Marlborough Roads Recovery Update

Multiple roads have been affected in recovery zones following the June/July weather events. Although most roads are open there continues to be damage across Marlborough’s roads and restrictions in place, drivers are advised to avoid affected areas, drive with caution and to the conditions.

Due to current weather conditions, planned works may be postponed at short notice. Changes to planned road closures will be sent via Antenno. 

Daytime construction closures remain in place at multiple locations across the Marlborough Sounds. Please refer to each area's section for further information.

Kenepuru: 

  • Island Point, from Onahau Road to Tara Bay
  • Portage Heights, from Portage Resort
  • Moetapu Bay Road
  • Titirangi Road - residents access only

Northbank: 

  • Northbank Road 2km from the start of the road

Port Underwood:

  • Port Underwood Road, the Waikawa side of Whatamango Bay.

Tennyson Inlet:

  • Tennyson Inlet Road, prior to the Opouri Saddle.

All work is subject to weather and other unforeseen circumstances. In the event of unsuitable conditions, work will be rescheduled to the next suitable workday.

New road closures are scheduled to begin in August on Kenepuru Road and in French Pass. Please refer to the new road closures section below for more information. 

Construction continues throughout French Pass, on Croisilles Road and Croisilles-French Pass Road.

On Queen Charlotte Drive there are multiple construction sites between Momorangi Bay and Whenuanui (Becks) Bay nearing completion. 

Please plan ahead for delays of up to 10 minutes at each site in these areas.

New road closures

 
 

Please refer to each area's section for information on existing road closures on Kenepuru Road, Moetapu Bay Road, Tennyson Inlet, Te Hoiere Road and Port Underwood. 

During all planned road closures, emergency services will be accommodated at all times.

French Pass - Culvert Installation

From Monday 18 to Friday 22 August, closures will be in place on Croisilles-French Pass Road, approximately 4.5km past the Bill Bryant turn off. These closures will be in place between the hours of 8am to 12pm and 12.30pm to 4pm. Please note the change in dates to align with the drilling closures and previous conflict with the d’Urville Island fishing competition.

The road closure is required for a culvert replacement as part of drainage improvement and road reinstatement works.

French Pass - Drilling

From Monday 18 to Thursday 21 August, closures will be in place on Croisilles-French Pass Road, prior to the French Pass township for investigative drilling. These closures will be in place between the hours of 8am to 5pm

Due to the narrowness of the road and the size of the drilling unit, the road is needed to be closed to establish set up and complete the drilling investigations.

  • Monday 18 and Tuesday 19 August 8am to 5pm
    On Croisilles-French Pass Road, prior to the lighthouse, approximately 600m prior to the French Pass township for 100m.
  • Wednesday 20 to Thursday 21 August 8am to 5pm
    On Croisilles-French Pass Road, after the lighthouse, approximately 300m prior to the French Pass township for 100m.

Kenepuru Road - Night Closures

On Monday 25 and Tuesday 26 of August, closures will be in place on Kenepuru Road, between Te Mahia Road and Onahau Road for investigative drilling. These closures will be in place between the hours of 6pm to 7am. (Work to finish 7am on Wednesday 27 August).

Please be aware that on Monday 25 and Tuesday 26 August there will be an hour opening between 5pm to 6pm between Island Point and these closures. This will also occur on the mornings of Tuesday 26 and Wednesday 27 August with an hour opening between 7am and 8am.

French Pass

 
 

Progress continues on Croisilles-French Pass Road where a road retreat and gully fill are nearing completion. The concrete kerb and channel, and scour protection at the culvert outlet are completed. Pavement preparation is underway ahead of sealing - weather dependant. 

Minor works along Croisilles-French Pass road are underway, with drainage improvements and culvert replacement being completed under stop/go traffic management. These works will require a closure for a culvert replacement approximately 4.5km past the Bryant Road turn off from Monday 18 to Friday 22 August.

This week a new site on Croisilles Road approximately 1km before the Hope Drive/Wharf Road intersection was established for drainage improvements and road reinstatement.

Kenepuru Road

 
 

Further geotechnical inspections on Kenepuru Road have been completed following the recent weather events and the road is now open for the length of the road. Heavy vehicles can travel by permit only.

Investigative drilling is scheduled to be undertaken on Kenepuru Road in August.

Daytime construction closures scheduled on Kenepuru Road at Portage Heights and Island Point continue.

The road closure at Portage Heights is located from Portage Resort for approximately 1km towards the Heads. Construction of retaining walls at this site continue with pile and whaler installation. Closures are in place at the following times: 

  • Monday to Thursday 8am to 12pm and 12.30pm to 5pm
  • Friday 8am to 12pm and 12.30pm to 3.30pm

The Island Point road closure is located from Onahau Road to Tara Bay. This week anchor testing is underway and the crew continue to drill piles for the construction of the next retaining wall. Tomorrow Friday 1 August road closures will not be in place at Island Point, closures will resume as scheduled from Monday 4 August. 

Closures at Island Point are in place at the following times: 

  • Monday 10am to 12pm and 12.30pm to 5pm
  • Tuesday to Thursday 8am to 12pm and 12.30pm to 5pm
  • Friday 8am to 12pm and 12.30pm to 3.30pm

Outside of the closures, works will be carried out under stop/go traffic management with up to 15 minute delays.

