In May, we moved into the detailed design phase of the project which means we’re fine-tuning our preliminary design concepts. We really appreciated the efforts people put into providing us with their views on the concepts last year – this feedback is helping us shape the final plans. More on the detailed design further down.

We’ve started on some site investigations which will influence our designs and some early construction works will potentially take place this summer, but we’ll confirm this in another update.

Meanwhile, have a look at the artist impressions below. They were created to show how the current State Highway 1 will look once the revocation works have been carried out.

Detailed design

With preliminary design concepts for revocation works on the current State Highway 1 (SH1) now approved by Waka Kotahi and Kāpiti Coast District Council, the detailed design phase has got underway.

During this phase, work is carried out to refine the preliminary design and develop detailed plans, specifications and cost estimates. Once final designs are completed later next year, we’ll share them with the community. Construction will commence after that.

As we work on fine-tuning the plans, we’re taking into consideration the feedback we got through our engagement on the preliminary design last year. Thanks again to all those who provided views, comments and submissions.

Site investigations

We’ll be carrying out some site investigations from this month into October.

The work will help us determine the condition of existing underground assets like culverts and pipes, location of underground services, ground strength and depth of the existing pavement layers ahead of works during the construction phase.

Our findings will feed into the detailed design process and assist the contractor during construction.

Speed review

During our engagement on the preliminary design concepts for the revocation works, we also asked for feedback on speed limits for:

• the section of old SH1 from Raumati to Peka Peka
• the current section of SH1 from Peka Peka to north of Ōtaki
• those local roads that have been realigned or constructed as part of the Peka Peka to Ōtaki Expressway project.

This feedback is being considered as we look at appropriate speed limits for those roads and we'll keep you informed.

Revocation process

In case you’re new to the process, here’s a quick explanation of what revocation is in terms of state highways.

Once the Peka Peka to Ōtaki Expressway opens, the current State Highway 1 (SH1) will be returned to the Kāpiti Coast District Council as a local road. This means its state highway status will be removed (revoked) and that status will shift to the new expressway.

The revocation project involves various works on the current SH1, as well as a speed review, to ensure it’s suitable for use as a local road and supports the council’s strategies/outcomes. Waka Kotahi and the council are working together on this process.

Once the revocation process is completed, the Kāpiti Coast District Council will become the Road Controlling Authority with responsibility for operations and maintenance of the old SH1 route.
