It's been a busy month for our teams working on several sections on the project. Here you can see one of the six vertical seawalls on the project – to date workers have installed just under half the vertical seawall blocks and interlocking concrete blocks that'll make a sloping coastal defence. Once finished these'll add up to 2.7 kilometres of protection for the road and rail line. Alongside the seawall our teams are building culverts and preparing to install the remaining four piles required for the bridge that'll cross over the railway line. Also behind the scenes, we recently reached an important milestone when we connected the middle of the project area to the Pito-One (Petone) causeway – that's allowed our machinery and crew to access all 4.5 kilometres of the project area from one end to the other: https://www.facebook.com/100064782666159/videos/857234769948650 If you regularly travel along SH2 you'll be well familiar with the two temporary wharves we used to get to the middle of the project area – we'll start removing these wharves in the second quarter of 2025. Who’s excited? ![]() Flood protection steps up![]() This month Greater Wellington is progressing the next phase of its critical work to protect the Lower Hutt community from flooding. Willows relocated from along the riverbank are being laid horizontally into the beach to create soft edge protections that's friendly to river life. ![]() ![]() Message from Wellington Water CEO ![]() "To members of the Seaview community On Monday night I was part of the team that met with members of your community to explain the causes behind the elevated levels of stench from the Seaview wastewater treatment plant. It has been an extremely stressful time for the community and for those working at the plant and we appreciated the opportunity to have a face-to-face conversation to discuss the issue. I’d like to say a sincere thank you to all those who attended to listen to the presenters. Our technical leads were especially grateful at how respectful you were at the meeting as it allowed them to speak freely and share the necessary information without interruption. The questions and comments were a helpful indicator of the thinking within the community and that has also given us some things to take away and review. We hope to be back via the normal notification email within the next week with feedback on the suggestion to trial turning off the deodoriser. Details are being worked through. In the meantime, we have a regular newsletter on a dedicated project page, that provides ongoing updates to the community. Please share this information with others who may not have signed up to receive the community notifications." ![]() Community Meeting Update ![]() Thank you to those who attended the community liaison meeting on Monday 25 November. We know it has been an extremely stressful time for the community. We appreciated the opportunity to have a face-to-face conversation to discuss recent issues that have resulted in increased odour from the plant. The Mayor of Lower Hutt, Wellington Water Chief Executive and staff, and senior management from plant operators, Veolia, spoke at the meeting. Chief Executive, Hutt City Council Jo Miller was also in attendance. They all reiterated that the Seaview Wastewater Treatment Plant is a top priority and that the level of odour is completely unacceptable. However, all speakers also emphasised that there is no quick fix or silver bullet to reducing the odour from the plant. It is likely there will be intermittent occurrences of increased odour at the plant for a while as we work to replace and upgrade aging equipment at the plant. Community members spoke about the emotional toll of the stench and the ongoing impact on their wellbeing, their businesses, and their house prices. All speakers acknowledged the huge impact on the community. Mayor Campbell Barry said what the council can do is give people confidence that everything possible is being done to fix the problem. Wellington Water's CE Pat Dougherty assured the community that Wellington Water and Veolia would be doing all they could to minimise odour over the holiday period. This included avoiding any maintenance or upgrades that might cause odour levels to increase. We were especially grateful that the meeting was conducted respectfully, with a safe space for all speakers to talk freely and share information without interruption. We appreciate all the questions and comments from the community which have given us some things to take away and review. In response to the concerns raised by the community at the meeting, we are working on three key actions/next steps:
A summary of the discussions at the meeting and issues raised, presentations from speakers alongside a Q&A document will be made available on our website over the next week. We will send out a link to this once it has been published. ![]() Next Steps ![]() Turning off the odour neutralisers We heard loud and clear from some community members at the meeting that the odour neutralisers were having a negative impact on the community. In response to this, we will be trialling a two-week shutdown of the odour neutralisers to see if this helps. The trial will start 4 December and continue until 18 December 2024. To help us to assess the impact and effectiveness of the trial, we are asking the community to fill in a quick online odour survey daily to let us know of your experience of odour levels. You can fill in this survey up to three times a day – morning, noon, and evening or whenever you notice a smell. If there is significant negative impact experienced by the community during the trial, it will be shut down earlier than planned. We will be monitoring feedback, odour scouting results and complaints very closely throughout the trial. We will keep the survey link live for two weeks after the neutralisers have been turned back on. We encourage you to continue to complete the survey to help us to establish a 'baseline'. We will keep you updated on the progress throughout the trial period via our interested parties’ email and Facebook page. The odour survey is simple and very quick to complete. We appreciate your help with this. Increased monitoring of odour We have started investigating other ways to increase our monitoring of odour from the plant, to provide us with an indication of increased odour levels at key areas in the community. We need to consider the types of monitoring that will be fit-for-purpose for our environment, and this may take us a bit of time. We are working on this, and we have our engineering team exploring options. Once we have further information and options to do this, we will seek community feedback and input. More timely and frequent updates on potential for high odour levels We will look at ways to increase communications on the status of odour at the plant on the Wellington Water website. This could include monitoring wind direction, noting when there is work or events onsite that could cause an increase in odour, and making the findings of the work by odour scouters more accessible. As this requires further investigation and changes to our website, this is not something we can do immediately. We will keep you updated on progress via email. ![]() Update on work at the plant ![]() ![]() Sludge is semi-solid residue from the process of bacteria consuming pollutants in wastewater. It is normally dried into pellets which are transported to landfill. The recent sludge dryer outages caused a backlog of sludge in the system, throwing the biological waste treatment process out of balance. This contributed to the odour, as did the need to truck sludge that had not been dried to the landfill. The dryer is now back online, and we are making progress with clearing the backlog. However, we will need to keep intermittently trucking some sludge to the landfill to help clear the backlog as quickly as possible. This is scheduled to resume on Tuesday, 3 December. We have erected scaffolding and cover in the area where sludge is being loaded to reduce the odour when this process is being undertaken. Improvements in the biological process have been noted and we are doing all we can to get the process back into balance with the plant operating at design levels as soon as possible. The reports on the fire and mechanical failure will be made available on our website when completed. ![]() A DAF (Dissolved Air Flotation) optimisation trial will resume on Tuesday, 3 December. This treatment process thickens the solids from the biological wastewater sludge prior to being processed in the centrifuges and dryer. This trial is being undertaken to optimise this process, supporting efficient plant operations. ![]() Primary Sedimentation Tank 2 needs some urgent maintenance and is being drained down over the next two weeks, with plans to minimise odour while this work is completed. ![]() Seaview Odour Notification ![]() We are about to start a trial at the Seaview Wastewater Treatment Plant, where we’ll be turning off odour deodorisers at the plant for two weeks to assess the impact on odour levels. This is in response to community feedback in a recent meeting on 25 November where it was shared that the chemicals used in this equipment made the odour worse. The trial details are:
