NZ Upgrade Roundabout at Piarere (SH1/29)

Waka Kotahi welcomes the Government’s recent confirmation of the direction and funding commitment to deliver safety improvements to the intersection of State Highways 1 and 29 at Piarere.

When the New Zealand Upgrade Programme was initiated, a number of the projects, including SH1/29, were in their early stages of development, with detailed project information still being established. Since then Waka Kotahi has worked to get a better understanding of project risks, scope, costs and timeframes. For SH1/29 this work resulted in an updated cost estimate of $40m to deliver the project. The same scope and transport benefits will be delivered.

As well as the work done on the costing, there has also been considerable work done on establishing the best site for the roundabout.  Our preferred site of the roundabout is to  the north-west of the existing intersection (see map below).

The current intersection will continue to be used when the roundabout construction begins. Replacing the current intersection directly with the roundabout is not practicable due to the high traffic volumes, safety considerations, efficiency and the disruption that would result on State Highway 1.

Discussions with affected landowners are a big focus for the project team at the moment, as are the technical assessments which are required to complete detailed design, the lodgement of the Notice of Requirement and regional consents.  These assessments include stormwater, ecological, archaeological and geotechnical investigations.

Lodgement of designation and consents for the SH1/29 roundabout is expected to happen later this year (2021) with construction anticipated to start in 2022 subject to negotiations on property acquisition and RMA proceedings. Once started, construction is anticipated to take approximately two years to complete.
