Marlborough Roads Recovery Update

Daytime construction closures remain in place at multiple locations across Marlborough. Please refer to each area's section for further information.

Kenepuru: 

  • Portage Heights, from Portage Resort

Daytime construction closures are commencing at the following locations in the Kenepuru:

  • Elie Bay Road
  • Kenepuru Road - Mahau Sound
  • Moetapu Bay Road
  • Kenepuru Road - Broughton Bay

All work is subject to weather and other unforeseen circumstances. In the event of unsuitable conditions, work will be rescheduled to the next suitable workday.

Construction continues in French Pass, at multiple sites on Croisilles Road and Croisilles-French Pass Road under stop/go traffic management.

Work has started on Archers Road, Tennyson Inlet under a construction closure.

Recovery works continue at various sites along Kenepuru Road prior to the Heads on retaining wall construction and drainage improvements. Works have been completed at Island Point.

Retreat and drainage works are continuing at two sites on Kenepuru Road beyond the Heads.

Port Underwood Road, from the Waikawa side of Whatamango Bay, is now under stop/go traffic management as crews complete the road reinstatement.

Crews continue to clear the slip on Northbank Road under stop/go traffic management.

Please plan ahead and allow for delays in these areas.

New road closures

 
 

Please refer to each area's section for information on existing road closures on Kenepuru Road and Te Mahia Road.

During all planned road closures, emergency services will always be accommodated.

Kenepuru - Elie Bay Road

On Tuesday 30 September and Wednesday 1 October, construction closures will be in place for all traffic on Elie Bay Road between 7am and 5pm.

The closure will be approximately 800m from the start of the road, after property number 470.

This closure is required for two days for work on construction of the road retreat, drainage improvements and road reinstatement.

Works will continue beyond the closure dates and times until mid-October under stop/go traffic management with delays of up to 15 minutes.

Kenepuru Road - Mahau Sound

From Tuesday 30 September until early October, Kenepuru Road by Mahau Sound, approximately 4km past the Moetapu Bay turn off, will be closed to all traffic, with openings on the hour: 

  • Monday to Thursday from 8am to 12pm and 1pm to 5pm.
  • Friday from 8am to 12pm and 1pm to 3.30pm.

This closure is needed for the construction of retaining walls, shoulder support and rebuild.

Kenepuru - Moetapu Bay Road

From Wednesday 1 October until mid-November, Moetapu Bay Road approximately 4.5km from the start of the road will be closed to all traffic.

The closures will be in place Monday to Friday from 9am to 3pm, with openings on the hour.

This closure is needed for construction of retaining walls, drainage improvements and road reinstatement.

Kenepuru Road - Broughton Bay

From Wednesday 1 October to Mid-December 2025, construction closures will be in place on Kenepuru Road, near Broughton Bay between property numbers 1503 to 1679. The closures are required for construction of retaining walls, drainage improvements and pavement reinstatement.

The closures will be in place on weekdays between 8am to 12pm and 12.30pm to 5pm, with a later start of 10am on Mondays and an early finish of 3.30pm on Fridays. 

For the midday opening, as along as vehicles are at their nearest closure point by 12.30pm, the recovery team will ensure they do not get stuck between closure points.

French Pass

 
 

On Croisilles Road approximately 1.2km before the Hope/Drive Wharf Road intersection construction of a mechanically stabilised earth (MSE) wall continues. This week crews are completing the backfill, laying the geogrid mesh and commencing the road construction. This site is under stop/go traffic management. Please expect delays of up to 15 minutes.

Works continue at several sites on Croisilles-French Pass Road.

At approximately 2km past Okiwi Bay, work is progressing on the construction of an H-Pile retaining wall and drainage improvements. This week a culvert has been installed, and the upslope has been trimmed to widen the road allowing a temporary retaining wall to be established to manage unstable ground conditions. This will enable safe construction of the permanent wall while maintaining the existing road for one-way traffic.

An MSE wall, approximately 1.5km prior to the Elaine Bay Road turnoff when travelling North is advancing. The backfill has been completed and this week crews are completing the pavement preparation and installing a new culvert. 

Work on a second MSE wall, approximately 2km past the Elaine Bay turn off when travelling North also continues. Crews have completed the soil backfill, and this week are trimming the upslope bank, creating a swale, and focussing on pavement preparation.

All three sites are currently under stop/go traffic management, two of the three sites will be operational at the same time, with delays up to 15 minutes at each site.

Minor recovery works are also progressing at several sites on Croisilles-French Pass Road near Fitzroy Bay. This week crews are completing asphalt bunding to manage stormwater run-off.

Kenepuru

 
 

Work continues at several sites on Kenepuru Road between Linkwater and the Heads.

Crews have established at two adjacent sites approximately 3.3km before the Mahau Road turn-off for shoulder repairs and retaining wall construction. This week excavation, auguring of holes, and concrete railway iron placement is underway. 

