December 2019 update: Busy summer construction season ahead in Ashhurst

Kia ora and welcome to our latest update.
We have been making the most of the wet weather months by doing planning and design work.
Now that summer is on its way, we are starting on the next package of construction work in Ashhurst.
In early 2020, you will notice Higgins Contractors working in the town centre, along Salisbury Street and around Bamfield, Lincoln and Worcester Streets.
While this construction work is underway, the project team will keep planning and designing other changes. We will update you again as we progress.

Work started on the Salisbury Street footpath in December.

Salisbury Street

Our contractors recently started work on a new section of footpath along Salisbury Street, between Mulgrave Street and Hodgetts Place.

They'll pack up over the holiday period and will be back working in Salisbury Street again from Tuesday, 7th January.

We plan to widen the existing footpath on the eastern side of Salisbury Street and construct new sections of footpath where required.

Once finished, most of the footpath will be wider, making it safer for cyclists and pedestrians.

Construction will be completed block by block, starting from the Mulgrave Street end and working north. There will be shoulder closures in place during this work.

Weather permitting, we will be finished by the end of April.

We are also looking to construct traffic islands along the sides of Salisbury Street and install median islands at the Bamfield, Lincoln and Worcester Street intersections in early 2020.

The team are finishing up the designs and we will share these with residents to get their feedback before any construction starts.

The changes we are looking to make are used in towns around New Zealand to calm traffic. They let motorists know they are in a residential area and that they need to slow down.

Along with slowing traffic, measures like traffic islands are known to help minimise noise and reduce crashes, as they help create a sense of place.

Bamfield, Lincoln, Worcester Streets

We know people living in these quiet, residential streets are having issues with the extra traffic travelling past their homes. 

We are looking at changing the Bamfield, Lincoln and Worcester Street intersections, where they meet with Stanford Street and Cambridge Avenue by adding median islands to slow traffic.

We also want to change the priority to Stanford Street to discourage drivers from using these routes to overtake slower vehicles.

We will share our designs for these roads with residents in the New Year to get feedback before work starts.

Ashhurst Town Centre

In early 2020 work will start in the town centre. The team plan to start installing a raised intersection, like the one in the artist's impression below, and two raised platforms.

These will be made from precast ramps and will act like large speed bumps, encouraging drivers to slow down as they travel along Cambridge Avenue.

They will make it safer for people to cross the road and encourage drivers to stop for a break and enjoy the Ashhurst town centre. We’re also going to do some planting and other landscaping work.

We will be working closely with the local business owners and residents to minimise disruption.

We are currently refining our designs and confirming traffic management plans and we’ll update you again with more details before work starts.

What's been done recently?

Over the winter months we closed vehicle access to the northern section of The Terrace from Salisbury Street to make sure drivers wouldn’t exit via the one-way system.

We also added new speed signs on Salisbury Street to help slow vehicles as they enter Ashhurst from Saddle Road.

We continue to work with Palmerston North City Council to shift the location of the 50kmph speed sign near the Terrace to the area on the lower river terrace.

The Cambridge Ave/Mulgrave Street intersection roundabout (see photo above) has been altered to make it easier for heavy vehicles to negotiate.

We made changes to the kerb, resealed the roundabout and raised the seal level, creating a smoother and larger area.

New speed threshold signs also have been installed on the Saddle Road lower river terrace and the upper river terrace at the entrance to Ashhurst.

These signs encourage drivers to slow down as they enter the village.

Work to design other improvements has been ongoing and we will update you again on these early next year.
