SH1 Timaru to St Andrews safety improvements

It's been a while since we've been in touch and we thank you for your patience.

Improving road safety is a top priority for NZTA and how we invest in road safety is changing. 

Our focus is on delivering safe roading infrastructure via the Roads of National Significance and Roads of Regional Significance, providing enhanced maintenance and highway resilience. Some funding is available for value-for-money safety improvements at the highest-risk locations. 

How speed limits are managed in New Zealand is also changing. NZTA will be supporting a targeted approach to highway speed management focussed on safe and efficient travel and supporting Police to meet speed-related enforcement targets.

These changes in priorities mean the SH1 Timaru to St Andrews safety improvements project is no longer proceeding through to construction. 

All planning and design work will be kept for future reassessment. We will let you know if this project is prioritised again.

We sincerely thank everyone who has been involved in this project and who provided valuable insight and feedback. NZTA plans for the long-term and we value ongoing conversations with our transport partners, stakeholders, and the community.

  • The Government Policy Statement on land transport 2024-34 (GPS) changes how NZTA invests in safety across the highway network. Safety remains a priority objective in the GPS, with safety embedded across all investment.
  • The National Land Transport Programme 2024 is NZTA's response and commitment to the GPS. The NLTP determines where funding is prioritised across the state highway network across all investments –programmes and projects.
  • As confirmed in September, the NLTP 2024-27 prioritises NZTA investment in road safety on encouraging safer driving behaviour, promoting safer vehicles and building safer infrastructure, so people can travel safely and efficiently.
  • The new Land Transport Rule: Setting of Speed Limits 2024 announced by the Government in March, changes the rules that govern how speed limits are set. NZTA is identifying state highway locations impacted by the new Rule and advise on next steps for speed limit changes in coming weeks. The new Rule will impact NZTA’s approach for considering future speed limit changes on highways.