Crews are progressing a retaining wall approximately 2.5km before the Mahau Road turn-off. This week drainage and lagging has been installed, and backfilling behind the wall is underway. 

At a third site, approximately 350m prior to the Mahau Road turn-off, works on a MSE wall have been completed. Chip-sealing is planned for next week, in coordination with sealing at the prior two sites (weather permitting).

These works are all being completed under stop/go traffic management with delays of up to 15 minutes.

Due to wet weather, work on Te Mahia Road was delayed at the beginning of the week. Work is now progressing under a road closure. This week crews are continuing the retreat excavation and have cleared vegetation using the cut and stack method. This is a simple but effective approach that supports ecological best practice and allows wildlife to safely relocate.

The closures are scheduled on weekdays until mid-October at the following times:

  • Monday to Thursday from 8am to 12pm and 12.30pm to 5pm.
  • Friday from 8am to 12pm and 12.30pm to 3.30pm.

Work will be undertaken outside of these days and times, under stop/go traffic management with delays of up to 15 minutes.

Works at Island Point have been completed and the crew has disestablished from site. Sweeping and road marking will be undertaken in October. 

Construction closures continue at Portage Heights, located from Portage Resort for approximately 1km towards the Heads as works continue on several retaining walls. Anchor testing and culvert and whaler installation is underway this week. Closures are in place at the following times: 

  • Monday to Thursday 8am to 12pm and 12.30pm to 5pm.
  • Friday 8am to 12pm and 12.30pm to 3.30pm.

This week crews have established on Kenepuru Road at Sandy Bay for the construction of an H-Pile retaining wall. Progress is underway on backfill and completion is scheduled for early October. This site is under stop/go traffic lights with delays of up to 15 minutes.

On Kenepuru Road beyond the Heads, retreat and drainage works continue at Fish Bay and at approximately 1km towards Waitaria Bay. These sites are under traffic lights with maximum wait times of 15 minutes.

Drainage improvements and culvert installation works continue at various sites along Titirangi Road, Monday to Friday between the hours of 8am to 5pm, under residents' access only. This week crews are regrading road sections, rebuilding pavement, and installing culverts. Crews are working from Titirangi Beach back towards the Heads. Residents should expect delays of up to 15 minutes.

Northbank

 
 

Works are under stop/go traffic management with possible delays of up to 30-minutes throughout the day, when rock debris is being cleared from the road.

Between 7am and 6pm, Monday to Saturday crews will continue to remove slip material, however there will be no 30-minute delays between 7am and 9am and 4pm and 5pm.

The 30-minute delays are unable to be scheduled, as they're dependent on the amount of rock material that drops each time.

Outside of work times, the site will continue to operate under traffic lights with approximately 3-minute delays.

If the road is deemed unsafe at any time, the road will be closed and an update sent via Antenno and the Council’s website.

When travelling near or past our work sites, please ensure you keep outside any fences or barriers for your safety. Please adhere to, and do not move any traffic or safety management in place (i.e. gated closures/cones/signs/traffic lights/barricades) for your own safety.

 

 

Port Underwood

 
 

Crews continue the bulk excavation of the road retreat and culvert replacement, alongside completing the dish channel and concrete placement on the Waikawa side of Whatamango Bay on Port Underwood Road.

Work is being carrried out under stop/go traffic management on weekdays at this site from 7am to 5pm with a 30km speed limit. Please expect delays of up to 15 minutes.

Crews have established on Archers Road, approximately 2km from the start of the road, for construction of two road retreats and a retaining wall. This week, sacrifical anchor drilling and bench excavation is underway. 

 Closures are in place on the following days and times:

  • Monday to Thursday from 8am to 10am, 10.30am to 12pm, 12.30pm to 2pm, 2.30pm to 5pm.
  • Friday from 8am to 10am, 10.30am to 12pm, 12.30pm to 2pm, 2.30pm to 3.30pm.

The additional openings at 10am and 2pm are scheduled specifically for the school holidays until Friday 3 October. Road users must be waiting at the closure point at these times to guarantee access through the site.

 

 

Kenepuru Road restrictions

 
 

Kenepuru Road is open to the public, with overweight and overlength vehicle restrictions in place. 

Reduced speed limit signage and temporary traffic lights are in place at Portage Heights and approximately 500m beyond Nikau Cove (when travelling from Portage). Both sites have a 30km temporary speed limit in place. Please expect minor delays and follow all traffic management signage.

Vehicle Restrictions

Vehicles up to 12.6m in length, and 6 tonne in weight can travel on Kenepuru Road and side roads.

There are the following hazards on this section of Kenepuru Road and its side roads including Moetapu Bay Road:

  • Slips
  • Drop outs
  • Single lane in places
  • Increased hazard during rain
  • Uneven surfaces and gravel sections

Other recovery roads

Please be aware that on all roads, works may be in progress and/or traffic management in place. Please expect delays and follow all signage and traffic management.

Heavy rain may lead to roads being closed at short notice. Regardless of the status of the road, please drive to the conditions.
