Energy, Climate Change and Disaster Risk Management

Building Climate Resilience: Tanzania Launches the SOFF Project.

As climate change intensifies, the demand  for accurate and reliable weather data has become more critical than ever.  The Systematic Observations Financing Facility (SOFF) is a groundbreaking initiative addressing this need by enhancing global weather and climate data systems, especially in vulnerable regions. Established by the World Meteorological Organization (WMO), UNDP, and UNEP, SOFF aims to improve weather observation and forecasting infrastructure, ensuring communities worldwide are better prepared for extreme weather events. 

A Milestone in Tanzania’s Climate Action 
In a significant step toward this global mission, Tanzania officially launched the SOFF Project  in Dodoma. This collaborative effort between the Tanzania Meteorological Agency (TMA), UNDP, and the Danish Meteorological Institute (DMI) is designed to boost  Tanzania’s capacity to generate and share high-quality climate data. By aligning with the Global Basic Observing Network (GBON) standards, the project will not only enhance weather forecasting but also strengthen climate resilience at both national and global levels.

Vice President's Office and UNDP Launch Biodiversity Financing Plan Initiative (BIOFIN) to protect Biodiversity Conservation in Mainland Tanzania. 

The Vice President’s Office, in collaboration with the United Nations Development Programme (UNDP), launched the Biodiversity Financing Plan Initiative (BIOFIN) in mainland Tanzania, aimed at bridging the financial gap in biodiversity conservation and supporting the country's commitment to achieving the Sustainable Development Goals (SDGs). At the launch event, officiated by Hon. Abdallah Hassan Mitawi, Deputy Permanent Secretary (Environment) of the Vice President’s Office, reaffirmed the government’s dedication to strengthening Tanzania's biodiversity conservation efforts and aligning its financial mechanisms with environmental goals. 

BIOFIN will:

  • Integrate biodiversity considerations into policy and decision-making processes, ensuring their inclusion in national planning and strategies.
  • Encourage businesses to reduce negative impacts on biodiversity and enhance positive outcomes by developing financial tools and incentives for biodiversity-positive activities.
  • Promote sustainable consumption patterns that contribute to biodiversity conservation through policies encouraging responsible production and consumption.
  • Identify and eliminate harmful financial incentives and subsidies that degrade biodiversity, proposing necessary reforms.
  • Mobilize increased financial resources from diverse sources to support biodiversity conservation and ecosystem services. 

The Biodiversity Financing Plan (BFP) is designed to enhance Tanzania’s efforts to protect and sustainably manage its rich biodiversity. It aims to mobilize the necessary financial resources, improve the delivery of biodiversity-related projects, and align national expenditures with biodiversity conservation priorities.

Uplifting Lives: A Transformative Initiative in Tanzania's Coastal Communities- Bagamoyo.

"I used to practice seaweed farming, but with the training from UNDP and the Institute of Rural Development Planning (IRDP) on seaweed, sea cucumbers, and crab farming, I’ve learned that we can produce many products, including fibers, oil, and soap from seaweed and crab shells," says Jumanne Ramadhani, a member of the Bagamoyo Entrepreneurs group, which includes 33 women and 7 men. This group has been supported by the Bahari Maisha - Raising the Blue Flag project, a collaboration with UNDP’s #PartnersatCore.

In the vibrant coastal communities of Tanzania, where azure waters meet sandy shores, this transformative initiative is set to change lives. The project is not just about economic growth; it represents a bold commitment to uplifting women and youth, who are the backbone of these communities. Imagine a future where traditional fishing practices are revitalized, seaweed farming thrives, and eco-tourism flourishes—not as isolated efforts, but as interconnected pathways to sustainable prosperity. With a focus on harnessing the potential of the blue economy, the project is unlocking new opportunities while ensuring the preservation of fragile coastal ecosystems for future generations.

