Marlborough Roads Recovery Update

Daytime construction closures remain in place at multiple locations across Marlborough. Please refer to each area's section for further information.

Kenepuru: 

  • Island Point, from Onahau Road to Tara Bay
  • Portage Heights, from Portage Resort
  • Te Mahia Road
  • Titirangi Road - residents access only

Northbank: 

  • Northbank Road, 2km from the start of the road

Port Underwood:

  • Port Underwood Road, the Waikawa side of Whatamango Bay

All work is subject to weather and other unforeseen circumstances. In the event of unsuitable conditions, work will be rescheduled to the next suitable workday.

Construction continues in French Pass, at multiple sites on Croisilles Road and Croisilles-French Pass Road under stop/go traffic management.

Work will start on Archers Road, Tennyson Inlet under a construction closure from Monday 15 September. 

Recovery works continue at various sites along Kenepuru Road prior to the Heads with retaining wall construction nearing completion. 

Retreat and drainage works are underway at two sites on Kenepuru Road beyond the Heads.

Port Underwood Road, from Rarangi to Oyster Bay remains open to public acess. A construction closure continues on the Waikawa side of Whatamango Bay until Friday 19 September.

Please plan ahead and allow for delays in these areas.

New road closures

 
 

Please refer to each area's section for information on existing road closures on Kenepuru Road, Northbank and Port Underwood.

During all planned road closures, emergency services will always be accommodated.

Kenepuru - Moetapu Bay Road

From Wednesday 1 October until mid-November Moetapu Bay Road approximately 4.5km from the start of the road will be closed to all traffic:

  • Monday to Friday from 9am to 3pm, with openings on the hour.

This closure is needed for construction of retaining walls, drainage improvements and road reinstatement.

Work may be undertaken outside of these dates and times under stop/go traffic management with up to 15 minute delays.

Tennyson Inlet - Archers Road 

From Monday 15 September until mid-December, a road closure is required on Archers Road, approximately 2km past the Tennyson Inlet Road/Duncan Bay Road intersection.

The closure is needed for the construction of a retaining wall and two road retreats.

The closure will be in place Monday to Friday at the below times:

  • Monday to Thursday from 8am to 12pm and 12.30pm to 5pm.
  • Friday from 8am to 12pm and 12.30pm to 3.30pm.

During the school holidays, from Monday 22 September to Friday 3 October there will be additional openings at 10am and 2pm to allow queued vehicles to pass.

French Pass

 
 

Backfilling has been completed on Croisilles Road approximately 2km before the Hope Drive/Wharf Road intersection for the construction of a mechanically stabilised earth (MSE) wall. Duragreen bags have been laid to enable vegetation to establish. Current work at this site is completed, until crews return to undertake sealing in conjunction with other nearby sites.

Crews continue to work on a second site on Croisilles Road approximately 1.2km before the Hope/Drive Wharf Road intersection for the construction of a second MSE wall. This week crews have continued backfilling this section of the road, compacted the soil, and laid the geogrid mesh to strengthen the face of the wall. This site is under stop/go traffic management. Please expect delays of up to 15 minutes.

On Croisilles-French Pass Road, construction continues on an MSE wall approximately 2km past the Elaine Bay turn off when travelling North. This week the site has been backfilled, compacted, and geogrid mesh laid to strengthen the face of the wall. 

Crews are progressing the construction of a second MSE wall at a second site on Croisilles-French Pass Road approximately 1.5km prior to the Elaine Bay Road turnoff when travelling North. This week, the road is being backfilled and two new culverts have been installed.

A third site on Crosilles-French Pass Road, 1.9km from Okiwi Bay has been established this week. Works at this site will include the building of an H-Pile retaining wall and drainage works.

All three sites on Croisilles-French Pass Road are currently under stop/go traffic management, two of the three sites will be operational at the same time, with delays up to 15 minutes at each site.

From Monday 15 to Wednesday 17 September, on Croisilles-French Pass road near Fitzroy Bay, pavement and drainage works are being completed. Please expect minor delays under stop/go traffic management.

Kenepuru

 
 

Work continues at several sites on Kenepuru Road between Linkwater and the Heads.

Last week crews established on Kenepuru Road 2.5km before the Mahau Road intersection. Excavation has been completed and piles have been drilled for the construction of a retaining wall.

At a second site, approximately 350m prior to the Mahau Road turn-off, works on a MSE wall are nearing completion. Sealing is planned here next week, in coordination with sealing at the Mahau Road intersection (weather permitting).

These works are being completed under stop/go traffic management with delays of up to 15 minutes.

Works on Te Mahia Road started this week for a road retreat and drainage works, under a road closure.

The closures are scheduled until mid-October from Monday to Friday at the following times:

  • Monday to Thursday from 8am to 12pm and 12.30pm to 5pm.
  • Friday from 8am to 12pm and 12.30pm to 3.30pm.

Work will be undertaken outside of these days and times, under stop/go traffic management with up to 15-minute delays

Daytime construction closures scheduled on Kenepuru Road at Portage Heights and Island Point continue.

