New LFP Payment Schedule and reminders of upcoming deadlines

Doctors of BC and BC Family Doctors continue to work with the Ministry of Health to improve the Longitudinal Family Physician (LFP) Payment Model. We continue to listen to your feedback and make payment model changes to address your concerns. To submit questions or feedback, please email FP.Billing@doctorsofbc.ca.

In this newsletter, we are providing information on the following:

  • Updated LFP Payment Schedule.
  • Reminder to resubmit 2024 annual registration codes by March 31. 
  • Final deadline to complete the requirements for the PAS Panel Registry Payment.
  • LFP Payment Model facility-based care resources.
 

LFP Payment Schedule changes:

30% Limit on Non-Panel Services 
Under the LFP Payment Model, services for non-panel patients cannot be more than 30% of the total services provided. Physicians who need time to meet this requirement can submit a Transition Code (98001). The March 11, 2024 LFP Payment Schedule has extended the end date for the Transition Code to September 30, 2024. 

We will be working over the next few months with the Ministry to develop a process that provides longer-term exceptions to the 30% limit when appropriate. 

Other changes
Wording changes have also been made to the withdrawal section and definition of Complex Contraception Service to make them easier to understand. 

We recommend reviewing the updated LFP Payment Schedule in its entirety to ensure that you are billing accurately as several changes have been made in the last three months.

BC Family Doctors’ web resources, including the Simplified LFP Guide and Billing Question Library, are being updated to reflect all of the changes to the payment schedule.

 

Upcoming deadlines

Deadline approaching: Resubmit your annual registration code by March 31
All physicians enrolled in the LFP Payment Model must resubmit their registration code (98000) by March 31, 2024 to continue billing under the LFP Payment Model. 

LFP locum physicians must submit the locum registration code (98005) and the LFP locum registration form by March 31, 2024. (Locums no longer need to submit registration code 98000 in addition to 98005.) 

If the registration code is not submitted by March 31, no subsequent payments will occur under the LFP Payment Model until it is submitted.

You may also need to re-submit the CLFP Portal Code (14070) or Locum Portal Code (14071) depending on your practice settings and circumstances.

Final deadline to complete requirements for PAS Panel Registry Payment
Doctors of BC and the Ministry of Health have extended the deadline to March 31 for doctors to submit their panel lists to MSP/Teleplan, commit to maintaining their panel data, and provide information into the Provincial Attachment System (PAS) Panel Registry. Doctors are also asked as part of this work to acknowledge if they are accepting new patients. All these components must be completed in order to be eligible to claim the $6,500 Panel Registry Payment.

Incorporating facility-based care into LFP Payment Model

It is anticipated that starting in June 2024, some facility-based services will be billable under the LFP Payment Model. To access the most up-to-date information, watch the recorded presentation, visit BC Family Doctors’ webpage on LFP Facility-based care or Doctors of BC’s LFP Payment Model webpage. 

As we continue to work on the details of how facility-based services are incorporated into the LFP Payment Model, we will share these details as they are developed. As we have done for the clinic-based LFP Payment Model since it launched in 2023, we will listen to your feedback and suggestions to make ongoing improvements to the LFP Payment Model for facility-based services.
