Information on panel payment

The purpose of this newsletter is to provide the latest updates on the implementation of the Longitudinal Family Physician (LFP) Payment Model. To submit questions or feedback on the payment model, please email LFP.Billing@doctorsofbc.ca.

 

Doctors of BC and BC Family Doctors continue to work with the Ministry of Health to improve, expand, and develop tools and supports for the LFP Payment Model. We continue to listen to your feedback, meeting regularly with the provincial government to address concerns and to focus on a number of areas, including expansion of the model to enable billing by longitudinal family physicians for facility-based services, including maternity, inpatient, and long-term care.

Information on upcoming panel payments

The LFP Payment Model compensates physicians for their time and patient interactions, as well as the size and complexity of their patient panel (panel payment). Panel payment amounts for 2023 will be based on an interim methodology adapted from the Community Longitudinal Family Physician (CLFP) Payment to estimate the size and complexity of a longitudinal family physician’s patient panel. BC Family Doctors, Doctors of BC, and the provincial government are working to develop a long term system to determine panel payments, that will start next year.

Longitudinal Family Physicians who successfully submitted their panel payment claim form by July 26, 2023 will receive Quarter 1 (Q1) and Quarter 2 (Q2) panel payment installments on August 31, 2023 via MSP Teleplan. Longitudinal Family Physicians who submitted their panel payment claim form after July 26, 2023, will receive their Q1 and Q2 panel payments concurrently with the Quarter 3 (Q3) panel payment installment in November 2023.  
 
Physicians receiving panel payments for either Q1 or Q2 will receive email instructions before August 31, guiding them on how to access payment summaries for the respective pay periods. These summaries will provide a detailed breakdown of their Q1 and Q2 panel payments. If you didn’t receive the email instructions or have any questions, please email LFP.Billing@doctorsofbc.ca.

Provincial Attachment System webinar – What it will mean for family physicians

All family physicians are invited to participate in a webinar that will provide an overview of the recently announced Provincial Attachment System (PAS), with a focus on the parts of the PAS that will be used by physicians. Family physicians, medical office assistants/clinic managers, and executive directors of Divisions of Family Practice (or delegates) are welcome to attend. The webinar will also be recorded. 

As shared with you in a recent President’s Letter, the provincial government, Doctors of BC, and BC Family Doctors announced the creation of a coordinated PAS, which includes the Health Connect Registry, to help bring together unattached patients with longitudinal family doctors who have capacity to accept new patients. Watch for additional information on the PAS in the coming weeks.

Updates on panel cleanup and submissions

The LFP Payment Model requires physicians to develop and submit a list of empanelled patients prior to October 31, 2023. 

To make this as seamless as possible for physicians, we have been working with the EMR vendors to enable bulk claim submissions of physician patient panels through MSP Teleplan, the system that handles all physician billing claims. With volume anticipated to be much higher than usual, we are carefully managing the number and timing of panel submissions by setting a maximum number of physicians who can submit each day. We want to ensure the system remains efficient and that billing and payment processing will continue uninterrupted.

Next steps for physicians 

1. Physicians utilizing the following EMRs – MedAccess, Profile, Accuro, – can now submit their patient lists using the bulk claiming feature within their EMR. Physicians on CHR, MOIS, and Myle are expected to be enabled within the coming days.   

If you are using one of these EMRs, and you have completed your panel cleanup, please register as soon as possible for a date to submit your patient panel on a chosen date that is convenient for you. Please go HERE to register for your panel submission. Resources are available for physicians to review to support their panel submissions. Please do not submit your panel until it is ready and you’ve read the information on the registration page and booked your panel submission date. Once a date is full, no further spots will be allocated for that date. If you have any issues registering, please reach out to Attachment.Info@phsa.ca.

Given the submission deadline of October 31st for most physicians on the LFP payment model, we've implemented additional measures to safeguard MSP Teleplan's integrity. The last day for physicians to directly upload their panels from their EMR is October 13th. After this date, physicians using the EMRs referenced above will need to register with a third-party billing service, as direct uploads through the EMR will no longer be permitted as an option. Note that the billing service will be able to transmit the claims to MSP Teleplan in a controlled manner, based on the daily MSP Teleplan capacity. Physicians using these EMRs may also choose to use this billing service at any time up until October 31. More information will be shared with you in the coming days.

2. If you are not using one of the above EMRs, please submit your list of empanelled patients by using the third-party billing service, which will then upload the panels to MSP Teleplan on behalf of the physicians. This option is being provided without cost and will require an extra step of registering with this billing service. More information will be shared with you in the coming days on this billing service.