The road closure at Portage Heights is located from Portage Resort for approximately 1km towards the Heads as works continue on several retaining walls. This week, lagging, anchors and whalers have been installed, alongside pavement preparation. Closures are in place at the following times: 

  • Monday to Thursday 8am to 12pm and 12.30pm to 5pm.
  • Friday 8am to 12pm and 12.30pm to 3.30pm.

Works at Island Point are nearing completion, this week crews have installed sight rails and constructed a concrete kerb and channel. The closures, located between Onahau Road and Tara Bay are expected to be completed by the end of September. The closures are scheduled Monday to Friday at the following times:

  • Monday 10am to 12pm and 12.30pm to 5pm.
  • Tuesday to Thursday 8am to 12pm and 12.30pm to 5pm.
  • Friday 8am to 12pm and 12.30pm to 3.30pm.

Outside of the closures, works will be carried out under stop/go traffic management with up to 15 minute delays.

Works continue on Kenepuru Road beyond the Heads, with a retreat being excavated near Fish Bay. Next week a second retreat is scheduled to start, approximately 1km towards Waitaria Bay. These sites are under traffic lights with maximum wait times of 15 minutes.

Drainage improvements and culvert installation works continue at various sites along Titirangi Road, Monday to Friday between the hours of 8am to 5pm, under residents' access only. This week crews have continued culvert flushing, reshaping and cleaning, and started excavation for a retreat. A swale drain has also been repaired on Kinders Road. Crews are working from Titirangi Beach back towards the Heads. Residents should expect delays of up to 15 minutes.

Moetapu Bay Road

 
 

This week, sealing has been completed approximately 1km from the start of the road.

From Wednesday 1 October until early November, Moetapu Bay Road from approximately 4.5km from the start of the road will be closed to all traffic 9am to 3pm, Monday to Friday with openings on the hour.

This closure is for the construction of  a retaining wall, drainage improvements and road reinstatement.

Work may be undertaken outside of these dates and times under stop/go traffic management with up to 15-minute delays.

Northbank

 
 

Crews have made great progress on clearing the large slip, 2km from the start of Northbank Road. 

From Monday 15 September, works on the slip will move to stop/go traffic management with possible delays of up to 30-minutes throughout the day, when rock debris is being cleared from the road.

Between 7am to 6pm, Monday to Saturday crews will continue to remove slip material, however there will be no 30-minute delays between 7am and 9am and 4pm and 5pm.

The 30-minute delays are unable to be scheduled, as it is dependent on the amount of rock material that drops each time.

The road is being re-opened as works have progressed down to the lower second bench, which means that rock can be broken and lowered to the road in a way which allows safer access.
Outside of work times, the site will continue to operate under traffic lights with approximately 3-minute delays.

The current closure timings of 9am to 12pm and 12.30pm to 4pm will continue as scheduled until Saturday 13 September.

If the road is deemed unsafe at any time, the road will be closed and an update sent via Antenno and the Council’s website. 

When travelling near or past our work sites, please ensure you keep outside any fences or barriers for your safety. Please adhere to, and do not move any traffic or safety management in place (i.e. gated closures/cones/signs/traffic lights/barricades) for your own safety.

 

 

Northbank Road slip clearance will continue under stop/go traffic management from Monday 15 September.

 

 

Port Underwood

 
 

Planned closures on the Waikawa side of Whatamango Bay remain in place until Friday 19 September. The closure times are Monday to Friday from 9.30am to 2.30pm. 

A majority of the earth moving is complete. This week, crews have replaced culverts, and laid foundations for the concrete dish channel. Road reinstatement is scheduled to commence next week (weather permitting).

Works will be undertaken on weekdays at this site from 7am to 9.30am and 2.30pm to 5pm, under stop/go traffic management with delays of up to 15 minutes.

Tennyson Inlet

 
 

Construction on two road retreats and a retaining wall on Archers Road will start on Monday 15 September. These works will be under daytime construction closures at the below days/times:

  • Monday to Thursday from 8am to 12pm and 12.30pm to 5pm.
  • Friday from 8am to 12pm and 12.30pm to 3.30pm.

From Monday 22 September to Friday 3 October, during the school holidays there will be additional openings at 10am and 2pm. Road users must be waiting at the closure point at these times to guarantee access through the site.

 

 

Kenepuru Road restrictions

 
 

Kenepuru Road is open to the public, with overweight and overlength vehicle restrictions in place. 

Reduced speed limit signage and temporary traffic lights are in place at Portage Heights and approximately 500m beyond Nikau Cove (when travelling from Portage). Both sites have a 30km temporary speed limit in place. Please expect minor delays and follow all traffic management signage.

Vehicle Restrictions

Vehicles up to 12.6m in length, and 6 tonne in weight can travel on Kenepuru Road and side roads.

There are the following hazards on this section of Kenepuru Road and its side roads including Moetapu Bay Road:

  • Slips
  • Drop outs
  • Single lane in places
  • Increased hazard during rain
  • Uneven surfaces and gravel sections

Other recovery roads

Please be aware that on all roads, works may be in progress and/or traffic management in place. Please expect delays and follow all signage and traffic management.

Heavy rain may lead to roads being closed at short notice. Regardless of the status of the road, please drive to the conditions.
