Marlborough Roads Recovery Update

Multiple roads have been affected in recovery zones following the recent weather event. Marlborough Roads' crews continue inspecting roads, clearing slips and debris as it is safe to do so.

With an Orange Heavy Rain Warning in place for Marlborough north west of the Awatere Valley tomorrow, road users are advised to limit travel, look out for flood water and slips and be aware that streams and rivers may rise rapidly.

There remain multiple local roads closed due to flooding, slips and drop outs across the network; road users are urged to avoid travel in affected areas. If travel is necessary, drive with caution and to the conditions.

Due to current weather conditions, planned works may be postponed at short notice. Changes to planned road closures will be sent via Antenno. 

Daytime construction closures remain in place at multiple locations across the Marlborough Sounds. Please refer to each area's section for further information.

Kenepuru: 

  • Island Point, from Onahau Road to Tara Bay
  • Portage Heights, from Portage Resort

Port Underwood:

  • Port Underwood Road, the Waikawa side of Whatamango Bay. New closure timings in place from Monday 14 July. 

Queen Charlotte Drive: 

  • Above Whenuanui (Becks) Bay

Tennyson Inlet:

  • Tennyson Inlet Road, prior to the Opouri Saddle.

All work is subject to weather and other unforeseen circumstances. In the event of unsuitable conditions, work will be rescheduled to the next suitable workday.

A new road closure is scheduled to begin next week on Moetapu Bay Road. Please refer to the new road closures section below for more information.

There are sites under construction in French Pass, on Croisilles Road and Croisilles-French Pass Road, either side of Okiwi Bay.

On Queen Charlotte Drive there are multiple construction sites between Momorangi Bay and Whenuanui (Becks) Bay. 

Please plan ahead for delays of up to 10 minutes at each site in these areas.

New road closures

 
 

Please refer to each area's section for information on existing road closures on Kenepuru Road, Tennyson Inlet, Queen Charlotte Drive and Port Underwood.

Moetapu Bay Road 

From Thursday 17 July, construction closures will be in place on Moetapu Bay Road until late September. The closures will be in place Monday to Friday from 9am to 3pm, with openings on the hour every hour. The first closure is located 1km from the start of the road. Once work at this site is complete the closure will move further down the road.

French Pass

 
 

Progress on Croisilles-French Pass Road for a road retreat and gully fill resumed this week. A culvert has been installed and preparation for the concrete kerb and channel started.

Next week a new site will be established on Croisilles Road approximately 2km before Okiwi Bay, for drainage improvements and road reinstatement.

Following damage from last week's weather, further works will be required on Croisilles Road near Goat Hill, prior to Okiwi Bay. Works will be undertaken when weather conditions allow.

Hydroseeding and line marking is to be completed at the road retreat, on Croisilles-French Pass Road, 1.5km before the Elaine Bay Road intersection. This work will be completed when weather allows in co-ordination with line marking at Goat Hill.

Minor works are underway on Croisilles-French Pass Road under stop/go traffic management. 

 

 

Kenepuru Road

 
 

Further geotechnical inspections on Kenepuru Road have been completed following last weekend’s rain and the road is now open for the length of the road. 4wd is recommended and heavy vehicles can travel by permit only. Crews continue to work from Linkwater to Kenepuru Heads clearing slips, please travel with caution. 

Daytime construction closures scheduled on Kenepuru Road at Portage Heights and Island Point continue.

The road closure at Portage Heights is located from Portage Resort for approximately 1km towards the Heads. Crews are currently working to backfill the wall in sections as anchors are drilled. Closures are in place at the following times: 

  • Monday to Thursday 8am to 12pm and 12.30pm to 5pm
  • Friday 8am to 12pm and 12.30pm to 3.30pm

The Island Point road closure is located from Onahau Road to Tara Bay. This week the team have finished tieback installation on the second wall at this site. Please note this closure will not be in place on Friday 11 July. The closure at Island Point is planned to resume on Monday 14 July at at the following scheduled times: 

  • Monday 10am to 12pm and 12.30pm to 5pm
  • Tuesday to Thursday 8am to 12pm and 12.30pm to 5pm
  • Friday 8am to 12pm and 12.30pm to 3.30pm

Outside of the closures, works will be carried out under stop/go traffic management with up to 15 minute delays.

Road users wanting to travel through both road closures at Island Point and Portage Heights during the lunch time opening will need to be at their nearest closure point between 12pm and 12.30pm. Recovery crews will ensure vehicles can pass through both sites without getting stuck between the closure points.

Construction on Akerbloms Road, Punga Cove is nearing completion. Concrete kerb and channel were poured last week. Minor finishing works are to be completed as weather allows. 

Drainage improvements and culvert installation continue on Titirangi Road under resident access only. These works are scheduled to continue until September. Work is currently being undertaken approximately 3.5km past the Anakoha Road intersection. Next week the crew will move towards the Heads. Residents should expect delays of up to 15 minutes.

Temporary traffic lights remain in place at Portage Heights and approximately 500m beyond Nikau Cove (when travelling from Portage). Both sites have a 30km temporary speed limit in place. Please expect minor delays and follow all traffic management signage.

