Our Annual Report to Homeowners 2022-23
We're delighted to introduce our latest Annual Report to Homeowners. We
want to tell you about some of the highlights from the last financial year, relating to services we provide to you.
This includes information about how we've supported homeowners throughout the cost of living crisis.
We also talk about the things we can improve, including how we keep you informed.
In this season of ghosts, don't let rent worries haunt you
Cost of living payment
The next instalment of the £900 low-income government cost of living payment will start being paid to those eligible between Tuesday 31 October and Sunday 19 November.
The payment will be of £300. It is tax free, will not count towards the benefit cap and does not have any impact on existing benefit awards. If you are eligible, you should receive it automatically.
Accessing Universal Credit
We’re always updating our Support Hub with the latest information to help you with the cost of living.
We’ve recently added a new Universal Credit Helper to support you with accessing this benefit.
Listening to your views
In July and August, we went door-to-door to listen to your thoughts and hopes for your homes and neighbourhoods.
What you told us
It was great that 42% of you said that there was nothing we could do to provide a better service.
You told us that areas that needed improvement are in communal spaces, outside your homes such as ground maintenance, repairs and a sense of community.
The biggest improvement area identified was listening to feedback and acting on it.
We'll be coming to you in the following weeks with more insights and actions from your neighbourhoods, but you can take a look at some of the changes we have already made below:
You said: We need to improve on listening to you and acting on your feedback.
We did: We have introduced an insight-to-action working group to review feedback themes and commit to actions and improvements. We have also introduced an Estate Improvement Panel who will assess and approve local improvements.

Halloween - a reminder
Not everyone enjoys Halloween, so please respect those who may not want visitors. When trick-or-treating, only approach houses with Halloween decorations or a pumpkin on display.
Be cautious of fire risks when wearing costumes. While dressing up is fun, remember that open flames and candles can quickly ignite costumes. Halloween costumes are often less fire-resistant than regular clothing, so check their safety before buying.
Reporting anti-social behaviour (ASB)
If you need to report anti-social behaviour:
Call the police on 999 in an emergency or 101 for non-emergencies.
Call us on 0300 303 1010 – between 9-5:30 to report ASB.

We've been brewing up a more user-friendly website experience

The new accessibility toolbar means you can translate the content, have the page read out loud to you, change the font and size of the text and more.
If you click here, you will see an orange button with a man in the centre - one click of this button will launch the toolbar, which will appear at the top of the page. If you hover over the icons, it will explain what each one does.

Your lease explained
Your lease will outline the details of the agreement made between you (the leaseholder) and your landlord (Paradigm Housing). It will refer to you as ‘the tenant’ because a leaseholder is a type of tenant.
Your lease will include:
- A lease plan that shows the position of and area covered by your flat
- The building and the estate or common areas
- The landlord’s rights and responsibilities
- Your (leaseholder) rights and responsibilities
- The service charges you must pay and how they are calculated.
Your lease may still have the name of the first-ever leaseholder on it, even if your home has been sold multiple times before. The name on the lease will not change unless a new lease is issued with a lease extension. When a new leaseholder takes over, they typically sign a legal document known as a 'deed of covenant' or a 'licence to assign.' This document serves as an agreement to follow the conditions of the lease.
