Important information about panel submission process

Doctors of BC and BC Family Doctors continue to work with the Ministry of Health to improve, expand, and develop tools and support for the Longitudinal Family Physician (LFP) Payment Model. We continue to listen to your feedback, meeting regularly with the provincial government to address concerns. To submit questions or feedback related to the LFP Payment Model, please e-mail LFP.Billing@doctorsofbc.ca.

Today we are providing:

  • Information on submitting your patient panel via your EMR or Dr.Bill (both
options are now available for your use).
  • Provincial Attachment System updates.

Information on submitting your patient panel

Physicians billing under the LFP Payment Model must submit a list of empanelled patients to MSP Teleplan by October 31, 2023, or within three months of enrolling in the LFP Payment Model, whichever is later. To ensure that we maintain a consistent volume of submissions and remain within MSP Teleplan’s system capacity, we ask everyone to clean up your panels as soon as possible, and then register to submit your panel. We want to ensure that billing and payment processes continue uninterrupted.

Panel clean up

Guides and resources to help with panel clean up can be found on the Health Technology Resources webpage. You can also submit a service request for assistance, or email psp@doctorsofbc.ca.

Panel submission

Once you have completed your panel clean up, there are two ways to submit your panel:

  • Through your Electronic Medical Record (EMR) before October 13th, OR
  • Through the third-party billing service provider, Dr.Bill.

Dr.Bill’s services are now available to physicians. This service is being provided at no cost to physicians.

Using EMRs

Physicians can register for a date to submit their panel from the following EMRs: MedAccess, Profile, Accuro, and MOIS. These EMRs currently have the bulk claiming functionality required to do this work.

Submissions through EMRs may be done up to and including October 13. Uploading lists on EMRs will not be an option after this date. Anyone submitting lists after October 13 must use the third-party billing service provider Dr.Bill (information can be found below).

  • Register here as soon as possible for a date to submit your panel once you have completed your panel clean up.
  • Submit your panel on your selected date. There will be different instructions on how to upload information based on the type of EMR you use. Reminder: Please include your Facility Code on each claim when submitting your panel information.

Using Dr.Bill

Dr.Bill has worked closely with Doctors of BC and MSP Teleplan to create a secure patient panel submission service that will be available to all family doctors with no cost to you. To submit your panel through Dr.Bill, visit their submission webpage. On this page you will also find instructions for how to submit your patient panel. Helpful templates and training materials for preparing your extract for upload can also be found on the Health Technology Resources webpage.

You must use Dr.Bill if you:

  • Plan to submit your panel after October 13. Dr.Bill will transmit lists to MSP Teleplan in a controlled manner, based on Teleplan capacity.
  • Use an EMR that is listed according to this EMR flow diagram.

You may also simply choose to use the third-party billing service now instead of your EMR.

If you have more than one facility number, please contact HealthBcSupport@phsa.ca before signing up for Dr.Bill. They will provide you with additional details to ensure accurate panel uploads.

Provincial Attachment System updates

The Provincial Attachment System (PAS) is now live for providers. An infographic on how to access the PAS can be found here. More fulsome instructions and training materials on accessing the system, as well as the process for panel submissions and compensation, will be shared next week.

Recently, Doctors of BC, along with BC Family Doctors and the Ministry of Health, held a webinar on the new PAS, which covered:

  • An overview of the PAS.
  • Benefits for doctors and patients.
  • What physicians need to do and next steps.
  • Compensation and training support.

A recording of the webinar is now available for those who couldn’t attend.

More information, including an overview on the PAS, resources, and a Q&A, can be found on Doctors of BC’s Provincial Attachment System webpage. We’ll continue to keep this page updated with the latest information in the coming days and weeks.
