Marlborough Roads Recovery Update

Please note, there will be no planned road closures over the Marlborough Anniversary long weekend. Some work will be completed under temporary stop/go traffic management on Monday 4 November. Please plan ahead for minor delays.

Following the wet weather over the weekend, there are areas of increased damage throughout the recovery zones. Road users are advised to drive with caution and to the conditions.

Kenepuru Road from Onahau Road to the Heads, and its side roads remains restricted to residents, emergency and essential services.

Work continues at several sites on Kenepuru Road between Onahau Road and The Heads.

Daytime closures continue on Kenepuru Road, 20km from the start of the road from Onahau Road, where work on a retaining wall at the Water Tank Slip site is underway. Closures are planned on weekdays from 8am to 12pm and 12.30pm to 5pm, with a 3.30pm finish on Fridays

The closures on Moetapu Bay Road have been extended until 15 November following weather delays. The closures from 9am to 3pm, with openings on the hour also allow for work at a secondary site, Elephant Point to be undertaken.

Closures are planned on Moenui Road, 150m from the start of the road, from Tuesday 12 November for drainage improvements.

Night closures are planned on Ronga Road approximately 10km from the start of the road, from Tuesday 5 to Thursday 7 November, 6pm to 6am

Awatere Valley Road is closed to all traffic 3.8km up the valley from Limestone following the heavy rain over the weekend. A section of road, 2km up the valley from Jordan Bridge remains open to one lane with a 30km temporary speed limit in place.

Work continues on multiple construction sites in the French Pass. 

The new bridge upstream of the current temporary bailey bridge on Waihopai Valley Road is progressing with the bridge superstructure taking form. 

Please ensure you keep to the reduced temporary speed limits when travelling through worksites to ensure the safety of our crews and road users. We thank you for your patience.

When walking near or through our worksites, please keep animals on a leash.

Road closures

 
 

Kenepuru Road - Water Tank slip

Kenepuru Road from the Onahau Road intersection is closed to all traffic from 8am to 12pm and 12.30pm to 5pm Monday to Thursday. On Friday the closure will be in place from 8am to 12pm and 12.30pm to 3.30pm.

On Monday 4 November, Marlborough Anniversary Day, the site will operate under stop/go traffic management please expect delays. The closure will not be in place.

The closures are for the construction of a 98m retaining wall at the Water Tank slip site, along with drainage upgrades and road reinstatement. The road closure timings will be reviewed after the first stage of works are completed. Outside of the closure days and times, works will be carried out under stop/go traffic management with up to 15 minute delays. If you have any concerns, please contact recovery@marlboroughroads.com.

Moenui Road - Queen Charlotte Drive

Moenui Road, 150m from the start the road for approximately 250m will be closed to all traffic for culvert installation and drainage improvements, at the following dates and times:

  • Tuesday 12 to Wednesday 13 November, from 8am to 5pm.
  • Thursday 14 to Friday 15 November, from 9am to 3pm
  • Monday 18 to Tuesday 19 November, from 9am to 3pm

Outside of these times, work will be carried out under stop/go traffic management, please expect delays.

Moetapu Bay Road - Driftwood Corner

Moetapu Bay Road, 1.6km from the start of the road is closed to all traffic, on weekdays from 9am to 3pm with hourly openings.

The closures have been extended until Friday November 15, due to weather delays and to allow for work at a second site to be undertaken within the closure. Outside of the closure dates and times outlined above, work will be carried out under stop/go traffic management. Please expect delays.

Ronga Road - French Pass night closures

Ronga Road, 10km from the start of the road will be closed to all traffic for three nights between 6pm and 6am from Tuesday 5 to Thursday 7 November (contingency dates will be Monday 11 to Wednesday 13 November). These closures are to install sections of  box culvert across the road.

Tepuia Heights - Queen Charlotte Drive

From Friday 22 November, daytime construction closures will be in place on Tepuia Heights. These closures are for the upgrade of culverts, other stormwater upgrades and road reinstatement works.

The road will be closed from the start of the road to all traffic from 10am to 4pm, Monday to Friday with a lunchtime opening.

 

 

Kenepuru Road Restrictions

 
 

Kenepuru Road from Onahau Road to the Heads, and its side roads, Moetapu Bay Road and Te Mahia Road continue to be restricted to residents, emergency and essential services.

These roads have severe storm damage and entry into this section of Kenepuru Road is at resident and emergency or essential service drivers' discretion.

Residents only are permitted to walk and cycle on roads which are restricted to residents.

The following vehicle restrictions remain on Kenepuru Road from Linkwater to the Heads:

Vehicle Restrictions

Vehicles up to 12.6m in length, and 6 tonne in weight can travel on Kenepuru Road and the following side roads; Mahau Road, Torea Road and Moetapu Bay Road as far as Double Bay Reserve.

This allows residents access to boat launching areas at Double Bay Reserve, Torea and Portage.

On all other side roads, between Kenepuru Road to the Heads no vehicles over 8m in length or 3.5 tonne in weight are permitted.

The following restrictions also apply on Kenepuru Road and it's side roads including Moetapu Bay Road;

  • No campervans, vans or buses.
  • Only 4WD and light vehicles.

There are the following hazards on this section of Kenepuru Road and its side roads including Moetapu Bay Road;

  • Slips
  • Drop outs
  • Single lane in places
  • Increased hazard during rain
  • Uneven surfaces and gravel sections

Extreme care should be exercised and daylight driving only is strongly recommended.

Resident Definition:

The definition of a resident, in terms of who is able to access roads restricted to resident and emergency services is;

A permanent resident, owner of a holiday home/bach, or the owner of a commercial interest.

