Kenepuru Road to the Heads, and its side roads remain restricted to residents, emergency and essential services. Work is underway on Kenepuru Road to enable the removal of the resident only restriction as far as Onahau Road on 23 September, following a final safety review. Night closures from 6pm to 5am 8km from Picton, above Governors Bay, will begin on Queen Charlotte Drive for three nights from 23 September, with openings on the hour. Work on Wharf Road, off Croisilles Road near Okiwi Bay will be completed tomorrow Friday 13 September. The road remains closed to all traffic tomorrow from 7.30am to 4.30pm. Taylor Pass Road, 10.3km from Hospital Road will be closed to all traffic from 7.30am to 5.30pm from 17 to 20 September to allow for works to upgrade two culverts. Please see the road closure section for more detail. A closure is also planned on Kenepuru Road, 20km from the start of the road from 23 September, when work on a retaining wall at the Water Tank Slip site will get underway. Closures are planned on week days from 8am to 12pm and 12.30pm to 5pm, with a 3.30pm finish on Fridays. Please see the road closure section for more details on all the above closures. Works on Queen Charlotte Drive continue this week at three sites between Ngakuta Bay and the Grove Jetty. Please factor more time into your travel plans and expect delays. Work on Kenepuru Road continues at the retaining wall site near Portage. Progress on a new bridge, upstream of the current temporary bailey bridge on Waihopai Valley Road continues with work on the abutments. Please ensure you keep to the reduced temporary speed limits when travelling through worksites to ensure the safety of our crews and road users. We thank you for your patience. NZTA funding confirmed for Sounds road repairs |

The NZTA Board has approved funding for Phase Three repair works in the outer Sounds area at a Funding Assistance Rate (FAR) of 71 per cent. The work is estimated to cost $141.4M meaning NZTA will contribute $100.4M. The funding will be used to address more than 1,500 outstanding faults that remain on the local road network that need repairs. “Our priority is to get the Kenepuru Road open to a state where we have full public access and we can also allow trucks through. We know the Kenepuru community has been waiting for a long time for this certainty. Because of the cost of the repairs, we needed the NZTA funding confirmed to proceed with confidence to get the work done and let residents and businesses in the area to get back to normal,” said Mayor Taylor. Road closures |

Kenepuru Road - Water Tank slip From 23 September, Kenepuru Road from the Onahau Road intersection will be closed to all traffic from 8am to 12pm and 12.30pm to 5pm Monday to Thursday. On Friday the closure will be in place from 8am to 12pm and 12.30pm to 3.30pm. The closures are in place for the construction of a 98m retaining wall at the Water Tank slip site, along with drainage upgrades and road reinstatement. The road closure timings will be reviewed after the first stage of works are completed. Works will be undertaken outside of these days and times under stop/go traffic management with up to 15 minute delays. If you have any concerns, please contact recovery@marlboroughroads.com. Queen Charlotte Drive Queen Charlotte Drive, 8km from Picton, prior to Ngakuta Bay above Govenors Bay will be closed to all traffic from 23 September for three nights from 6pm to 5am, with openings on the hour to allow traffic through. During the closure, anchors will be installed along with significant works to construct a retaining wall at the site. Taylor Pass Road Taylor Pass Road, 10.3km from Hospital Road for 200m to property 1067 will be closed to all traffic from 7.30am to 5.30pm from 17 to 20 September. During the closure, two culverts will be upgraded and road reinstatement works will be carried out. Wharf Road, Okiwi Bay Wharf Road, Okiwi Bay will be closed to all traffic from 7.30am to 4.30pm tomorrow, Friday 13 September. The closure is located at the Wharf Road and Croisilles Road intersection. During the closure a culvert has been replaced and the road widened. |

