 

A closure is planned on Kenepuru Road, 20km from the start of the road from 23 September, when work on a retaining wall at the Water Tank Slip site will begin. Closures are planned on week days from 8am to 12pm and 12.30pm to 5pm, with a 3.30pm finish on Fridays.

Works on Queen Charlotte Drive continue this week at four sites between Governors Bay and the Grove Jetty. Please factor more time into your travel plans and expect delays. 

Work on Kenepuru Road continues at the retaining wall site near Portage.

Progress on a new bridge, upstream of the current temporary bailey bridge on Waihopai Valley Road continues with work on the abutments.

Please ensure you keep to the reduced temporary speed limits when travelling through worksites to ensure the safety of our crews and road users. We thank you for your patience.

Resident access restriction on Kenepuru Road

 
 

From Monday 23 September, following a final safety inspection the resident only restriction will be removed from Kenepuru Road and some side roads, as far as Onahau Road.

The resident only restrictions will remain on Kenepuru Road from Onahau Road to the Kenepuru Heads, and side roads until further work is completed and a safety audit is undertaken.

The restrictions will also remain on Moetapu Bay Road and Te Mahia Road, until further works and safety audits are undertaken. All other side roads off Kenepuru Road for the first 20km will also have the resident access restriction removed.

From 23 September daytime closures will be in place on Kenepuru Road from Onahau Road for the construction of a 98m retaining wall at the Water Tank slip site. Please refer to the road closure section below for more information.

On 23 September, new speed limits will be implemented on Kenepuru Road, which reduces the speed from 100km/hr to 60km/hr as part of the Marlborough Speed Management Plan. There will also be further reductions in speed limits around the more populated areas along the road. 

Around road works sites there will still be temporary speed limits of 30km/hr. This is to keep both our road workers and the public safe. 

When the resident only restriction is lifted, works and traffic management will continue on this section of Kenepuru Road, which may cause delays. 

 

 

NZTA funding confirmed for Sounds road repairs

 
 

The NZTA Board has approved funding for Phase Three repair works in the outer Sounds area at a Funding Assistance Rate (FAR) of 71 per cent. The work is estimated to cost $141.4M meaning NZTA will contribute $100.4M.

The funding will be used to address more than 1,500 outstanding faults that remain on the local road network that need repairs.

Mayor Nadine Taylor said Council's priority is to get the Kenepuru Road open to a state where we have full public access and we can also allow trucks through.

"We know the Kenepuru community has been waiting for a long time for this certainty. Because of the cost of the repairs, we needed the NZTA funding confirmed to proceed with confidence to get the work done and let residents and businesses in the area to get back to normal," said Mayor Taylor.

Council transport subsidies

 
 

Water and air transport subsidies

With the removal of the resident only restriction on Kenepuru Road up to Onahau Road, the water taxi subsidy will no longer apply to people visiting properties on this section of Kenepuru Road.

The $25 subsidy will continue for non-resident and non-emergency road users accessing properties from the Kenepuru Road beyond the Onahau Road turn off.

Barge subsidies

The barge subsidy will continue for residents, workers and visitors to areas in the Marlborough Sounds that were previously accessible by road.

Road closures

 
 

Kenepuru Road - Water Tank slip

From 23 September, Kenepuru Road from the Onahau Road intersection will be closed to all traffic from 8am to 12pm and 12.30pm to 5pm Monday to Thursday. On Friday the closure will be in place from 8am to 12pm and 12.30pm to 3.30pm.

The closures are in place for the construction of a 98m retaining wall at the Water Tank slip site, along with drainage upgrades and road reinstatement. The road closure timings will be reviewed after the first stage of works are completed. Works will be undertaken outside of these days and times under stop/go traffic management with up to 15 minute delays. If you have any concerns, please contact recovery@marlboroughroads.com.

Queen Charlotte Drive 

Queen Charlotte Drive, 8km from Picton, prior to Ngakuta Bay above Govenors Bay will be closed to all traffic from 23 September for three nights from 6pm to 5am, with openings on the hour to allow traffic through. During the closure, anchors will be installed along with significant works to construct a retaining wall at the site. 

