The Academic Senate for California Community Colleges (ASCCC) is aware of the recent discussions involving the California Community Colleges (CCC), California State University (CSU), and University of California (UC) system offices regarding transferability and articulation of Common Course Numbering (CCN) Phase 1 courses and the need for colleges to submit revised Course Outlines of Record (CoRs) independently, contrary to the system-level transferability approvals and articulation envisioned with CCN.

While this development is inconsistent with recent communications from the CCC Chancellor's Office, we recognize that the UC and CSU systems are independent entities with their own policies and procedures, which, like in the CCCs, require time to evolve.

We remain committed to the vision of system-level transferability and articulation as part of common course numbering being critical to avoiding additional transfer-related confusion for students. We believe that a streamlined transferability and articulation process is essential for student success and mobility across our higher education systems. With this vision in mind, we continue to move forward with the development of Phase 2 CCN Course Templates, to ensure faculty voice in the development and creation of the common course templates. In that same vein, we recognize that transferability approvals and articulation agreements are a central component to the implementation of common course numbering and are prepared to pause these efforts if system-level transferability and articulation with the UC and CSU systems cannot be achieved.

It is essential that the CCC, CSU, and UC segments work together to implement common course numbering effectively to meet the goal of system-level transferability and articulation. The ASCCC will continue to advocate for solutions that support students and their educational goals. We appreciate the ongoing collaboration and dialogue with our faculty and system partners and remain hopeful for a resolution that aligns with our shared commitment to student success.
