Media ReleaseRebuilding Confidence from the Ground Up22 October 2025 The Finocchiaro CLP Government has introduced reforms to strengthen transparency, accountability, and consumer protection in the operation of the Fidelity Fund NT. The Building Legislation Amendment (Fidelity Fund) Bill 2025 will enhance governance by ensuring greater oversight of how the Fund is managed, including clearer processes for trustee appointments and improved accountability. Minister for Lands, Planning and Environment Joshua Burgoyne said the reforms will help restore confidence in the building industry. “We’ve listened to industry and taken action to restore confidence in the building sector. The intent of the Fidelity Fund is to provide Territorians peace of mind that even if a builder fails, their home will still be completed and defects fixed, protecting homeowners and rebuilding trust in the system,” Minister Burgoyne said. “This Bill strengthens oversight and ensures the Fund continues to operate effectively, fairly and transparently.” Local builders have also welcomed the reforms, saying they will improve confidence across the industry. Founder of Asbuild, Paul Graham, said the changes would bring greater stability to the sector. “These reforms give builders the confidence we need to get on with the job. It’s good to see clear rules that support a fair and transparent system for everyone involved,” Mr Graham said. This Bill forms part of a broader package of reforms designed to rebuild the Territory’s economy through regulatory frameworks that support sustainable growth and stronger industry confidence.