Empowering Tanzanian MSMEs:UNDP and CRDB Bank Foundation Launch  AfCFTA Simplified Guide

UNDP and the CRDB Bank Foundation recently launched a simplified guide for SMEs, aimed at enhancing the participation of Tanzanian small and medium-sized enterprises (SMEs) in the African Continental Free Trade Area (AfCFTA). This initiative epuips MSMEs with practical tools and knowledge to expand their businesses across African markets. The event, officiated by Hon. Exaud Kagahe, Deputy Minister of Industry and Trade, reaffirmed the government’s commitment to strengthening Tanzania’s MSMEs. As key drivers of employment, innovation, and  inclusive growth, MSMEs play a crucial role in  Tanzania’s transition to middle-income economy.

The initiative provides SMEs with essential resources, including: Market entry guidance from trade experts, Value chain mapping to identify trade opportunities and help entrepreneurs navigate trade procedures and regulations. The Simplified AfCFTA Guide, launched, serves as a comprehensive resource for SMEs seeking to expand their  market reach. In addition, UNDP-CRDB Foundation capacity-building initiative is strengthening SME’s competitiveness, and trade readiness.  The collaboration with key institutions, including the Tanzania Revenue Authority (TRA), Tanzania Chamber of Commerce, Industry and Agriculture (TCCIA), and Tanzania Bureau of Standards (TBS), ensures that SMEs receive the necessary support to engage effectively in AfCFTA markets.  This initiative is a major step forward in positioning Tanzanian SMEs to harness the vast potential of the AfCFTA, fostering economic integration and sustainable development.

Empowering a Resilient Nation Through Inclusive Insurance 

Recently, we celebrate 13 graduates of the Inclusive Insurance Certification Programme! In partnership with the Africa College Of Insurance & Social Protection and in collaboration with the Association of Tanzania Insurers, we’re building a more inclusive and resilient insurance sector. Sponsored by Tanzania Reinsurance (Tan-Re ) and Grand Reinsurance (Grand-Re), this milestone marked a key step in tackling capacity gaps in Tanzania’s growing insurance market. Our mission with partners is to expand access to insurance for historically underserved communities.The graduates represent stronger capacity and a shift in leadership for inclusive insurance. Equipped with the skills and vision to navigate Tanzania’s evolving market, they are ready to drive meaningful change. 

Whilst giving his remarks, the Guest of Honor. Dr Baghayo Saqware, Tanzania Insurance Regulatory Authority Commissioner,  emphasized the importance of inclusivity, stating that we must shape and equip our people to increase the number of leaders. By doing so, services and trust will be strengthened, and outreach will be significantly enhanced. While Tanzania's insurance market has grown significantly, insurance penetration remains relatively low, especially among vulnerable populations. This underscores the pressing need for innovation and attention to inclusive insurance, offering accessible and affordable solutions tailored to low-income individuals and vulnerable communities. Through this approach, we aim to address specific needs, such as securing the livelihoods of small-scale farmers and other vulnerable groups against climate change, disasters, and other risks.

UNDP, VODACOM, and COSTECH Partner to Jointly Host Innovation Week Tanzania and the Future Ready Summit. 

In a spirit of collaboration and shared commitment to strengthening innovation and driving digital transformation, the United Nations Development Programme (UNDP) Tanzania through its FUNGUO Innovation Programme, Vodacom Tanzania, and the Tanzania Commission for Science and Technology (COSTECH) have announced a partnership to jointly host Innovation Week Tanzania 2025 (IWTz2025).  Anchored by Vodacom’s Future Ready Summit, this flagship event will take place from 12–16 May 2025 at the Julius Nyerere International Convention Centre in Dar es Salaam, with nationwide satellite activities.This year’s theme, “Innovation for a Resilient and Inclusive Future,” reflects a shared commitment to shaping smart, sustainable, and inclusive urban futures, addressing youth jobs in the digital era, and accelerating the commercialization of research and innovation.

FUNGUO Innovation Programme: Powering Women-Led Businesses to New Heights. 

