CQC's Focus on Health Equity

California Health Care Foundation (CHCF) has become a sponsor of CQC for 2023 and 2024!

  • Why it matters: We know alignment of the public and private delivery systems is critical to creating the kind of change in the health care system we want to see. That is why CQC is working to broaden its collaboration and partnerships with Medi-Cal to achieve system change.

CHCF’s commitment and funding will support our efforts to place equity at the center of CQC's aims and align with Medi-Cal priorities. With this support, CQC will be able to advance health equity through value-based payment models, expand quality improvement learning to include knowledge and skills to address disparities in care and outcomes and increase the collection and reporting of race, ethnicity and language (REaL) data.

Advancing equity in LA County: Equity and Quality at Independent Practices in LA County (EQuIP-LA) is a new CQC-led improvement collaborative for small, independent, primary care practices and independent physician associations (IPAs) serving Medi-Cal enrollees of color in Los Angeles County.

  • The organizations participating in EQuIP-LA are Allied Pacific IPA, Angeles IPA, L.A. Care Health Plan and Omnicare Medical Group.

An Opportunity to Support Health Equity in California

The CalHHS Data Exchange Framework (DxF) is California’s first-ever statewide data sharing agreement, aimed at improving the secure and appropriate exchange of health and social services.

  • CQC supports this effort because it will accelerate and expand the exchange of health information among health care entities, government agencies and social service programs. This is a critical step for California to improve health equity across the state.

Where to start: Visit the DxF Information Hubpage to learn more.

Primary Care’s Essential Role in Advancing Health Equity

A new study conducted by Mathematica and Health Begins for CHCF makes clear the link between primary care and improved health equity.

Primary care is the most fair, efficient and accessible way for all people to enter the health care system – regardless of race, ethnicity or income – and obtain the services they need.

  • Access to primary care provides important health benefits: more complete immunization, improved dental health, earlier detection and treatment of conditions and better management of chronic disease.

Better access to primary care is associated with improved life expectancy and lower rates of premature mortality in both international comparisons and across regions within the United States. Efforts are underway in California to strengthen primary care quality and increase system-wide investments in primary care teams.
