Following the award of the contract to upgrade the Southern Motorway between Papakura to Drury, the SH1 Papakura to Drury South project was officially kicked off with a ministerial sod turning on Friday 16 April.

It was a beautiful clear morning outside Park Estate School, with the road behind the officiating trio stretching away over the Park Estate Road Bridge - which will be replaced as part of the project.

In the photo, the Hon. Michael Wood, Minister of Transport, is flanked by Michelle Hayward (Principal of Park Estate School) and Steve Mutton (Director Regional Relationships for Waka Kotahi NZ Transport Agency), as they turn the first sod on the project.

The Papakura to Drury South project is Waka Kotahi’s second NZ Upgrade Programme project to start construction.

On the motorway...

SH1 from the northern side of the Papakura interchange to the southern side of the Drury motorway service centre is progressively being resurfaced and traffic moved to the left with new lane markings applied.

The new surfacing and lines will ensure there are no 'ghost' lines on the pavement for traffic safety throughout the length of the project.

In addition, steel barriers (shown being unloaded in the photo above) are also being installed at night in both directions once the lanes have been shifted over.

Moving traffic lanes to the left will allow a works area to be opened up down the centre of the motorway, where clearance, earthworks, pavement construction, lighting and barrier work will occur at night.

Work areas will also be constructed down each side of the motorway, where utility services and noise wall (on the eastern side between Beach and Park Estate Roads) works will take place during the day.

This first configuration of lanes is expected to be in place for several months until works in the median are completed.  After that, traffic lanes will be moved in a full lane width closer to the centre to while works outside them continue. 

There will be further changes in the configuration of traffic lanes during the course of the works on this first stage of the project.

The motorway speed limit has been reduced to 80 km/h for safety reasons, and two traffic lanes in each direction will be maintained throughout construction on the project.

On Park Estate Road...

The current 7.4m wide Park Estate Road bridge over the Southern Motorway must be replaced as its abutments cannot fit new motorway lanes underneath.

The new bridge will be 18.8m wide, 1.2m higher than the current bridge and will carry a new watermain in addition to other utilities.  It has been designed for safer traffic, cycling and walking facilities to meet the needs of new and future subdivisions underway on the western side of the motorway.

Early works in April have included the removal of vegetation beside the Park Estate Bridge along with investigations for utility services, and the construction of a works depot area on the opposite (western) side of the motorway.

As Park Estate Road on the western side of the motorway is currently a ‘no-exit’ road, all construction affecting the overbridge must be staged carefully in order to maintain access for those living, working or worshipping on the western side.  A single lane (with temporary traffic lights) and footpath will maintain local access throughout construction.

Retaining walls will be built on either side of the bridge abutments to allow for the first half of the new bridge to be constructed on the south side of the existing bridge.  Once the new half is completed, the old bridge will be removed and the second half of the new bridge built to replace it.

As well as Park Estate Road residents and workers on the western side of the motorway, the replacement of the overbridge is also of particular interest to the Park Estate School – for now located on the eastern side of the motorway.  However, the school is excited to be relocating to a new site currently under construction on the opposite side of the motorway, and after the bridge replacement is completed.

The SH1 Papakura to Drury South Project is part of the NZ Upgrade Programme.

The first stage of construction covers works within the existing motorway boundaries from the north side of Papakura interchange to the south side of the Drury motorway service centre.

Key features of this first stage include:

  • An additional third lane in each direction and wide shoulders for future bus services
  • The replacement of the Park Estate Road overbridge
  • A new noise wall on the eastern side of the motorway between Papakura Interchange and Park Estate Road
  • The upgrade of three culverts crossing under the motorway between Papakura Interchange and Park Estate Road
  • Treatment of all stormwater coming off the motorway (as currently there is none)

Additional works to follow in the next stage once consented also include:

  • A walking and cycling pathway along the western side of the motorway
  • Interchange improvements at Papakura (a new southbound on-ramp) and Drury (to allow for railway electrification and additional rail lines)
  • The replacement of the Bremner Road overbridge.

Together these works will extend the improvements north of Papakura delivered by the Southern Corridor Improvements project.
