Making our Hutt City more resilient, connected and vibrant

Harae mai, welcome to RiverLink Community Update – a catch up with the community about RiverLink. Projects to deliver flood protection, urban revitalisation and Melling transport improvements.

RiverLink is a partnership between Hutt City Council, Greater Wellington, and Waka Kotahi NZ Transport Agency working collaboratively with Taranaki Whānui ki te Upoko o te Ika and Ngāti Toa Rangatira as mana whenua to deliver flood protection, the revitalisation of Lower Hutt’s central city, and Melling transport improvements.

Big milestone achieved

RiverLink partners have lodged the resource consent application.

Getting to this stage is a huge milestone involving several years of development and collaboration with all project partners, including Mana Whenua Taranaki Whānui and Ngāti Toa Rangatira – creating the foundations for a true project partnership to be realised throughout detailed design and delivery.

RiverLink is the largest infrastructure project in the history of Lower Hutt, central to transforming the Lower Hutt City Centre and Te Awa Kairangi | Hutt River into a vibrant, connected and resilient community.

A massive amount of engagement with agency partners, stakeholders and the Lower Hutt community has been done to date, and there’ll be continued opportunities for more community involvement.

Greater Wellington to publicly notify application and call for submissions

The application has been lodged with Greater Wellington (the lead Regulator) and Hutt City Council. Details will soon be available on Greater Wellington’s website, once they’ve publicly notified the application and called for submissions.

The RiverLink website is being continually updated, so keep checking for more information.

Flood protection

We’ve sadly seen the devastation of flooding around the country over the last few months, and the huge ongoing clean up.

Flooding is the number one commonly occurring natural hazard in Aotearoa New Zealand.

RiverLink will protect assets worth $1.1b in Lower Hutt against flood-related damages, and provide significant protection for those who rely on State Highway 2 – a main arterial route connecting Wellington to many communities.

Melling transport improvements – building safer journeys

Half a million people call the Wellington region home, and while more than 30% of all journeys to work are by public transport and walking and cycling, there’s increasing demand on the two corridors – State Highway 1 and State Highway 2 – that funnel everyone into the capital.

The New Zealand Upgrade Programme Wellington package includes improvements to commuter rail links to the Wairarapa and up the Kāpiti Coast to Palmerston North, and also at Melling (Lower Hutt) as part of a wider package of transport improvements for greater access and better resilience.

A good chunk of the RiverLink budget (up to $420 million – including contingencies) is funded by the Government’s New Zealand Upgrade Programme. The upgrade programme investment, as part of our RiverLink programme, will go towards:

• building a new safer grade, separated diamond interchange at Melling
• a new Melling bridge over Te Awa Kairangi – with walking and cycling facilities
• the relocation of Melling train station, and
• local road and State Highway 2 realignments.

Transport improvements at Melling will provide for a safer more resilient and accessible transport system in Lower Hutt, as well as supporting flood protection and revitalisation of the area.

Partners lodge consent application

Major milestone for Hutt Valley’s largest ever infrastructure project with RiverLink consent application lodged.

A safer and more resilient transport and flood protection system for Lower Hutt is one step closer as the RiverLink partners have submitted their resource consent application.