Women entrepreneurs across the world face significant challenges when trying to establish and scale their businesses. From limited access to funding and networks to societal expectations that often place additional burdens on them, the road to success is rarely smooth. However, with the right support systems in place, these women can overcome the odds and build enterprises that not only survive but thrive.  In Tanzania, the United Nations Development Programme (UNDP), in partnership with the European Union and the UK Government, is tackling systemic barriers to gender equity in entrepreneurship through the FUNGUO Programme. The initiative fosters an ecosystem where women-led businesses thrive by combining catalytic grant funding with holistic support including technical training, tailored mentorship, and advocacy for policy reforms. FUNGUO has catalysed sustainable growth for 61 Tanzanian enterprises, channelling TZS 5.2 billion into innovative impact ventures. Notably, 30% of these businesses are women-led/founded, a strategic investment reflecting the programme’s commitment to levelling the playing field. Beyond financial metrics, FUNGUO prioritizes long-term empowerment, equipping women entrepreneurs with tools to scale their impact, access markets, and drive inclusive economic progress.

Celebrating International Women's Month!!

 

International Women's Day 2025 in Tanzania was a powerful testament to progress and a renewed commitment to gender equality. The national celebration, held in Arusha under the theme "Women and Girls: Strengthening Equality, Rights, and Empowerment," gained particular significance as it coincided with the 30th anniversary of the Beijing Declaration and Platform for Action, a pivotal global commitment to advancing women's rights. UNDP Tanzania, through its Energy Efficiency Project and FUNGUO Innovation Programme, ensured that the voices and achievements of women beneficiaries were not only acknowledged but amplified. Our efforts went beyond mere participation; we actively engaged in initiatives designed to create tangible change in the lives of women and girls throughout the nation.

A key highlight from women’s month was UNDP's partnership with the Rising Woman Initiative, a collaboration with Mwananchi Communications and Crown Media. This initiative brought well-deserved attention to eight remarkable women from UNDP's FUNGUO Innovation program and Energy Efficiency programs. Through features in The Citizen newspaper and a live radio interview on Crown Media, these women shared their inspiring stories of perseverance, innovation, and the significant impact of UNDP's programs in empowering women across various fields. UNDP was honored with the Woman of the Future Award, recognizing its commitment to advancing gender equality through programs and strategic partnerships. 

The Resident Representative of UNDP delivered a compelling keynote speech at the Rising Woman Gala, advocating for gender-responsive policies and investments that pave the way for women's entrepreneurship, leadership, and innovation. This event served as a crucial platform for change, fostering important conversations with key international partners. UNDP's dedication to gender equality was further recognized with the Woman of the Future Award, a prestigious honour acknowledging UNDP's commitment to empowering women through impactful programs and strategic partnerships. This award serves as an inspiration to continue breaking down barriers and building a more equitable society.In Arusha, the Women's Day Exhibition showcased our women beneficiaries’ innovations and UNDP's various programmes. The Minister of Gender, Dr. Dorothy Gwajima, visited the joint UN booth and witnessed firsthand the transformative power of initiatives such as the Energy Efficiency Action Plan (EEAP) and the FUNGUO Innovation Program.

The impact of UNDP's work extends beyond individual projects. By investing in girls' education, women's economic empowerment, and digital skills, UNDP is unlocking opportunities and contributing to a more inclusive and prosperous Tanzania for all.  Looking ahead, UNDP remains dedicated to mentorship programs for young women, strengthening the next generation of leaders in engineering, entrepreneurship, and conservation. UNDP will continue to utilize the insights gained from International Women's Day 2025 to inform future policy recommendations and programmatic interventions, driving long-term systemic change and creating a society where every woman and girl can reach her full potential. 