It does not include visitors who are hiring or renting a holiday home or bach, where rental arrangements have been made through either a property letting agency or directly with the owner.

Other Recovery Roads

Please be aware that on all roads, including those with public access, there may be areas of works and traffic management in place. Please expect delays and follow all signage and traffic management.

Heavy rain may lead to roads needing to be closed urgently. No matter the status of the road, drive to the conditions.

Awatere

 
 

Awatere Valley Road, 3.8km from Limestone is closed to all traffic due to severe damage to the road following the heavy rain over the weekend. Crews have been working this week to regain access. 

There remains a large under slip, approximately 2km up the valley from Jordan Bridge. The road is open to one lane, with a 30km temporary speed limit in place at this location. Assessments are underway at this site for repairs to be undertaken. Drivers are urged to travel with caution and follow all traffic management signage.

French Pass

 
 

Progress continues on the new retaining wall, 5km from Okiwi Bay on the Croisilles-French Pass Road. This week the crew continues to install timber lagging on the face of the retaining wall. Once complete, the crew will begin installing the walers (horizontal support beams). A new culvert was also installed this week. The traffic lights at this site will be removed once the remedial works have been completed. 

Minor work on Croisilles Road continues this week. The team are working to complete drainage repairs and improvements.

The installation of a box culvert and MSE (mechanically stablised earth) wall on Ronga Road, 10km from the start of the road continues. Bulk earthworks are underway for the road retreat and progress has started on culvert installation. This work will be carried out under stop/go traffic management with delays of up to 20 minutes.

From Tuesday 5 to Thursday 7 November, night closures from 6pm to 6am are required to install the culvert sections that cross the road. For further information, please refer to the road closure section of this newsletter.

Following the wet weather over the weekend, there have been several smaller slips on the roads throughout French Pass. Please drive with caution and follow all traffic management when travelling through this area.

Kenepuru Road

 
 

Daytime closures remain on Kenepuru Road, from Onahau Road, Monday to Thursday from 8am to 12pm and 12.30pm to 5pm. On Fridays the closure will be in place from 8am to 12pm and 12.30pm to 3.30pm. These closures are for the construction of a retaining wall, drainage improvements and road reinstatement, 20km from the start of the road at the Water Tank slip site. Please refer to the road closure section for further information.

Progress continues on the new retaining wall at Water Tank slip. Timber lagging installation has begun along the face of the retaining wall. These works will continue over the next few weeks due to the span of the wall. 

This week, at the retaining wall near Torea prior to Portage on Kenepuru Road, the crew have backfilled the wall in coordination with the installation of timber support poles. Pavement construction preparations are also now underway. 

Kenepuru Road is open to one lane at the following locations after slip material came down during the wet weather over the weekend:

  • 500m prior to the Mahau Road turn off on Kenepuru Road, when travelling from Linkwater
  • 100m prior to Water tank slip (open to residents, essential and emergency services only)

The teams have been busy working to clear smaller slips and debris off the road over the weekend and throughout this week. Please follow all traffic management when travelling.

Moetapu Bay

 
 

The daytime construction closures on Moetapu Bay Road, 1.6km from the start of the road have been extended to Friday 15 November, due to weather delays and to allow for a second site to be completed under the closure. The closures are in place on week days from 9am to 3pm with hourly openings.

Last week vegetation was cleared and the start of the road retreat was undertaken at the Driftwood Corner site. 

This week, work on the road retreat has continued along with works starting on the second site, approximately 200m along the road at Elephant Point.

Work at both sites will be undertaken outside of the closure times, under stop/go traffic management. Please expect delays.

 

 

Queen Charlotte Drive

 
 

Following this weekend’s wet weather a large slip has developed on Queen Charlotte Drive, approximately 1km prior to Moenui Road when travelling from Havelock. The road is open to one lane at this site. Please drive with caution and follow all traffic management signage.

Last week a culvert replacement was completed at the Queen Charlotte Drive end of Tepuia Heights. This week a brush wall has been installed at this site.

From Tuesday 19 November drainage improvement works including multiple culvert installations and road reinstatement, is planned to start on Tepuia Heights.

On Tuesday 5 November, drainage and road reinstatement work will begin on Moenui Road. These works are located 150m from the start of the road, for approximately 250m. 

From Tuesday 12 November these works will require daily construction closures at the following dates and times. 

  • Tuesday 12 to Wednesday 13 November, from 8am to 5pm. 
  • Thursday 14 to Friday 15 November, from 9am to 3pm 
  • Monday 18 to Tuesday 19 November, from 9am to 3pm

Overslip on Queen Charlotte Drive, 1km prior to Moenui when travelling from Havelock, from the weekend.

 

 

Pelorus

 
 

Heavy rain over the weekend bought down a signifcant slip on Kaiuma Bay Road, 13km from Daltons Bridge. Crews worked over the weekend to open the road to one lane.

Once the upslope of the slip settles, assessment of the site will be completed for repairs to be undertaken. Drivers are urged to travel with caution and follow all traffic management signage at this site.

Port Underwood

 
 

Port Underwood Road, 1km past Whatamango Bay when travelling from Picton is open to one lane due to a slip partially blocking the road. Assessments are underway at the site for repairs to be undertaken.

Waihopai Valley

 
 

The new bridge on Waihopai Valley Road continues to progress with five of the seven deck spans now installed.

This week the team has made progress on the new bridge approach, with road realignment from the existing road underway.

The current bailey bridge will continue to operate as crews build the new bridge. Please expect increased activity around this area.