Taylor Pass Road

Work on Taylor Pass Road, 7km from Meadow Bank Road that required a road closure have been completed a day early. Work will be completed at this site under stop/go traffic management tomorrow. 

 

 

Kenepuru Road Restrictions

 
 

Currently, Kenepuru Road to the Heads, and its side roads continue to be restricted to residents, emergency and essential services.

From 23 September, following a final safety audit the resident only restriction on Kenepuru Road will move to between Onahau Road to the Heads. The resident only restriction will also be removed from side roads to Onahau Road, excluding Moetapu Bay and Te Mahia roads.

These roads have severe storm damage and entry into this section of Kenepuru Road is at resident and emergency or essential service drivers' discretion.

Residents only are permitted to walk and cycle on roads which are restricted to residents.

The following vehicle restrictions remain on Kenepuru Road from Linkwater to the Heads:

Vehicle Restrictions

Vehicles up to 12.6m in length, and 6 tonne in weight can travel on Kenepuru Road and the following side roads; Mahau Road, Torea Road and Moetapu Bay Road as far as Double Bay Reserve.

This allows residents access to boat launching areas at Double Bay Reserve, Torea and Portage.

On all other side roads, between Kenepuru Road to the Heads no vehicles over 8m in length or 3.5 tonne in weight are permitted.

The following restrictions also apply on Kenepuru Road and it's side roads including Moetapu Bay Road;

  • No campervans, vans or buses.
  • Only 4WD and light vehicles.

There are the following hazards on this section of Kenepuru Road and its side roads including Moetapu Bay Road;

  • Slips
  • Drop outs
  • Single lane in places
  • Increased hazard during rain
  • Uneven surfaces and gravel sections

Extreme care should be exercised and daylight driving only is strongly recommended.

Resident Definition:

The definition of a resident, in terms of who is able to access roads restricted to resident and emergency services is;

A permanent resident, owner of a holiday home/bach, or the owner of a commercial interest.

It does not include visitors who are hiring or renting a holiday home or bach, where rental arrangements have been made through either a property letting agency or directly with the owner.

Other Road Restrictions

 
 

Anakiwa Road is open to vehicles less than 12.6m. Beyond Tirimoana Jetty, only light vehicles weighing less than 3.5 tonnes are allowed, unless by prior arrangement.

French Pass and Tennyson Inlet are accessible, but drivers should be aware that the road is narrower than usual in some sections.

Please be aware that on all roads, including those with public access, there may be areas of works and traffic management in place. Please expect delays and follow all signage and traffic management.

Heavy rain may lead to roads needing to be closed urgently. No matter the status of the road, drive to the conditions.

Anakiwa Road

 
 

Work started on two new sites on Anakiwa Road this week. 

Work is underway 2km from the start of Anakiwa Road. Drainage improvements and a minor road realignment at this site will move the road away from the underslip. This site is under stop/go traffic management while work is completed. 

The second site is 3km from the start of Anakiwa Road, where traffic lights are currently in place. This week work to improve drainage and pavement sealing has been undertaken. The lights at this site will be removed once the remedial works have been completed.

Please plan ahead for short delays while this work is completed.

 

 

French Pass

 
 

Last week work to upgrade a culvert on Wharf Road, Okiwi Bay, was completed. The road has been reinstated and is now open to all traffic with the crew demobilised from site.

Work on the construction of a new retaining wall, 5km from Okiwi Bay on the Croisilles-French Pass Road continues. With excavation complete, this week anchors have been drilled to support the new wall. The lights at this site will be removed once the remedial works have been completed.

A new site, 300m prior to the Croisilles Road and Wharf Road intersection, has been established. This week culvert installation was completed, including a new headwall and outlet. Preparations for a mechanically stabilised earth (MSE) wall at this site have also commenced.

These works will be carried out under stop/go traffic management, please plan ahead for minor delays.

Kenepuru Road

 
 

On Monday 23 September, the resident only restriction from Kenepuru Road to Onahau Road will lift following a final safety review. In preparation for the restrictions lifting, new signage has been installed. Please ensure you take note of the new speed restrictions and adhere to any traffic management on the road.

