Message from the Commissioner and Associate Commissioner

Welcome to the July edition of NDIS Commission News, especially any subscribers receiving this newsletter for the first time. We hope you find it useful.

As mentioned in previous editions, supported independent living (SIL) and digital platform providers must now register with the NDIS Commission. SIL providers must also comply with specific Practice Standards. This is because of changes to the Provider Registration Rules. To help affected providers with this process, we’re hosting a series of webinars that we hope will clarify any questions you may have. You’ll find more information on the webinar series in upcoming posts on the NDIS Commission’s social media.

Also since 1 July, all providers must notify us if they change ownership. This is either when they become aware that the change will take place or when the first step in transferring ownership happens, whichever comes first. In certain instances, providers must start a targeted certification audit within 3 months of the change in ownership. There’s an article in this edition that goes into more detail.

A reminder that if you’re a registered provider, any of your staff with a Worker Screening Check should be linked to your records in the NDIS Worker Screening Database (NWSD). If a worker no longer works for your organisation, you'll need to log into the NWSD and unlink them. For more information, see the Worker screening page on our website.

Providing NDIS supports through another provider’s registration

Sometimes an unregistered provider will deliver NDIS supports under another provider’s registration. These arrangements are often called ‘brokerage’ or ‘facilitation’ services.

It’s important to remember that it’s the registered NDIS provider that’s legally responsible for the services delivered. This includes making claims and ensuring all requirements are met.

Registered providers must make sure that everyone delivering supports under their registration follows the NDIS Practice Standards, Code of Conduct, worker screening, and incident-reporting requirements. They should have strong oversight processes in place, including checking qualifications, screening clearances, and compliance obligations. They should also make sure that brokerage or facilitation arrangements are transparent to NDIS participants, and that participants know who’s responsible for delivering their supports and services.

If non-compliance occurs, we may reassess the provider’s registration and take action.

New notification and audit requirements

New notification and audit requirements for registered NDIS providers took effect from 1 July 2026. They apply to both registered providers and businesses operated by a registered NDIS provider.

Earlier notification required

Registered NDIS providers must now notify the NDIS Commission of certain events and changes by the earlier of:

  • when they become aware the event or change will occur, or
  • when it occurs.

Previously, notification was required as soon as practicable after the event.

Ownership changes

The provider must now notify the NDIS Commission by the earlier of:

  • when they become aware that the change in ownership will occur, or
  • when a step or procedure necessary to effect the change of ownership takes place.

New audit requirement where there is a change in ownership

Providers must start a targeted certification audit within 3 months of the change in ownership. This applies when a significant change in the organisation or governance arrangements occurs due to a change in ownership. This only applies to providers registered to deliver a class of support that requires certification assessment.

These changes were introduced under the National Disability Insurance Scheme (Provider Registration and Practice Standards) Amendment (Mandatory Registration and Other Matters) Rules 2026.

New complaints form

It’s now easier for you to report an issue or lodge a complaint with us. We have a new, user-friendly form on our website to make the reporting process easier. 

The information you provide in this form will allow us to identify risks more quickly and consistently. This helps us to improve the quality and safety of NDIS supports and services. You can find more information on our website.

Get ready for the new Provider Portal

As mentioned in previous editions, we will launch a new Provider Portal later this year. The portal will bring together various ways you work with us – registration, re-registration, notifications, reportable incidents and behaviour support plans – in one modern, secure place online.

To help you prepare, we've launched a Provider Toolkit on our website. You can watch a short introductory video and download a fact sheet covering what's changing, key dates, and where to get help. We'll keep adding to the toolkit as we get closer to launch, including step-by-step guides, how-to videos and Easy Read versions, so check back regularly.

We’re also delivering a series of webinars to help you become familiar with the new portal. The program begins with an introductory session, followed by dedicated webinars on registrations, reportable incidents and positive behaviour support. Auslan-supported sessions will be available, and recordings will be added to the toolkit for anyone unable to attend live.

AusAlert kits available for people with disability

The National Emergency Management Agency (NEMA) has advised that an AusAlert kit for people with disability is now available. The tailored resources can be found on the AusAlert website.

AusAlert is a new national warning system that uses the latest technology to send emergency messages to compatible mobile devices. It’s a fast and reliable way to help people keep informed and better prepared during local and national emergencies. 

The kit includes:

  • a stakeholder/information booklet that features advice on using resources and links to download each item
  • an explainer animation video with subtitles
  • posters
  • factsheets
  • social media tiles and suggested post wording.


Easy Read versions are available. AusAlert video explainers feature Auslan and closed captions.

For those who feel unsafe receiving an AusAlert message, or for those who have a hidden device, there is a section in the website called Staying Safe with AusAlert.

AusAlert is an initiative of the Australian Government. A nationwide test took place on 27 July. It will be ready to use in October 2026.

Compliance action monthly update

We issued 38 compliance actions against NDIS providers in June. These ongoing actions contribute to making the NDIS a safer and more supportive environment for people with disability. View the compliance actions taken on our website.

A notable action from the previous month was the banning of Monique Jeremiah of Diversity Models from providing services and supports to NDIS participants. We also revoked the registration of Mon Cheri Gifts Pty Ltd, trading as Diversity Models. This compliance action followed an investigation into Monique Jeremiah and Diversity Models that uncovered serious and systemic breaches of the NDIS Code of Conduct. The investigation uncovered instances of bullying on social media, privacy breaches and lack of participant choice and control. More information is available in this media release.
