Expansion of the LFP Payment Model

The purpose of this newsletter is to provide the latest updates on the implementation of the Longitudinal Family Physician (LFP) Payment Model. To submit questions or feedback, please e-mail LFP.Billing@doctorsofbc.ca.

 

Doctors of BC and BC Family Doctors continue to work with the Ministry of Health to improve, expand, and develop tools and supports for the Longitudinal Family Physician (LFP) Payment Model. We continue to listen to your feedback, meeting regularly with the provincial government to address concerns. 

Today we are providing updates on: 

  • Expansion of the LFP Payment Model
  • Update on panel clean up and submissions
  • New third-party services provider for panel uploading
  • Webinar on Patient Attachment System  
 

Update on LFP Payment Model expansion 

Doctors of BC, BC Family Doctors and the Ministry of Health continue to work toward expanding the LFP Payment Model. The current phase of deliberations is focused on facility-based care for inpatient, maternity, palliative, and long-term care. Our goal is to conclude these discussions and announce the expanded approach this fall, with implementation to follow as soon as possible. Watch for more detailed information about the timeline in the coming weeks. Future expansion to be considered will include emergency medicine care provided by longitudinal family physicians, and ongoing discussions are underway to adapt the model to meet the needs of rural communities and physicians. As this is a transitional year, we look forward to implementing a more cohesive approach that will bring the long-term benefits of the new payment model to family physicians providing patient care in our facilities.

Important –Register for a date to submit patient panels 

Physicians billing under the LFP Payment Model should be aware that they must submit a list of empanelled patients to MSP Teleplan by October 31, 2023. To ensure that we maintain a consistent volume of submissions and remain within MSP Teleplan’s system capacity, we ask that everyone clean up your panels as soon as possible, and then register to upload your list. Guides and resources to help with panel clean up can be found on the Health Technology Resources webpage. You can also submit a service request for assistance, or email psp@doctorsofbc.ca.

Registration

Once you have completed panel clean up, there are two ways to upload your list:

  • Through your Electronic Medical Record (EMR), or 
  • Through our third-party billing services provider, Dr.Bill. More details about Dr.Bill can be found below.
 

Using EMRs

Physicians can upload lists from the following EMRs: MedAccess, Profile, Accuro, MOIS, CHR, and MYLE.

Submissions through EMRs may be done up to and including October 13. Uploading lists on EMRs will not be an option after this date. Anyone submitting lists after October 13 must use our third-party billing services provider (information can be found below).

Physicians using these EMRs need to:

  • Register as soon as possible for a date to upload your list once you have completed your panel clean up. Register as soon as possible for a date that is convenient. 
  • Submit your list on your selected date. There will be different instructions on how to upload information based on the type of EMR you use. Reminder: Please include your Facility Code on each claim when submitting your panel information.

We are using this procedure to manage increases in volume. The number and timing of panel submissions will ensure that an influx of submissions does not disrupt the system.  We want to ensure that billing and payment processes continue uninterrupted.  

 

Using third-party billing services provider 

Physicians may upload lists to MSP Teleplan through our third-party billing service provider, Dr.Bill. However, you must use Dr.Bill if you:

  • Plan to upload lists after October 13. Dr.Bill will be able to transmit lists to MSP Teleplan in a controlled manner, based on Teleplan capacity. 
  • Use an EMR that is not included in the list above.

You may also simply choose to use the third-party service instead of your EMR. This option is provided at no cost to physicians. 

Dr.Bill provides medical billing services for more than 8,000 physicians in British Columbia, Alberta, and Ontario. The organization has worked closely with Doctors of BC and MSP Teleplan to create a secure patient panel submission service that will be available to all family doctors. Resources and information on how to submit panel lists using Dr.Bill will be shared in the coming weeks. Do not register for this panel upload service until instructions are available. 

 

Provincial Attachment System 

On September 14, Doctors of BC will host a webinar on the recently announced Provincial Attachment System (PAS), with a focus on topics of importance to physicians. Family physicians, medical office assistants/clinic managers, and executive directors of Divisions of Family Practice (or delegates) are welcome to attend. The webinar will be recorded.  

The goal of PAS, which includes the Health Connect Registry, is to bring together unattached patients with longitudinal family doctors who have capacity to accept new patients. More information is available in a recent newsletter sent to family physicians.
