Major Grant Recognizes the Power of a Holistic Approach

You have long been investing in a belief central to our mission: when students are supported academically, socially, and emotionally, they are far more likely to thrive in their chosen postsecondary pathways and beyond.

We have great news to share that will provide even more momentum to the mission!

For more than five years, IHDF has been a proud recipient of the Colorado Department of Higher Education’s (CDHE) Colorado Opportunity Scholarship Initiative (COSI), which provides matching scholarships for eligible students. Recently, COSI expanded its funding to support programs across the state that offer comprehensive services to ensure postsecondary persistence and completion. With this focus, IHDF was well positioned to pursue this opportunity.

We are excited to share that the “I Have A Dream” Foundation of Boulder County was selected as the largest non-profit recipient of the COSI Achieve Grant through CDHE’s Colorado Opportunity Scholarship Initiative.

Grounded in statewide outcomes data, this award affirms what you have helped us demonstrate over time: students who receive both scholarship support and holistic services are significantly more likely to persist, complete their credentials, and transition into meaningful careers.

What this means for Dreamer Scholars and Impact

COSI Achieve strengthens and extends the model that defines IHDF:

  • Comprehensive support: Expanded coaching, advising, and wraparound services to help students navigate the full reality of postsecondary life

  • Stronger financial pathways: Increased tuition support to reduce reliance on student loans

  • Broader access: New scholarship opportunities for eligible youth beyond our K–12 programs

This is a natural extension of our work partnering with students and families from elementary school through post-secondary and into career—ensuring they don’t just access opportunity, but are prepared to succeed within it.

Why it matters

The COSI framework factors in barriers we see every day—housing instability, childcare needs, mental health, and career uncertainty—and funds solutions that address them directly. It’s a comprehensive approach that aligns deeply with our vision of a future where every young person has equitable access to the opportunities that unlock their potential.

The COSI Achieve grant program launches July 2, 2026.

Your support helped build the foundation for this moment. Now, with the state investing alongside you, we are positioned to reach further and support Dreamers more fully than ever before.

With gratitude,

Dr. Perla Delgado, CEO/Executive Director
