Marlborough Roads Recovery Update |

Kenepuru Road from Onahau Road to the Heads, and its side roads remain restricted to residents, emergency and essential services. Resident only restrictions have lifted for the first 20km of Kenepuru Road and some side roads, for further information please see the CDEM map. Daytime closures continue on Kenepuru Road, 20km from the start of the road from Onahau Road, where work on a retaining wall at the Water Tank Slip site is underway. Closures are planned on weekdays from 8am to 12pm and 12.30pm to 5pm, with a 3.30pm finish on Fridays. Please see the road closure section for more detail. Work also continues at multiple sites on Kenepuru Road between Onahau Road and The Heads. Great progress on Queen Charlotte Drive has been made this week with work at several sites now complete. A new site has also been established between Momorangi and Ngakuta Bay. The new bridge upstream of the current temporary bailey bridge on Waihopai Valley Road continues to take shape. Please ensure you keep to the reduced temporary speed limits when travelling through worksites to ensure the safety of our crews and road users. We thank you for your patience. Resident access restriction on Kenepuru Road |

Resident only restrictions remain on Kenepuru Road from Onahau Road to the Kenepuru Heads, and side roads including Moetapu Bay and Te Mahia Roads until further work is completed and safety audits are undertaken. Daytime closures remain in place on Kenepuru Road from Onahau Road for the construction of a 98m retaining wall at the Water Tank slip site. Please refer to the road closure section below for more information. New speed limits have been implemented on Kenepuru Road, which reduces the speed from 100km/hr to 60km/hr as part of the Marlborough Speed Management Plan. There are further reductions in speed limits around the more populated areas along the road. There will still be temporary speed limits of 30km/hr at road work sites. This is to keep both our road workers and the public safe. Works and traffic management will continue on the section of Kenepuru Road open to public access, which may cause delays. |

Council transport subsidies |
||
Water and air transport subsidies With the removal of the resident only restriction for the first 20km of Kenepuru Road and some side roads, the water taxi subsidy no longer applies to people visiting properties on this section of Kenepuru Road. The $25 subsidy continues for non-resident and non-emergency road users accessing properties on Kenepuru Road beyond the Onahau Road turn off. Barge subsidies The barge subsidy will continue for residents, workers and visitors to areas in the Marlborough Sounds that were previously accessible by road. Road closures |
||
Moetapu Bay Road - Driftwood corner Moetapu Bay Road, 1.6km from the start of the road will be closed to all traffic on weekdays from 9am to 3pm with hourly openings from Monday 21 October for two weeks. The closures are for the first stage of work for a retreat, drainage improvements and road reinstatement. Work will be undertaken at this site under stop/go traffic management outside of these days and times, please expect delays. Kenepuru Road - Water Tank slip Kenepuru Road from the Onahau Road intersection is closed to all traffic from 8am to 12pm and 12.30pm to 5pm Monday to Thursday. On Friday the closure will be in place from 8am to 12pm and 12.30pm to 3.30pm. The closures are for the construction of a 98m retaining wall at the Water Tank slip site, along with drainage upgrades and road reinstatement. The road closure timings will be reviewed after the first stage of works are completed. Works will be undertaken outside of these days and times under stop/go traffic management with up to 15 minute delays. If you have any concerns, please contact recovery@marlboroughroads.com. |

Kenepuru Road Restrictions |
||
Kenepuru Road from Onahau Road to the Heads, and its side roads, Moetapu Bay Road and Te Mahia Road continue to be restricted to residents, emergency and essential services. These roads have severe storm damage and entry into this section of Kenepuru Road is at resident and emergency or essential service drivers' discretion. Residents only are permitted to walk and cycle on roads which are restricted to residents. The following vehicle restrictions remain on Kenepuru Road from Linkwater to the Heads: Vehicle RestrictionsVehicles up to 12.6m in length, and 6 tonne in weight can travel on Kenepuru Road and the following side roads; Mahau Road, Torea Road and Moetapu Bay Road as far as Double Bay Reserve. This allows residents access to boat launching areas at Double Bay Reserve, Torea and Portage. On all other side roads, between Kenepuru Road to the Heads no vehicles over 8m in length or 3.5 tonne in weight are permitted. The following restrictions also apply on Kenepuru Road and it's side roads including Moetapu Bay Road;