From 23 September daytime closures are planned on Kenepuru Road, from Onahau Road, Monday to Thursday 8am to 12pm and 12.30pm to 5pm. On Fridays the closure will be in place 8am to 12pm and 12.30pm to 3.30pm. These closures are for the construction of a retaining wall, drainage improvements and road reinstatement, 20km from the start of the road at the Water Tank slip site. This week the foundations of the retaining wall site near Torea, prior to Portage on Kenepuru Road are taking shape. The H Piles have been installed and subsoil drainage has been completed. This week the crew have started installing boarding on the face of the wall along with timber pole installation.

The Nopera side of the St Omer Hill remains open to one lane where significant overslip material came down in the heavy rain earlier this month. The road will remain open to one lane until the upslope settles. This will be reviewed in October.

Pavement repair and drainage installation is scheduled to begin at the end of the month on Titirangi Road, 3.7km from the Kenepuru Heads.

Investigative drilling continues on Kenepuru Road, Monday to Friday during the day at the sites:

  • Friday 20 and Monday 23 September at Tara Bay, from 2182 Kenepuru Road for 450m towards Tara Bay Road.
  • Tuesday 24 to Wednesday 25 September at Portage Heights, from 3000 Kenepuru Road for 300m towards Kenepuru Heads.

The drilling sites will be under stop/go traffic management, with minor delays. The information from this drilling work will inform designs required ahead of road repairs. Please factor more time into your travel plans. If you have any concerns, please contact recovery@marlboroughroads.com

Please note we are currently undertaking unmanned aerial vehicle (UAV) surveying of Kenepuru Road. The UAV surveys topographical features of the road and surrounding slopes/slips to inform designs.

Northbank

 
 

Sections of Northbank Road remain under traffic management and/or speed restrictions. For your safety, and that of other road users please ensure you adhere to these restrictions.

2.2km from the start of Northbank Road, remains open to one lane with a priority giveway and 30km temporary speed limit in place.

17.5km from the start of Northbank Road traffic lights are in place. The lights are required due to unstable rock on the bluff and slopes at the site. The lights are positioned so that vehicles are stopped in low risk areas. We are regularly monitoring the lights to make sure they are operational. This is a complex site and our design and construction teams are working hard to find the most appropriate solution. Once the preferred option is selected, works will begin and the traffic lights will be removed.

 

 

Okaramio

 
 

Culvert installation began this week on Long Valley Road, approximately 25km from the start of the road. The site will be under stop/go traffic management while work is completed. 

 

 

Queen Charlotte Drive

 
 

Work continues at four operational sites on Queen Charlotte Drive between Grove Jetty and Governors Bay.

This week at the site 8km from Picton above Governors Bay, work began on the construction of a rail iron retaining wall. This is in preparation for the larger scale work that will be undertaken next week under night closures. This section of the road will be closed to all traffic for three nights from 23 September between 6pm and 5am. For further information please refer to the road closures section above.

Bulk excavation works are now complete at the road retreat site 500m before Aussie Bay. Work will now begin to move the road inland, away from the underslip as the crew pour the concrete channel and infill behind it this week. 

Drainage work at the site 350m beyond Aussie Bay, towards Momorangi Bay is now complete. These sites, either side of Aussie Bay, are scheduled for pavement sealing this month. The crews will demobilise from site once minor finishing work is completed. 

Due to weather delays, finishing works at the retaining wall site 1.3km prior to Ngakuta Bay when travelling towards Picton are scheduled to be completed this week (weather permitting). Once completed the crew will demobilise from site.  

Please keep to the reduced temporary speed limits when you're travelling through our worksites to ensure the safety of crews and road users. We thank you for your patience.

Taylor Pass

 
 

The culvert installation on Taylor Pass Road, 7km from Meadow Bank Road is almost complete. Two culverts have been upgraded under the road closures, which finished today at 5.30pm. Tomorrow road reinstatement and finishing works will be completed under stop/go traffic management.

 

 

Waihopai Valley

 
 

Progress continues on the new bridge on Waihopai Valley Road. All piles and pile caps across the river are now complete. With the concrete abutment on the far side of the bridge now poured, work on abutment H begins. 

Weather permitting, the first load of beams will soon begin to arrive on site. 

The current bailey bridge will continue to operate as crews build the new bridge. Please expect increased activity around this area.