Resident Access Restriction on Kenepuru Road |

The work identified by specialist inspections for the first 20km of Kenepuru Road, as far as Onahau Road is nearing completion. We are working towards opening this section of Kenepuru Road and some associated side roads to non-residents on 23 September, following a final safety review. When the resident only restriction is lifted, works and traffic management will continue on this section of road which may cause delays. The resident only restrictions will remain on Kenepuru Road from Onahau Road to the Kenepuru Heads, until further work is completed and a safety audit is undertaken. From 23 September daytime closures will be in place on Kenepuru Road from Onahau for the construction of a 98m retaining wall at the Water Tank slip site. Please refer to the road closure section above for more information. The restrictions will also remain on Moetapu Bay Road and Te Mahia Road, until further works and safety audits are undertaken. It is planned that all other side roads off Kenepuru Road for the first 20km will also have the resident access restriction removed. |

Kenepuru Road Restrictions |

Currently, Kenepuru Road to the Heads, and its side roads continue to be restricted to residents, emergency and essential services. These roads have severe storm damage and entry into this section of Kenepuru Road is at resident and emergency or essential service drivers' discretion. Extreme care should be exercised and daylight driving only is strongly recommended. Vehicle RestrictionsResidents vehicles up to 12.6m in length, and 6 tonne in weight can travel on Kenepuru Road and the following side roads; Mahau Road, Torea Road and Moetapu Bay Road as far as Double Bay Reserve. This allows residents access to boat launching areas at Double Bay Reserve, Torea and Portage. On all other side roads, between Kenepuru Road to the Heads no vehicles over 8m in length or 3.5 tonne in weight are permitted. The following restrictions also apply on this section of Kenepuru Road and it's side roads including Moetapu Bay Road;
Residents only are permitted to walk and cycle on the restricted access section of Kenepuru Road and Moetapu Bay Road. There are the following hazards on this section of Kenepuru Road and its side roads including Moetapu Bay Road;
MDC Subsidy for Water Taxi and Barge ServicesThe Marlborough District Council's barge subsidy is available for resident's vehicles that are outside these dimensions. The Council's water taxi subsidy is available for residents, workers and visitors to areas in the Marlborough Sounds that were previously accessible by road. For more information on the Council's transport subsidies visit their website. For a full list of what is deemed an emergency or essential service visit the Council's website. Resident Definition:The definition of a resident, in terms of who is able to access roads restricted to resident and emergency services is; A permanent resident, owner of a holiday home/bach, or the owner of a commercial interest. It does not include visitors who are hiring or renting a holiday home or bach, where rental arrangements have been made through either a property letting agency or directly with the owner. |

Other Road Restrictions |
||
Anakiwa Road is open to vehicles less than 12.6m. Beyond Tirimoana Jetty, only light vehicles weighing less than 3.5 tonnes are allowed, unless by prior arrangement. French Pass and Tennyson Inlet are accessible, but drivers should be aware that the road is narrower than usual in some sections. Please be aware that on all roads, including those with public access, there may be areas of works and traffic management in place. Please expect delays and follow all signage and traffic management. Anakiwa Road |
||
From Monday 16 September, two sites will be established on Anakiwa Road. 2km from the start of Anakiwa Road, work will begin for drainage improvements and minor road realignment to move the road away from the underslip. This site will be under stop/go traffic management while work is completed. The second site is located 3km from the start of Anakiwa Road, where traffic lights are currently in place. Work to improve drainage and pavement sealing will take place next week. The lights at this site will be removed once the remedial works have been completed. Please plan ahead for short delays while this work is completed. |

French Pass |
||
Wharf Road, Okiwi Bay will be closed to all traffic from 7.30am to 4.30pm from the Wharf Road and Croisilles Road intersection, tomorrow Friday 13 September, when work at this site will be completed. Under the road closure, removal of the old culvert and excavation works have been completed. A new culvert, flume sock and concrete headwall have been installed with road reinstatement works also completed this week. Work on the construction of a new retaining wall, 5km from Okiwi Bay on the Croisilles-French Pass Road continues. This week the team have started excavation and site preparations ready for anchor drilling next week. These works are being carried out under stop/go traffic management. The lights at this site will be removed once the remedial works have been completed. Work is set to begin next week, 300m prior to the Croisilles Road and Wharf Road intersection, following site establishment this week. Works at this site include two culvert replacements, reinforcement of the surrounding slope and road reinstatement. These works will be carried out under stop/go traffic management, please plan ahead for minor delays. |