Drainage improvements and culvert installations continue on Titirangi Road, Monday to Friday between the hours of 8am to 5pm. These works are scheduled to continue until September under residents’ access only. The crew are working from Titirangi Beach back towards the Heads. Residents should expect delays of up to 15 minutes.

A new site has been established on Kenepuru Road, prior to the Mahau Road intersection under stop/go traffic management. Please plan ahead to allow for delays of up to 15 minutes at this site. 

Temporary traffic lights remain in place at Portage Heights and approximately 500m beyond Nikau Cove (when travelling from Portage). Both sites have a 30km temporary speed limit in place. Please expect minor delays and follow all traffic management signage.

Moetapu Bay Road

 
 

Construction closures have commenced on Moetapu Bay Road, for the construction of retaining walls, drainage improvements and road reinstatement. Excavation for the first wall is underway for the crew to install piles. 

The closures will be in place Mondays to Friday from 9am to 3pm, with openings on the hour every hour.

Scheduled works will be undertaken at two locations. Closures for the first site will be in place until mid-August, approximately 1km from the start of the road. Once completed, the closure will move to a second site, 4.5km from the start of the road, where works will continue until late September.

Northbank

 
 

Crews continue to work on Northbank Road, 2km from the start of the road to clear the large slip that is blocking the road. They have established a catch bench at the base of the slip to collect any uncontrolled rockfalls.

To accelerate progress on the large slip site on Northbank Road, 2km from the start of the road, our intention is to continue Saturday works. This will also allow us to move onto sites further along the road that are also needed.

Please plan for the following road opening/closing times until further notice:

  • Monday to Saturday: Closed 9am to 4pm
  • Wednesday and Saturday: Lunchtime opening 12pm to 1pm
  • Sunday and overnight each day: Open

The slip will continue to be monitored and if it is deemed unsafe, the road will be closed and an update sent via the Marlborough District Council's Facebook Page and Antenno.

Marlborough Roads engineers estimate over 20,000m3 of material will need to be removed from this site. Any rain is likely to exacerbate its movement. 

When travelling near or past our work sites, please ensure you keep outside any fences or barriers for your safety. Please adhere to, and do not move any traffic or safety management in place (i.e. gated closures/cones/signs/traffic lights/barricades) for your own safety.

Pelorus

 
 

Construction on Te Hoiere Road to complete drainage improvements and road reinstatement have been postponed.

Notification of the rescheduled dates for these works will be made via Antenno. 

 

 

Port Underwood

 
 

Crews are continuing to work through Port Underwood Road from Oyster Bay to Rarangi to clear slips and debris blocking access. The road from Waikawa to Oyster Bay is currently open. Between Tumbledown Bay Road and Oyster Bay, the road is open to light vehicles only. The road remains closed from Oyster Bay to Rarangi. Please drive with caution and to the conditions.

Planned construction closures on the Waikawa side of Whatamango Bay, for bulk excavation works for a road retreat continue. Drainage works began this week with culvert placement and preparation for the concrete dish channel. Closures will continue to operate from Monday to Friday, from 9.30am to 2.30pm, until late August.

Works will be undertaken on weekdays at this site from 7am to 9.30am and 2.30pm to 5pm, under stop/go traffic management with delays of up to 15 minutes.

Queen Charlotte Drive

 
 

On Queen Charlotte Drive work is nearing completion at multiple sites between Momorangi Bay and Whenuanui (Becks) Bay.

Above Governors Bay sealing started earlier in the week, this work will be completed over the following weeks as weather allows. 

Progress continues above Whenuanui (Becks) Bay at multiple sites where retaining walls have been constructed. All three walls have now been backfilled and sight rails installed with pavement preparation underway. 

Work continues under stop/go traffic management at these sites. Please follow all traffic management when you're travelling through our worksites to ensure the safety of our crews and road users. We thank you for your patience.

Tennyson Inlet

 
 

Construction continues on Tennyson Inlet Road, prior to the Opouri Saddle where crews are completing a retaining wall and drainage repairs.

Piles for the wall have been installed and the crews have moved on to the lagging along the face of the wall. This is being done in co-ordination with backfilling the wall in sections. Drilling for deadman anchors is also underway. 

These works are being completed under daytime construction closures. Closures are currently in place Monday to Friday from 8am to 12pm and 12.30pm to 5pm until mid-August. There are two openings at 10am and 2pm for vehicles waiting at the closure point to pass through.

Any updates to the planned construction closure will be notified via Antenno. 

 

 

Kenepuru Road restrictions

 
 

Kenepuru Road is open to the public, with overweight and overlength vehicle restrictions in place. 

Reduced speed limit signage and temporary traffic lights are in place at Portage Heights and approximately 500m beyond Nikau Cove (when travelling from Portage). Both sites have a 30km temporary speed limit in place. Please expect minor delays and follow all traffic management signage.

Vehicle Restrictions

Vehicles up to 12.6m in length, and 6 tonne in weight can travel on Kenepuru Road and side roads.

There are the following hazards on this section of Kenepuru Road and its side roads including Moetapu Bay Road:

  • Slips
  • Drop outs
  • Single lane in places
  • Increased hazard during rain
  • Uneven surfaces and gravel sections

Other recovery roads

Please be aware that on all roads, works may be in progress and/or traffic management in place. Please expect delays and follow all signage and traffic management.

Heavy rain may lead to roads being closed at short notice. Regardless of the status of the road, please drive to the conditions.