Extreme care should be exercised and daylight driving only is strongly recommended. Resident Definition:The definition of a resident, in terms of who is able to access roads restricted to resident and emergency services is; A permanent resident, owner of a holiday home/bach, or the owner of a commercial interest. It does not include visitors who are hiring or renting a holiday home or bach, where rental arrangements have been made through either a property letting agency or directly with the owner. For a full list of what is deemed an emergency or essential service visit the Council's website. Other Recovery RoadsPlease be aware that on all roads, including those with public access, there may be areas of works and traffic management in place. Please expect delays and follow all signage and traffic management. Heavy rain may lead to roads needing to be closed urgently. No matter the status of the road, drive to the conditions. Anakiwa Road |
||
Work on two operational sites on Anakiwa Road, 2km and 3km from the start of the road were completed last week. Works undertaken included minor road realignment to move the road away from the underslip, and drainage improvements before the road was reinstated and the traffic lights were removed. These works have also allowed for the weight restriction from beyond Tirimoana Jetty to be removed. |

French Pass |
||
The construction of a new retaining wall, 5km from Okiwi Bay on the Croisilles-French Pass Road is taking shape. Anchors have been installed and holes for the H Piles have been augered, so the piles can begin to be concreted this week. The traffic lights at this site will be removed once the remedial works have been completed. This week, the construction of a MSE (Mechanically Stabilized Earth) wall was completed, 300m prior to the Croisilles Road and Wharf Road intersection. Preparations for reinstating the road have been undertaken and a new site rail has been installed. Work on a culvert installation on Hope Drive, Okiwi Bay will be starting next way, under stop/go traffic management. These works will be carried out under stop/go traffic management, please plan ahead for minor delays. |

Kenepuru Road |

Daytime closures remain on Kenepuru Road, from Onahau Road, Monday to Thursday 8am to 12pm and 12.30pm to 5pm. On Fridays the closure will be in place 8am to 12pm and 12.30pm to 3.30pm. These closures are for the construction of a retaining wall, drainage improvements and road reinstatement, 20km from the start of the road at the Water Tank slip site. Please refer to the road closure section for further information. Progress on the new retaining wall at Water Tank slip continues this week, with work to drive the piles along the base of the new retaining wall underway. This work is expected to continue over the nex weeks due to the span of the wall. The retaining wall site near Torea, prior to Portage on Kenepuru Road is taking shape as the timber boarding on the face of the wall has been installed. Once completed the team will backfill the retaining wall in stages in coordination with the installation of timber support poles. Pavement repair work along Titirangi Road is scheduled to be completed this week (weather dependant). Next week the team will begin work clearing a slip, 1km before the Lawrence Road turn off on Kenepuru Road, prior to Portage (weather dependant). Please plan ahead for minor delays while this work is completed. Please note we are currently undertaking unmanned aerial vehicle (UAV) surveying of Kenepuru Road. The UAV surveys topographical features of the road and surrounding slopes/slips to inform designs. |

Queen Charlotte Drive |

Great progress has been made on Queen Charlotte Drive with crews completing work at multiple sites this week. One operational site remains under construction between Momorangi and Ngakuta Bay. 8km from Picton above Governors Bay, the construction of a new rail iron retaining wall is complete. A new site rail has been installed and sealing has been completed this week. To maximise efficiency, linemarking at this site is scheduled to be undertaken with other sites along Queen Charlotte Drive. Work is now complete at the road retreat site 500m before Aussie Bay. The road has been moved inland, away from the underslip. This site, along with the site 350m beyond Aussie Bay was sealed earlier this week. This week a new site has been established, between Momorangi and Ngakuta Bay where a new retaining wall will be constructed. These works will be carried out under stop/go traffic management, please plan ahead for minor delays. Scheduled planting has been completed on Queen Charlotte Drive, 180m past Tepuia Heights when travelling towards Picton. This is the final stage of work at this site. Please keep to the reduced temporary speed limits when you're travelling through our worksites to ensure the safety of crews and road users. We thank you for your patience. |

Rai Valley |
||
This week the team have completed work on Tunakino Valley Road, Rai Valley. This included clearing overslip material off the road, flushing culverts, cleaning water tables and preparations for resealing sections of the road. |

Waihopai Valley |
||
The new bridge on Waihopai Valley Road is taking shape with two of the seven spans of the bridge deck now in place. Gabion baskets have been installed to support the abutments on either side of the bridge. Guardrails across the bridge superstructure will then be installed. The current bailey bridge will continue to operate as crews build the new bridge. Please expect increased activity around this area. |
