I'm pleased to present to you the fourth annual New Zealand's Security Threat Environment report. The report outlines our assessment of violent extremism, foreign interference, espionage, and insider threat in New Zealand. 

Like previous years, this report is focused on highlighting concerning activities and behaviours associated with these threats. The report includes case studies that have occurred in New Zealand.

The national security threats we’ve been talking about in recent years haven’t gone away, indeed our report describes how they have intensified over the past year.

• Foreign states, and their proxies, are targeting both public and private sectors. They also continue to commit foreign interference activities in order to limit the democratic rights and freedoms enjoyed by New Zealanders.
• More insiders are causing harm to their organisations through actions that either deliberate, influenced by outsiders, or unwitting.
• Violent extremists are increasingly difficult to identify in an online world where violent content is becoming more mainstream and easier to access.

The report also includes links to guidance and tools for entities, businesses, and communities.

I’ve been encouraged by the extent of communities and organisations have referred to this report as a basis for their internal security discussions. This is exactly what we hoped for in producing it.

We have also translated an information release about the report into 13 languages. The idea is that we raise awareness of the threat so New Zealanders can make informed decisions on how to manage risk.
