Four Jersey City police officers have filed civil service complaints and say they will sue the city after they were suspended without pay for testing positive for using cannabis while they were off-duty. Sen. Vin Gopal, D-Monmouth, said Thursday he intends to draft legislation that would place the responsibilities of regulating the cannabis market in the state inside a cabinet-level state department, such as Treasury or Health.