Moetapu Bay Road

 
 

Construction closures are planned from Thursday 17 July on Moetapu Bay Road at two locations. The closures will be in place Mondays to Fridays from 9am to 3pm, with openings on the hour every hour, for work on construction of retaining walls, drainage improvements and road reinstatement.

Closures for the first site will be in place from Thursday 17 July to mid-August, approximately 1km from the start of the road. Once completed, the closure will move to a second site, 4.5km from the start of the road, where works will continue until the late September.

 

 

Northbank

 
 

Crews continue to work on Northbank Road, 2km from the start of the road to clear the large slip that is blocking the road, as it is safe to do so.

Openings on Friday 11 July remain scheduled at 7.30am to 9am and 4.30pm to 5.30pm. On Saturday and Sunday an additional midday opening will be added providing openings at 7.30am to 9am, 12pm to 1pm and 4.30pm to 5.30pm.

Due to the hazardous nature of the slip, the heightened risk of continued rock fall and forecasted heavy rain we will continue to regularly monitor the slip. Should it be deemed unsafe the road will not open and an update sent via the Marlborough District Council's Facebook Page and Antenno.

The openings will continue to be reviewed and if there is an opportunity to increase them safely, this will be done.

Marlborough Roads engineers estimate around 3,000m3 of earth has come down, with large rocks causing projectile hazards. The slip is still on the move and any rain is likely to exacerbate its movement. The top of the slip is some 40 metres above the road.

 

 

Pelorus

 
 

Construction on Te Hoiere Road to complete drainage improvements and road reinstatement have been postponed until August.

The crew working at this site has been diverted to prioritise weather response works, the planned construction closures will be notified once a new start date is scheduled. 

 

 

Port Underwood

 
 

Crews continue to clear slips and debris on Port Underwood Road. The road from Waikawa to Oyster Bay is currently open. Between Tumbledown Bay Road and Oyster Bay, the road is open to light vehicles only. The road remains closed from Oyster Bay to Rarangi. Please drive with caution and to the conditions.

The planned construction closure at Whatamango Bay timings will change to 9.30am to 2.30pm from Monday 14 July. Closures will continue to operate from Monday to Friday, until late August. Works will be undertaken from 7am to 9.30am and 2.30pm to 5pm under stop/go traffic management with delays of up to 15 minutes.

Works at this site are for the construction of a road retreat, drainage improvements and pavement reinstatement. 

 

 

Queen Charlotte Drive

 
 

A large slip closed Queen Charlotte Drive approximately 800m before Momorangi when travelling from Picton over the weekend. This section of road has reopened to two lanes. Crews continue to clear debris and slip material off the road, please expect delays.

The recent weather has delayed works on Queen Charlotte Drive. Construction sites remain in place between Ngakuta and Shakespeare Bay. 

This week progress resumed at two sites above Governors Bay with pavement preparation. Crews have started work in the north bound lanes at both sites. 24/7 stop/go traffic management is in place at this site.

Due to crews being diverted to prioritise weather response works, the planned construction closures on Queen Charlotte Drive above Whenuanui (Becks) Bay has been delayed to resume from Monday 14 to Friday 18 July to complete the scheduled works.

Closures will be in place from 9am to 4pm with openings on the hour, every hour to allow the line of traffic to clear. The closures are in place for the construction of two retaining walls.

Tennyson Inlet

 
 

Progress continues on Tennyson Inlet Road, approximately 1.5km before the Opouri Saddle. This week tiebacks and whaler installation have been completed.

With the first wall nearing completion the crew will establish works for the construction of a second retaining wall next week to repair an under slip.

The repairs include a iron wall, scour protection and drainage improvements, as well as road shoulder widening works. An extension of this closure is required due to weather delays and ground conditions changing the methodology for the original scope of works, in addition to the second wall. 

These works are being completed under daytime construction closures. Closures are currently in place Monday to Friday from 8am to 12pm and 12.30pm to 5pm until mid-August. 

Two openings have been added at 10am and 2pm. Vehicles must be waiting at the closure point at these times to guarantee access through site.

 

 

Kenepuru Road restrictions

 
 

Kenepuru Road is open to the public, with overweight and overlength vehicle restrictions in place. 

Reduced speed limit signage and temporary traffic lights are in place at Portage Heights and approximately 500m beyond Nikau Cove (when travelling from Portage). Both sites have a 30km temporary speed limit in place. Please expect minor delays and follow all traffic management signage.

Vehicle Restrictions

Vehicles up to 12.6m in length, and 6 tonne in weight can travel on Kenepuru Road and side roads.

There are the following hazards on this section of Kenepuru Road and its side roads including Moetapu Bay Road:

  • Slips
  • Drop outs
  • Single lane in places
  • Increased hazard during rain
  • Uneven surfaces and gravel sections

Other recovery roads

Please be aware that on all roads, works may be in progress and/or traffic management in place. Please expect delays and follow all signage and traffic management.

Heavy rain may lead to roads being closed at short notice. Regardless of the status of the road, please drive to the conditions.