 

Disability Inclusion  

UNDP recently facilitated a crucial consultation meeting with the PMO-LYED, OPDs, international organizations, and development partners to review Tanzania’s disability inclusion progress and set actionable commitments for the 2025 Global Disability Summit. This collaborative effort aimed at evaluating the 2022 commitments and ensuring that future goals are both ambitious and achievable, backed by the necessary resources, to drive meaningful change for persons with disabilities. Following this, a validation meeting was held in Zanzibar with the government, supported by UNDP, where commitments raised by persons with disabilities were reviewed and endorsed.

These commitments covered key areas such as inclusive healthcare, education and skills development, economic empowerment, governance, accessibility, and gender equality. Government representatives expressed their commitment to integrating these into their action plans for the 2025/2026–2026/2027 budget period. With these validated commitments, Tanzania intends to make significant impact in creating a more inclusive society for all, reinforcing the importance of disability inclusion across both mainland Tanzania and Zanzibar. The focus on practical, impactful interventions reflects the country’s dedication to ensuring no one is left behind in its development journey.

 

Partnership 

Ireland Minister Visit to Tanzania DIT Via Energy Efficiency Project. 

Delighted to host ’s Minister of State for International Devpt & Diaspora, Hon. Neale Richmond TD, alongside Education Minister Hon. Prof. Adolph Mkenda, at the Dar es Salaam Institute of Technology (DIT) Energy Efficiency's Project Laboratory. The minister had the opportunity to engaged with beneficiaries of the UNDP's Energy Efficiency Project scholarship program and  local innovators. With this visit, The Irish Minister announced TZS 1.3 billion in support for UNDP’s Energy, Climate Change & Disaster Risk Management Portfolio, emphasising the vital role of partnerships in addressing global energy challenges.Hon. Moreover, he reaffirmed his commitment to the multilateral system, highlighting Ireland’s continued support for and UNDP. 

This visit underscored Ireland’s commitment to promoting energy efficiency and building local capacity in Tanzania. Key initiatives supported by Ireland include:

  • Sponsoring 25 young women to pursue master’s degrees in Sustainable Energy Engineering at DIT.

  • Offering intensive training in Energy Auditing (CEA) and Energy Management (CEM) to over 150 professionals.

  • Providing financial support and seed funding to 10 young innovators to implement energy efficiency solutions in Tanzania.

  • Finalizing the newly launched National Energy Efficiency Strategy (2024-2034).

We are grateful to the Irish Embassy in Tanzania and the European Union for their continued support, which has significantly amplified the impact of energy efficiency initiatives in Tanzania.

It is with great pleasure and mixed emotions that we announce the departure of Mr. Robert Washija, our talented Energy Efficiency Analyst based in Dodoma. Robert has accepted an exciting international position as the Project Manager for the Energy Efficiency Project in UNDP Lesotho. This opportunity is a true testament to his hard work, dedication, and expertise in the field. While we will greatly miss Robert's contributions and presence, we are incredibly proud of his achievements and the bright future that lies ahead. We have no doubt that he will bring the same level of excellence and passion to his new role, and truly, the sky is the limit for him. Robert, thank you for all you’ve done, and we wish you nothing but the best in Lesotho!

It is with great pride and warm wishes that we congratulate Mr. Malogo Kongola, our esteemed National Energy Efficiency Analyst based in Dodoma, on his new position with FAO Tanzania joining the Regional Programme in the Livestock sector, focusing on Tanzania and the Eastern/Horn of Africa.

Malogo’s leadership and dedication have left an indelible mark on our team and the Energy Efficiency sector. His remarkable contributions to the development of the National Energy Efficiency Strategy and his instrumental role in the success of the Regional Energy Efficiency Conference will be remembered for years to come. Although initially recruited as a National Analyst under Action 7 (awareness), Malogo’s commitment to the cause saw him step up to support Action 1 (EE Strategy), ensuring the successful completion of Tanzania’s first-ever Energy Efficiency Strategy—an achievement that will pave the way for future progress.We have no doubt that he will continue to make an impactful difference in his new role with FAO Tanzania.
