Participatory Design workshop on a vision for modulated fees

 

Defra hosted a Participatory Design workshop on a vision for modulated fees on 24 October in London, which was attended by 135 stakeholders from across the value chain.

An initial presentation from the Defra team set the context before attendees met in groups to discuss:

  1. Future criteria (in addition to recyclability) that could be used for modulating packaging materials
  2. The most appropriate level of granularity for the packaging reporting list in future years of EPR for the scheme administrator to perform its functions for modulated fees and to inform the value chain about packaging placed on the market.

During the event, participants also had the opportunity to review and comment on the draft materials shortlisted for increased fees via a QR code link.

The facilitators have summarised the discussions from each of their tables and these will be used to collate themes and views to be shared as a summary once completed. 

The next online events on modulated fees in which we welcome participation will include:

  • A workshop on packaging materials that are difficult to substitute for more recyclable options
  • One-to-one interviews with material organisations on materials shortlisted for increased fees
  • Workshops with technical experts and environmental Non-Governmental Organisations (NGOs)
  • A webinar to share the results of Kantar’s study, assessing likely behavioural changes to modulated fees in the UK