Kenepuru Road |

Preparation for the removal of the resident only restrictions from Kenepuru Road to Onahau Road are in full swing, with the restrictions set to lift on 23 September, following a final safety review. New signage installation and other minor works are being completed in preparation for the restrictions lifting. Please plan ahead for minor delays while this work is completed. From 23 September daytime closures are planned on Kenepuru Road, from Onahau Road, Monday to Thrusday 8am to 12pm and 12.30pm to 5pm. On Fridays the closure will be in place 8am to 12pm and 12.30pm to 3.30pm. These closures are for the construction of a retaining wall, drainage improvements and road reinstatement, 20km from the start of the road at the Water Tank slip site. Please refer to the road closure section of this newsletter for further information. From 16 September works will begin on Kenepuru Road, prior to the Water Tank slip site to replace a culvert under stop/go traffic management in preparation for the larger works. Progress is being made at the Torea site on Kenepuru Road prior to Portage where a retaining wall is being constructed. With the concrete ground beams completed, this week H piles and timber poles have been installed as the wall foundations starts to take shape. The Nopera side of the St Omer Hill remains open to one lane where significant overslip material came down in the heavy rain earlier this month. The crew have cleared the slip this week, but the road will remain open to one lane until the upslope settles and can be reviewed. Investigative drilling continues on Kenepuru Road, Monday to Friday from 16 September during the day for two weeks at the following sites:
The drilling sites will be under stop/go traffic management, with minor delays. The information from this drilling work will inform designs required ahead of road repairs. Northbank |
||
Sections of Northbank Road remain under traffic management and/or speed restrictions. For your safety, and that of other road users please ensure you adhere to these restrictions. 2.2km from the start of Northbank Road, remains open to one lane with a priority giveway and 30km temporary speed limit in place. 17.5km from the start of Northbank Road traffic lights are in place. The lights are required due to unstable rock on the bluff and slopes at the site. The lights are positioned so that vehicles are stopped in low risk areas. We are regularly monitoring the lights to make sure they are operational. This is a complex site and our design and construction teams are working hard to find the most appropriate solution. Once the preferred option is selected, works will begin and the traffic lights will be removed. |

Okaramio |

From Monday 16 September, a culvert installation will be undertaken on Long Valley Road, approximately 25km from the start of the road. The work is expected to take five days to complete. During this time the site will be under stop/go traffic management. |

Queen Charlotte Drive |
||
This week the crews have continued clearing slips between Havelock and Linkwater along Queen Charlotte Drive caused by the rain earlier in the month. Work continues at the three operational sites on Queen Charlotte Drive between Grove Jetty and Ngakuta Bay and this week a new site has been established 8km from Picton, prior to Ngakuta Bay where work will begin Monday 16 September to construct a rail iron retaining wall. The new site, on the Picton side of Ngakuta Bay, above Governors Bay will be closed to all traffic from 23 September from 6pm to 5am for three nights. For further information please refer to the road closures section above. Bulk excavation works are being completed at the road retreat site 500m before Aussie Bay. Once excavation has been completed, work will begin to move the road inland, away from the underslip. Drainage work at the site 350m beyond Aussie Bay, towards Momorangi Bay is now complete. Both sites are scheduled for pavement sealing this month, with the crews to demobilse from site once minor finishing work is completed. The upslope kerb and drainage works are now complete at the retaining wall site, 1.3km prior to Ngakuta Bay when travelling towards Picton with sealing scheduled for tomorrow. Please keep to the reduced temporary speed limits when you're travelling through our worksites to ensure the safety of crews and road users. We thank you for your patience. |

Waihopai Valley |
||
This week all of the piles for the abutments on the new bridge on Waihopai Valley Road have been driven, and the pouring of concrete for the abutments has started. Due to high river flow, rock work within the riverbed has been delayed. The crew are expecting the first load of beams on site in the next week. The current bailey bridge will continue to operate as crews build the new bridge. Please expect increased activity around this area. |
